HomeMy WebLinkAbout4,5,6,7,8,9 Public Hearing Electric Water Rates Agenda Item # 4, 5, 617, 8 & 9 y VIM= Memorandum To: Board of Directors From: Peter Holzmeister Date: January 28, 2005 Subject: Public hearings and actions to adopt the budget and electric and water rate ordinances Why this matter is before the board: There are six individual matters on this agenda that relate to the budget for 2005 and the electric and water rates. So they all related. They include three public hearings, one for the budget and one each for consideration of the rate ordinances. Then there are three action items for your consideration, one is consideration of adopting the budget and the other two involve consideration of adopting the electric and water rate ordinances. History: The draft budget for 2005 has been presented to the board and we conducted a workshop on it two weeks ago. The budget as presented recommends modest electric and water rate increases. The recommendation has been to increase the electric customer charge by $1.00 for all rate classes and the water customer charge would increase by $1.73 for all rate classes. During the budget workshop, a suggestion was made that we look at spreading the rate increases proportionately, rather than a single amount applied to each rate class. I have prepared draft electric and water rate ordinances both ways, flat increase and proportionate increase. Attached is a table showing a comparison between the two methods. I was also asked to prepare an analysis of the electric and water rate increases that were adopted during the past several years. That analysis is also attached. New information: Agenda Item #4 Budget hearing: I will be prepared to make a very short presentation at the start of the public hearing. There really isn't any new information regarding the draft budget. I will use overheads that look similar to overheads that I have used in the past to describe the budget. A�cenda Item #5, electric rate ordinance heari�: I will be prepared to give a brief presentation at the start of this hearing describing the two rate options, flat rate and proportionate allocation. Agenda Item #6 water rate ordinance public hearing: I will be prepared to give a brief presentation at the start of this hearing describing the two rate options, flat rate and proportionate allocation. Agenda Item #7 resolution adopting the budget for 2005 Attached is a draft resolution which, if you adopt it, results in adoption of the budget for 2005. Agenda Item #8 electric rate ordinance: Attached are tow draft electric rate ordinances, one of which spreads the increase as a flat rate across all rate classes. The other allocates the increase proportionately. Agenda Item #9, water rate ordinance: Attached are tow draft water rate ordinances, one of which spreads the increase as a flat rate across all rate classes. The other allocates the increase proportionately. Recommendation: Agenda Item # 7: Please bring your draft budget to the meeting. At this point in the agenda you will have completed the public hearing on the budget and you ate in position to adopt it if you so choose. I recommend that you adopt the resolution approving the budget for 2005. Agenda Item 8: You have two electric rate ordinance options to choose from. I recommend that the board choose the option that you feel is in the best interests of the District and formally adopt it. A rate ordinance takes effect thirty days after adoption. The draft budget for 2005 is hereby adopted 2. Holzmeister, Clerk of the Board � k � F Ordinance No. 2005 • XX AMENDING THE ELECTRIC RETAIL RATES WHEREAS District staff has prepared a budget for District operation for 2005; and WHEREAS, on February 2, 2005 a public hearing was held to receive comments from the public concerning the 2004 budget; and WHEREAS THE Board has adopted the budget for 2005; and WHEREAS the budget for 2005 recommends that electric retail rates and electric connection charges be increased to cover increases in costs of providing District services; and WHEREAS on February 2, 2005 a public hearing was held to receive public commends on proposed rate increases; NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District as follows: Section 1. Effective 30 days from the date this ordinance is adopted the following monthly electric rates shall be effective. Holzmeister, Clerk of the Board bhc 2005-XX 2 r 0 w Ordinance No. 2005 -XX AMENDING THE WATER MONTHLY RETAIL RATES WHEREAS District staff has prepared a budget for District operation for 2005; and WHEREAS, on February 2, 2005 a public hearing was held to receive comments from the public concerning the 2005 budget; and WHEREAS THE Board has adopted the budget for 2005; and WHEREAS the budget for 2005 recommends that water retail rates be increased to cover increases in costs of providing District services; and WHEREAS on February 2, 2005 a public hearing was held to receive public commends on proposed rate increases; NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District as follows: Section 1. Effective 30 days from the date this ordinance is adopted the following monthly water rates shall be effective. Residential Water Rates - The Domestic Water Rates for single family homes, individual condominium units and townhouse units shall relate to the pressure zone in which said service is located. The Domestic Flat Rate Base for all zones shall be the fixed monthly rate of$43.66. The appropriate zonal pumping costs shall be added to the base monthly rate yielding the appropriate flat zonal rates as follows: Zone Charge Zone 1 46.18 Zone 2 48.40 Zone 3 49.43 Zone 4 50.54 Zone 5 51.20 Zone 6 51.62 Zone 7 54.18 Zone 8 55.81 Zone 9 56.44 Zone 10 59.94 Zone 11 63.29 2005-XX 1 Commercial Water Rates-The following Commercial Rates shall apply to all duplex and other multiple dwelling units, trailer parks, and other commercial establishments: Size Gallons Per Service Month Water Rate Allowance 3/4" 6,000 38.39 1" 11,000 45.36 11/4" 17,000 54.00 11/2" 24,000 63.01 2" 43,000 86.10 3" 96,000 143.20 4" 171,000 204.63 Water used in any month above the allowance will be charged as follows: Gallons Charge 0 to 16,000 gallons 1.70/1,000 16,000 - 56,000 gallons 1.34/1,000 56,000 - 96,000 gallons 1.07/1,000 96,000 and above .87/1,000 The following Zone Charge per 1,000 gallons shall be added for all water used: Zone Charge Zone 1 $ .297 Zone 2 .545 Zone 3 .681 Zone 4 .818 Zone 5 .884 Zone 6 .954 Zone 7 1.259 Zone 8 1.433 Zone 9 1.504 Zone 10 1.915 Zone 11 2.317 Until meters are installed, the Commercial Flat Rate shall be based on the foregoing allowance, and the Zone Charge shall be levied against the maximum number of gallons in said allowance. 2005-XX 2 Small Residential Unit Rate - Domestic water rates for single family homes, individual condominium units and townhouses units under 300 square feet with no provisions for washer/dryer, dishwasher or outside hose bib, no improved landscaping needing water other than that provided by nature, no leaking plumbing fixtures as determined by District staff. The Domestic Flat Rate Base for all zones shall be the fixed amount of $31.08. The appropriate zonal pumping costs shall be added to the base monthly rate yielding the appropriate flat zonal rates as follows: Zone Rate Zone 1 $33.60 Zone 2 35.82 Zone 3 36.85 Zone 4 37.97 Zone 5 38.62 Zone 6 39.04 Zone 7 41.60 Zone 8 42.18 Zone 9 43.86 Zone 10 47.36 Zone 11 52.81 Section 2. if no protest is made pursuant to Public Utilities Code Section 16078, then this ordinance shall be effective thirty days after adoption by the board of directors of the District. Section 3. The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper of general circulation and posted in three places within the District. Section 4. The provisions of other Ordinances shall remain if effect to the extent that they do not conflict with this ordinance.
