Subject: Consideration of Awarding a Contract for the Water Efficient Toilet
Exchange Program
1. WHY THIS MATTER IS BEFORE THE BOARD
The item before the Board is a proposed contract award for the Water Efficient Toilet
Exchange Program that is greater than $15,000 and requires Board approval.
2, HISTORY
The District launched the Water Efficient Toilet Rebate Program in 2010 and the Water
Efficient Toilet Exchange Program in 2011. These programs are the cornerstones of
the Districts water conservation efforts. The rebate program provides a $25 to $125
rebate per toilet (up to three toilets per household) for the replacement of older,
inefficient toilets with 1.28 or 1.6 gallon per flush (gpf) or less toilets. The exchange
program allows customers to exchange inefficient toilets for 1.6 gpf toilets at a local
exchange vendor's storefront during regular business hours. Since inception, over
2200 water efficient toilets have replaced inefficient models in the District territory.
3. NEW INFORMATION
In 2013, the District observed that more than 50% of the toilets receiving a rebate were
1.28 gpf. California code now requires 1.28 gpf or lower toilets in all new residential
construction. District staff and one customer evaluated several models of 1.28 gpf
toilets and found them satisfactory. In response the District has revised the gpf
specification for the Water Efficient Toilet Exchange Program.
The District issued an Request for Proposal (RFP) for the Water Efficient Toilet
Exchange Program on May 5th and proposals were due on May 27th. The RFP was
advertised in the Sierra Sun and e-mailed to known interested vendors.
The RFP requested a per toilet cost to provide a minimum of two toilets for free
exchange (1.28 gpf or less units, white, round and elongated bowls) from their store-
front. The per toilet cost also needed to include proper disposal of the old toilets along
with verifying customer eligibility and reporting program results to the District. The
scope of work included exchanging up to 750 toilets (500 annually) over a period
starting July 1, 2014 and ending December 31, 2015. Included in the scope of work
was the ability to 'up sell' customers who visit the vendors store -front to higher -cost
1.28 gpf or less toilets with the District providing $100, including tax, towards the
exchange of each toilet.
One proposal was received from Western Nevada Supply and reviewed by Committee
in accordance with District requirements. The Western Nevada Supply proposal meets
the requirements of the RFP.
4. FISCAL IMPACT
The contract for the Water Efficient Toilet Exchange Program is for $953363 with a
10% change order authorization for a total contract amount not to exceed $104,900
and an option to extend for one-year based on mutual agreement. Sufficient funds
exist within the FY14 and FYI Conservation Department budget for this program.
5. RECOMMENDATION
Award a contract to Western Nevada Supply for the Water Efficient Toilet Exchange
Program for the exchange of up to 750 toilets for $95,363 with a 10% change order
authorization for a total contract amount not to exceed $104,900 and an option to
extend for one year based on mutual agreement.

Subject: Discussion Regarding Donner View Hydro Pneumatic Pump Station

1. WHY THIS MATTER IS BEFORE THE BOARD
The Water Department proposes to replace the existing Donner View Hydro
Pneumatic Pump Station system. The new building and pumping system will be
located at the same site. The work would be scheduled during summer of 2013 and be
completed by spring of 2014.
2. HISTORY
The Water Department periodicity replaces pumping stations as they come to the end
of their useful life. Stockholm Booster Station replacement was completed in
September 2010. Funds are now available to move forward with another station.
Donner View Hydro Pneumatic Station was built in 1972. The building and pumping
system are at the end of their useful life and need to be replaced. Since the late
1970's, other public agencies have also used the building for radio and phone
equipment which impacts the ability to make improvements.
3. NEW INFORMATION
The proposed new pump station will consist of a block building with two rooms; one
room for the new pumping equipment and the other room for the radio equipment. The
new pumping system will utilize variable frequency drive units (VFD) with high
efficiency pumps and motors replacing system single speed pumps and hydro
pneumatic. The new pumping system will be upsized from 500 gpm to 1500 gpm to
meet the current fire flow demands in the area. The electrical service will be upgraded
from overhead to underground and sized to accommodate the larger pump capacity.
Staff is working on pump system specifications, as well as building, piping, and
electrical system design. Once completed, the bid process will start. The project will
largely be completed with District labor. The foundation, concrete, block work, and
roofing system will be outsourced. Design work is schedule for March, required bidding
in April and dirt work will begin in May or June. Final completion of the project is spring
of 2014.
4. FISCAL IMPACT
The Water Department has allocated $325,000 for this project. The Donner view
Hydro Station Rebuild was not included in FY12 or FY13 Budgets. The planned
funding source is the Water Department Capital Replacement Fund and the
Conservation Budget's wire to water fund.
5. RECOMMENDATION
Receive this report and provide comment.
