VO4 ti # Memorandum To: Board of Directors From: Peter Holzmeister Date: January 13, 2006 Subject: Appointing a negotiator to represent the District in the sale of District owned land Why this matter is before the Board: This matter involves the appointment of the District's negotiator for the sale of District owned land. Only the Board can appoint the negotiator. History: The Board has declared three parcels of District owned land as surplus. The three parcels are identified as follows: • APN 17-170-12 and APN 17-170-45, located at 15670 Donner Pass Road. These two adjacent parcels were the site of the Donner Lake Water Company office building. We no longer need this parcel. The proceeds from the sale of the parcel will go toward the cost of reconstructing the water system. A parcel map is attached as Exhibit 1 • APN 18-500-05 located at 12324 Richards Boulevard. This is a residential building lot. We do not need the lot and it has been declared surplus. Proceeds from the sale of this lot would be restricted in the Surplus Land Sales Trust Fund and be available to assist the Water Department finance capital improvements. A parcel map is attached at Exhibit 2 • APN 40-120-28 located at 10449 Somerset Drive in Gienshire. This parcel was the site of a well used by the Gienshire Mutual Water Company. That well has been abandoned. We no longer need the parcel. It is a strangely shaped parcel, resembling a flag pole. It is not a buildable lot and is probably of interest only to an adjacent property owner. Proceeds fro the sale of this parcel would be used to help defray the cost of connecting the Glenshire water system to the District system. A parcel map is attached as Exhibit 3. New information: The District has notified the required public agencies of the availability of these parcels. No response was received. We can now offer these parcels to the general public. In order to proceed with sale of these parcels the Board should appoint a negotiator to represent the District. That is the purpose of the matter appearing on the agenda. Recommendation: I recommend that the Board appoint the District General Manager as negotiator for the sale of District owned land.
