HomeMy WebLinkAbout8 Change order Donner Lake Pipeline Agenda Item # Public Utility District Memorandum To: Board of Directors From: Neil Kaufman Date: July 15, 2004 Subject: Change Order No. 1 for the Donner take Pipelines-2004 Project 1. Why this matter is before the board: Approval from the Board of Directors is necessary to issue a Change Order to a construction contract. 2. History: The Board previously awarded the Donner Lake Pipelines-2004 project to Jurin Construction. 3. New information: Construction of the project began at the end of May. I am requesting a Change Order to the Contract for issues covered under three general items that will cover all of the outstanding issues encountered as of June 2, 2004. Item 1: Jurin is constructing a new 12-inch pipe in Donner Pass Road that will connect to an existing 18-inch steel pipe that was installed by Dart Industries in the early 1970s. This pipe was originally intended as the discharge pipe for a lake intake and water treatment plant to be located at the current site of the Tahoe Donner Association's beach at the east end of Donner Lake. The 18-inch pipe was constructed along the south of Donner Pass Road and crosses Interstate 80 just west of Coldstream Road. The current plan for the 18-inch pipe is to serve as the transmission line to carry water from Gateway area to Donner Lake. Sometime in the 1970s, after completion of the lake intake, treatment plant and pipeline, Dart was unable to place the facilities into service due to unresolved legal issues. At that time, the lake intake was filled with concrete and the equipment was removed from the water treatment plant. There was also a general rumor that 10 feet of pipe had been removed from the 18-inch pipeline, but there were not any maps to indicate where the missing 10 feet was. In the Fall of 2003, District crews attempted to fill and pressure test the 18-inch pipe in anticipation of the 2004 pipeline construction. While filling the line, the "missing 10 feet' was located. It was found that 48 feet of pipe had been removed. The District then ordered some new 18-inch pipe and couplings to install in the 48-foot gap. By Page 1 the time that the couplings arrived from the factory, it was too late in the season to perform the pipe installation and it was postponed until 2004. After award of the Donner Lake Pipelines-2004 project to Jurin, I requested a price proposal to install the 48 feet of pipe. The Jurin provided a price of $70 per foot. This price was acceptable and Jurin was directed to proceed. The pipe has been installed and Jurin is owed $3,360 for this work Item 2: The Donner Lake Pipelines-2004 Contract Documents calls for installation of a temporary 4-inch water pipe that would enable to the District to continue service to Cedar Point Drive while the new 12-inch pipeline was installed across the Greenpoint Springs property. This 4-inch pipe was sized based upon the planned Richards Boulevard Pump Station being in service. However, construction of the Richards Boulevard Pump Station has not yet begun. Therefore, it was necessary to upsize the pipe from 4-inch to 6-inch in diameter and change the points of connection. Jurin is owed $716.80 associated with this upsizing. The changes in connection points required a schedule water outage in order to - connect the temporary water pipe and remove an existing 6-inch pipe from service. The number of customers that would be impacted by this outage was about 400-500. It was decided to perform this work overnight in order to minimize the impact upon the customers. The outage took place beginning at 10:00 PM on June 29 and was completed by 6:30 AM on June 30. Two District crew members were on-site during the outage and others were available on call if necessary. Jurin is owed $3,959.85 for labor and $400 for rental of a light trailer for performance of this work. Item 3: A total of 32.5 hours of rock excavation have been performed as of July 2, 2004. Jurin's rate is $450 per hour. Therefore, Jurin is owed $14,625 for rock excavation through July 2. 4. Recommendation: I recommend that the Board authorize Contract Change Order No. 1, in the amount of a $23,061.65 payment to Jurin Construction from the District. The Contractor shall construct, furnish equipment and materials, and perform all work as necessary or required to complete the Change Order Items for a lump sum price agreed upon between the Contractor and District. The undersigned Contractor approves the foregoing Change Order as to the changes, if any, in the contract price specified for each item including any and all supervision costs and other miscellaneous costs relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on account of said Change Order. The Contractor agrees to furnish all labor and materials and perform all other necessary work, inclusive of the directly or indirectly related to the approved time extension, required to complete the Change order items. This document will become a supplement of the contract and all provisions will apply hereto. It is understood that the Change Order shall be effective when approved by the District.
