Subject: South River Street Parcels: 19-130-26, 19-139-27, 19-130-28 and
19-130-29
Summary:
The board declared the four parcels at the end of South River St surplus in June
of 2003. At the end of the sixty day notification process, none of the four public
agencies expressed any interest in the properties. In October of 2003, the board
authorized staff to offer the four parcels for sale to the general public. It wasn't
until June of 2004 that the parcels were placed on the market.
History:
The property was placed for sale to the general public in June of 2004 after the
four agencies voiced that they weren't interested in the property. There were
three original bidders for the properites, slowly two of the three bidders dropped
out of the process and removed their offers.
New Information:
The District has been in active negotiations with CLS Investments of Modesto,
California. We have almost reached resolution on easements for Nick Sassarini,
Mitch Clarin and the District. Once all the negotiations are complete the District
would like to enter into escrow over the four parcels on South River St.
Recommendation:
I recommend that the board allow staff to enter into escrow with CLS Investments of
Modesto, California once all the easement issuse have been resolved.

SUBJECT: November/December Billings for Truckee Senior Apartments
On November 16, 2004, our new meter reading equipment(data collector)was installed. On this date, we downloaded
routo401 into the new data collector for readings, This route includes parts nf Tahoe Donner, all of Donner Lake, the
area around the airport, Martis Valley Estates, Riverview Homes, Truckee Pines Apartments and Truckee Senior
Apartments.
Reading un the data collector was begun nn November l7, By the end nf the day, all nf the OMR(radio read)meters in
Tahoe Donner and Donner Lake had been read. The remaining accounts were read on November 18. This resulted in
only 23 days between the October 26 reading and the November 18 reading for the senior apartment customers. The
normal read schedule for this route in November was for the 16th—23rd. Had we maintained that schedule, the
November bill for the seniors would have been for 28days.
It was necessary to read these accounts while the installer/trainer was here from November 16— 18 to assure that the
data collector was working properly and to assure that the program that retrieves and posts those readings to customer
accounts was functioning properly. Many times, hardware changes will require software changes as well and this needed
inbe done while the installer/trainer was here.
In December, the read schedule for this route was from the 16'h through the 27 th. This schedule was extended because of
the two day Christmas holiday. The senior apartments were read on the 27m, resulting inaJ9 day bill.
On December 29, 2004, 1 received a call from Sal Marsala, a resident at the Truckee Senior Apartments. &1,. Marsala
often calls toward the end of the month to get his bill amount so that he can pay it before he receives the bill in the mail.
When /told Mr, Marsala the amount owing, he told mothat there must bn some mistake because he had been gone for
several days over the Christmas holiday. Ho has complained many times about the fact that the senior apartments have
an electric wall furnace that does not heat well and he did so again and asked if his portable radiator-type heaters would
use more power than the wall furnace. I told him that I could not answer that question, but that | would refer him noScott
Terrell. Scott asked me for the number of days in the billing period and I immediately saw that November had only 23
days while December had 39days. | explained this tn Mr. Marsala and even told him that the average daily use was
within 2kvvh from his November tn December bills. Ho said that his bill should not boso high because ho had been gone,
but that ho would come in and pay it.
That afternoon, Mr. Marsala came in and he seemed quite angry from the start. His body was shaking and Karen Battler
and | thought that he was going 10 have a stroke he was onupset. Ho said that he was going\ogoto Sacramento and
talk to the PUB about how badly w/o were treating the seniors. | apologized over and over again for the large number of
days difference between his November and December bills. I told him that we have always tried to keep to our regular
reading schedule sothat these types of things don't take place. | explained again why his November bill had oo few days
and I showed him how his average daily usage was only 2 kwh different from November to December(31 vs 33). He
continued to say that he was going to the PLIC and they would set us straight about how to treat the seniors. | told him
that the PLID is not governed by the PLIC; that our Board of Directors was responsible for establishing our rates and
procedures. H*said, "You mean like Joe Aguera?" | answered yes and ho said that hm was going tugo visit Joe. Then
he said that he was going to get some of the seniors together and come to our next meeting to complain. Ho asked me
when the meetings were held and I told him the next one would be on January 5, 2005. He said that he would be there,
paid his bill and left the building.

Subject: Customer Complaint

It came to my attention earlier this week that we had received a customer complaint from
one of the residents at the Truckee Senior Apartments relating to his bill. The problem
stemmed from the fact that the customer's November bill was for a short billing period
(23 days) and his December bill was for a considerably longer billing period (39 days). it
is highly unusual for this to happen, but it did. The problem occurred due to a
combination of our meter reading equipment upgrade and the impact that the
Thanksgiving and Christmas holidays had on the reading schedule.
Since there is the possibility that some of the residents from the Truckee Senior
Apartments may be attending tonight's meeting, Peter thought that it would be beneficial
to foreworn the Board by explaining the circumstances and the complaint. I asked Rosana
Matlock, the billing supervisor to provide me with the details. I have attached her
explanation. Unfortunately, Bev Johnson the meter reader coordinator is not available to
shed further light on the circumstances.
In summary, the billings are accurate. To add to the problem, it was very cold during this
time period. We can certainly give them more time to pay the second billing if it creates
a hardship for them.
Additionally, we can add them to the equal payment plan to smooth out their payments
each month. We currently have 8 Truckee Senior Apartment residents on the equal
payment plan and it seems to be working for them. Anyone going on the program needs
to know that even though they would be paying an even amount each month, they are
responsible for all kilowatt hours used.
