Memorandum
To: Board of Directors
From: Peter Holzmeister
Date: January 12, 2006
Subject: Public hearing and consideration of an ordinance increasing the
salary of the General Manager
Why this matter is before the Board: This matter concerns setting the salary for the
General Manager. State law requires that the salary of General Manager be done by
ordinance after a public hearing.
History: The salary for General Manager was last adjusted by Ordinance 2004-04
effective January 1, 2004, a copy of which is attached. I conducted a survey of
comparable salaries, and that also is attached. It shows that the average salary for
General Manager is $150,069 for 2005. My current salary is $127,308.
1 prepared a recommended salary scale for the General Manager position covering a
three-year period with it goal of moving the salary for General Manager into range with
comparable agencies, a copy of that is attached. CATT recommended that the Board
adopt the first year of my recommendation and conduct a more thorough compensation
survey during 2006 to be a guide for making compensation decisions in 2007 and
beyond.
New information: A public hearing to consider an ordinance increasing the salary of
General Manager has been advertised in the Sierra Sun. At the conclusion of the public
hearing the Board can adopt an ordinance setting a salary for General Manager.
Attached is a draft ordinance with the salary amount blank.
