HomeMy WebLinkAbout4 Ordinances 2006 Budget _ __ __ __ Agenda Item # 41516 & 7 Memorandum To: Board of Directors From: Peter Holzmeister Date: January 13, 2006 Subject: Adoption of ordinances related to the budget for 2006 Why this matter is before the Board: This matter involves five separate agenda items that are related to one another. It involves adoption of water and electric rate ordinances, water and electric connection charge ordinances, and adoption of a budget for 2006. These are all matters that only the Board can determine. History: A draft budget has been presented to the Board of Directions. The draft budget recommended that water and electric rates increase 7% each, 5% for operations and 2% for cash reserves. The budget also recommended that electric and water connection charges increase by 5% each. A series of lively budget workshops were conducted. As a result of the workshops staff presented to the Board a series of possible budget cuts that result in reduction of the proposed rate increases (a copy of that analysis is attached). A public hearing was conducted at the last Board meeting. New information: Since the four agenda items (items 4, 5, 6 and 7) all relate to the budget for 2006, they can be considered package that can be dealt with together, although they appear as separate agenda items. Based on the discussions that occurred at various workshops and the public hearing, we have prepared three ordinance options for electric and water rate increases. One option adopts the 7% electric and water rate increases that I recommended. A second option adopts a 6% electric and water rate increase and the third option recommends a 5% electric and water rate increase. Those draft ordinances are attached. Also attached are two other draft ordinances, one raises the electric connection charge by 5%and the other raises the water connection charge by 5%. Recommendation: I recommend that for: Agenda Item 4 - the Board adopt an electric rate ordinance from among the options Agenda Item 5 - the Board adopt a water rate ordinance from among the options Agenda Item 6 -the Board adopt the recommended electric connection charge ordinance Agenda Item 7- the Board adopt the recommended water connection charge ordinance Agenda Item 4 - Board adopt an electric rate ordinance from among the options Ordinance No. 2006 - XX AMENDING THE ELECTRIC RETAIL RATES WHEREAS District staff has prepared a budget for District operation for 2006; and WHEREAS, on January 4, 2006 a public hearing was held to receive comments from the public concerning the 2006 budget; and WHEREAS the Board has adopted the budget for 2006; and WHEREAS the budget for 2006 recommends that electric retail rates be increased to cover increases in the costs of providing District services; and WHEREAS on January 4,2006 a public hearing was held to receive public comments on proposed rate increases; NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District as follows: Section 1. Effective 30 days from the date this ordinance is adopted the following monthly electric rates shall be effective. Ordinance 2006-XX 2 Small Residential Unit Rate - Domestic water rates for single family homes, individual condominium units and townhouses units under 300 square feet with no provisions for washer/dryer, dishwasher or outside hose bib, no improved landscaping needing water other than that provided by nature, no leaking plumbing fixtures as determined by District staff. The Domestic Flat Rate Base for all zones shall be the fixed amount of $31.06. The appropriate zonal pumping costs shall be added to the base monthly rate yielding the appropriate flat zonal rates as follows: Zone Rate Zone 1 $35.93 Zone 2 38.31 Zone 3 39.41 Zone 4 40.61 Zone 5 41.30 Zone 6 41.75 Zone 7 44.49 Zone 8 45.11 Zone 9 46.91 Zone 10 50.65 Zone 11 56.49 Section 2. Hoizmeister, Clerk of the Board Ordinance 2006-XX 2 Agenda Item 7 - Board adopt the recommended water connection charge ordinance y Ordinance No. 2006 - XX Establishing Water Connection Fees WHEREAS the District's current Connection Fee schedule was established on April 6, 2005; and WHEREAS,the District has been experiencing increased costs for labor,fuel, materials and other items since that time; and WHEREAS on January 4, 2006 a public hearing was held to receive public comments on the proposed Connection Fee increase; NOW, THEREFORE, BE IT ORDAINED that the Board of Directors of the Truckee Donner Public Utility District does hereby enact the following: 1. Connection fees are charged to reimburse the District for the actual administrative, material and labor costs of connecting to the water system (excluding the service lateral). 2. Fee review - On or about March of each following year, the District's staff shall review the estimated cost of the described capital improvements, the continued need for those improvements and the reasonable relationship between such need and the impacts of the various types of development pending or anticipated and for which these fees are charged. The staff shall report its findings to the Board of Directors at a noticed public hearing and recommend any adjustment to this fee or other action as may be needed. 4. if no protest is made pursuant to Public Utilities Code Section 16078,then this ordinance shall be effective sixty(60) days after the date it was adopted by the Board of Directors.
