Memorandum
To: Board of Directors
From: Ed Taylor, Water Utility Manager
Date: 7/30/2004
Subject: Bid Award for Pumps and Motors for Airport Booster Stations.
BACKGROUND:
Four new developments are under construction in the area of the airport. These four new
developments have a required fire flow that is greater than the existing water system can deliver.
Staff has evaluated this area for fire flow delivery including current conditions and future conditions in
accordance with the Water System Master Plan. This evaluation has determined that an upgrade of
the Airport Booster Pumps along with an emergency power supply are needed to meet the fire flow
needs of these developments. These upgrades are in accordance with the long range plans as
determined in the Water System Master Plan.
The cost of this upgrade was determined to be $200,000. The four developers have executed off site
development agreements in which they have paid the District the total amount necessary to complete
the system upgrade.
NEW INFORMATION:
Staffs advertised, accepted and opened bids for new booster pumps and motors with a bid opening
date of July 29, 2004. One bid was received. Attached is a summary showing the bid details.
The low bidder is Flowserve Corporation of Chico, California. We have reviewed the bid and
determined that the bid is responsive to the contract requirements. Flowserve Corporation has
supplied well and vertical booster pumps to the Districts in the past. The pumps supplies in the past
are of excellent quality and have a good operational and maintenance history.
RECOMMENDATION:
I recommend that the Board award the contract for booster pumps and motors in the amount of
$90,056.00 plus tax to Flowserve Corporation of Chico, California.
