Subject: Election of Nevada County LAFCo representative
1. WHY THIS MATTER IS BEFORE THE BOARD:
Under LAFCo rules of procedure this is a matter that requires board action
2. HISTORY:
As the attached memo from SR Jones indicates, the term of office of Ron Nulph as a
member of the LAFCo expired on May 3, 2004. That vacant position needs to be filled.
SR tried to conduct a meeting of the special districts to elect a person to fill the vacancy,
but they failed to achieve a quorum. The next step is to conduct an election by ballot
sent to each special district.
3. NEW INFORMATION:
Ron Nulph, whose term has expired, wishes to be re-elected to another term. He is
being supported by TSD. John Drew of the Nevada Irrigation District is also interested in
being elected to that position.
4. RECOMMENDATION:
I do not have a recommendation at this time. I will try to learn more about both
candidates before our July 7th meeting.

Ted Owens Cities The term of office for LAFCo Special District member Ron Nulph expired May 3,
Ron Sweet 2004. A meeting of the Special District Selection Committee scheduled to select a
Districts member for the next four-year term(2004-2008) was cancelled because only ten
—vacant— districts were represented. (Thirteen are required to constitute a quorum.) Steps
County were then taken to conduct the election by mail. Mr. Nulph has continued to serve
during the interim as provided by LAFCo law.

Districts Alternate Following are the steps of the nomination and election process:
Karen Grimes l. A notice requesting nominations is sent to each independent Special District of
Public Alternate Nevada County. This was done April 28, 2004.

Cities Akernale 2. Nominations are made by District resolution.
Robin Sutherland 3. The following persons were nominated for the position:

SR Jones 4. Nominating Districts may also forward brief resumes for their nominees, one
Executive Officer paragraph or so in length, noting their qualifications for this position. Copies
P.Scott Browne of the resumes received this year are included in this ballot packet.

5. The ballot packets are sent by certified mail to each independent Special

accepted by LAFCo. Only the Chair of the Board of Directors or an appointed

Assstam Clerk substitute may complete and sign the ballot. Lack of this person's original
signature on the ballot will invalidate that District's vote.
6. The ballot must be returned to LAFCo no later than the date stated on the
ballot—August 2, 2004. Ballots received after 5:00 p.m. on that date will be
invalid and will not be counted.
7. The votes will be tallied by LAFCo staff, in the presence of a witness not affiliated with
LAFCo or any nominee, within seven(7) days. (Anyone wishing to witness the tally should
call the LAFCo office to be informed of the date of the tally.) Results of the election will be
sent to each Special District and to each nominee.

RESUME
I have 38 years of experience in water, wastewater treatment, storm water
issues, water quality monitoring, analysis and assessment, and major
infrastructure development issues. I am knowledgeable in virtually all aspects of
working with local, city, county, state and federal agencies including special
districts. I am a Nevada County farmer and an agricultural advocate. 1 am
currently the Vice President on the Board of Directors for the Nevada Irrigation
District, and I am currently the Special Districts LAFCo Commissioner Alternate.
RON NULPH
NEVADA COUNTY CONSOLIDATED FIRE DISTRICT
RESUME
in December 2003, I was elected to fill the balance of Bob Nix's alternate
position. In May 2001 , 1 was elected to that alternate position for a full
term. In July 2001, 1 was elected to fill the balance of Hank Weston's term
as voting commissioner. This time I'm seeking my own four-year term.
During my three and one-half years on LAFCo, I have kept busy not only
with regular Commission business but also by serving on several
committees. Those include
- the Glenbrook Annexation Strategy Committee in 2001,
- the LAFCo Policy Committee in 2001-2002,
- the LAFCo Budget Committee in 2002, and as Chairman of that
committee in 2003 and 2004, and
- the Municipal Services Review Committee in 2002, 2003 and 2004.
1 am currently Vice Chairman of the Commission.
