HomeMy WebLinkAbout5 Ordinances Budget 2006 Agenda Item # 5' Memorandum To: Board of Directors From: Peter Holzmeister Date: January 27, 2006 Subject: Adoption of ordinances related to the budget for 2006 Why this matter is before the Board: This matter involves three separate agenda items that are related to one another. It involves adoption of water and electric rate ordinances and adoption of a budget for 2006. These are all matters that only the Board can determine. History: A draft budget has been presented to the Board of Directions. The draft budget recommended that water and electric rates increase 7% each, 5% for operations and 2% for cash reserves. A series of lively budget workshops were conducted. As a result of the workshops staff presented to the Board a series of possible budget cuts that result in reduction of the proposed rate increases (a copy of that analysis is attached). A public hearing was conducted on January 4, 2006. New information: Since Agenda Items 5 and 6 relate to the budget for 2006 (Agenda Item #7), they can be considered a package that can be dealt with together, although they appear as separate agenda items. Based on the discussions that occurred at various workshops and the public hearing, we have prepared three ordinance options for electric and water rate increases. One option adopts the 7% electric and water rate increases that I recommended. A second option adopts a 6 electric and water rate increase and the third option recommends a 5% electric and water rate increase. Those draft ordinances are attached. The Domestic Flat Rate Base for all zones shall be the fixed amount of $31.06. Holzmeister, Clerk of the Board Ordinance 2006-XX 3 Al 1 � 3 im o i . a- , Ordinance No. 2006 - XX AMENDING THE WATER MONTHLY RETAIL RATES WHEREAS District staff has prepared a budget for District operation for 2006; and WHEREAS, on January 4, 2006 a public hearing was held to receive comments from the public concerning the 2006 budget; and WHEREAS THE Board has adopted the budget for 2006; and WHEREAS the budget for 2006 recommends that water retail rates be increased to cover increases in costs of providing District services; and WHEREAS on January 4,2006 a public hearing was held to receive public comments on proposed rate increases; NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District as follows: Section 1. Effective 30 days from the date this ordinance is adopted the following monthly water rates shall be effective. Residential Water Rates - The Domestic Water Rates for single family homes, individual condominium units and townhouse units shall relate to the pressure zone in which said service is located.The Domestic Flat Rate Base for all zones shall be the fixed monthly rate of$46.25. The Domestic Flat Rate Base for all zones shall be the fixed amount of $32.92. The appropriate zonal pumping costs shall be added to the base monthly rate yielding the appropriate flat zonal rates as follows: Zone Rate Zone 1 $35.59 Zone 2 37.95 Zone 3 39.04 Zone 4 40.23 Zone 5 40.92 Zone 6 41.36 Zone 7 44.07 Zone 8 44.69 Zone 9 46.47 Zone 10 50.18 Zone 11 55.96 Section 2. If no protest is made pursuant to Public Utilities Code Section 16078, then this ordinance shall be effective thirty days after adoption by the board of directors of the District. Section 3. The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper of general circulation and posted in three places within the District. Section 4. The provisions of other Ordinances shall remain in effect to the extent that they do not conflict with this ordinance.
