WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for equipment purchases over $15,000. 2. HISTORY With the growth that the District has seen over the past few years, the Electric Department finds itself installing an ever increasing amount of underground primary and secondary cables. The Electric Department is continually looking at ways to enable ourselves to work safer, yet more efficient. One area we felt that we could make improvements was in underground cable installation. Last Spring our heavy crew foreman (Ralph) and I went to Roseville Electric to observe their methods for pulling cable. As a result of this visit we decided to rent a puller last summer on a trial basis, in addition various vendors brought their underground pullers to demonstrate their pulling ability. The rented puller, although very worn, served us very well and enabled us to install primary cable in about one third the time previously required for a similar installation. As a result last year we installed a record amount of primary and secondary cable, with 167,470 feet of primary cable installed. Staff included and the Board approved in the 2004 Electric Department Budget, funding ($69,850) for an Underground Cable Puller within Electric Operations Capitol Equipment. This purchase will be funded by an equipment loan which is to be re-paid out of rates. x s 3. NEW INFORMATION Specifications were prepared and a request for bids was advertised for a Hydraulic Underground Cable Puller. Bids were received and a bid opening was held on July 1, 2004. One Bid was received. The results of the Bid Opening are as follows. Bidder Location Amount Sherman & Reill Inc. Chattanoo a, Tennessee $64,900.00 This bid meets all of the specifications for the Hydraulic Underground Cable Puller. Additionally as pointed out by the bidder, a model ATCC-111 air adapter kit is also required to blow the steel pulling line through PVC conduit. This kit consists of 2" thru 6" schedule 40/80 remote heads, birds, hoses, gauges, valve and an aluminum storage box. The price for the additional Air Adapter Kit is $6,950.00, Since the bidder is out of State the District is not required to pay California Tax (7.875%) to them. The District will be required to pay the Tax at time of registration at the California Department of Motor Vehicles for a total Tax of$5110.88. 4. RECOMMENDATION Staff recommends that the Board award the purchase of a Hydraulic Underground Cable Puller to Sherman & Reilly Inc. of Chattanooga, Tennessee in the amount of $64,900.00, and also purchase the Air Adapter Kit $6,950.00 for a total of$71, 850.00. As well authorize the finance of the Tax, $5110.88, for a grand total of$76,960.09. E 3
