HomeMy WebLinkAbout6 Surplus Land Agenda Item # Workshop To: Board of Directors From: Peter Holzmeister Date: July 28, 2006 Subject: Surplus land Why this matter is before the Board: Several parcels of land have been declared surplus but have not been sold. They are in various stages leading up to possible sale. We have discussed most of them at one time or another, but as time goes by it becomes unclear as to their status. The purpose of this agenda item is to review the status of various parcels and discuss the Board's wishes. History: Attached is a list of parcels that have been under discussion for a considerable time, although not recently in some cases. The list, prepared by Kathy Neus, describes the status of each parcel. We have been selling some parcels of land to fund a Land Sale Trust Fund that in turn is used to advance cash for capital projects. It was recently suggested that we sell more land to help develop cash reserves that improve our financial position. It was also suggested that the restriction on the Land Sale Trust Fund be expanded to include use as an operating reserve. The cash proceeds resulting from the sale of two of the parcels of land have been designated for specific purposes. Cash generated from sale of the Glenshire parcel has been designated to help defray the cost of constructing pipeline facilities that connect Glenshire to the main District water system. Cash generated from the sale of the Euer Valley Road parcel has been informally designated to construct the new corporation yard. Cash generated from sale of the other parcels on the list would be deposited in the Land Sale Trust Fund. New information: I do not have new information at this time. I simply want to have direction form the Board on how to proceed with these surplus parcels. Recommendation: This is a workshop item. No formal action is required. STATUS OF SURPLUS PROPERTY (July 27, 2006) 1. Location: 13050 Hansel Ave APN # 45-750-13 Size: Approximately .28 acre Declared Surplus: Yes - June 2001; Resolution No. 2001-20 Offered to Public Agencies: Yes Appraisal: Yes - December 2001 Status: Lot not located within Tahoe Donner Homeowners Association, haven't worked on the property actively for awhile. There is an interested parry. 2. Location: 14629 Glenshire Dr/ 14630 Glenshire Dr APN # 49-011-29, 49-011-31 Size: 3.45, 4.17 Acres Declared Surplus: Yes — April 2003; Resolution No. 2003-16 Offered to Public Agencies: Yes Appraisal: In progress Status: The properties are truly one parcel split in two by Glenshire Dr. There have been quite a few inquires into this property. Once the appraisal is complete the property will be offered for sale; the Board will decide how to handle the sale. 3. Location: Hilltop APN # 19-300-16, 19-300-17 Size: 1.72, 6.74 Acres Declared Surplus: Yes — December 2004; Resolution No. 2004-48 Offered to Public Agencies: Yes Appraisal: Yes — November 2005 Status: There has been a discussion with the Truckee Donner Land Trust but it is low on their priority list at this time. 4. Location: 11330 Rocky Lane APN # 18-590-10 Size: 2.49 Acres Declared Surplus: Yes — June 2001; Resolution No. 2001-20 Offered to Public Agencies: No Appraisal: No Status: There has been inquires into the four adjoining parcels to purchase the property directly behind their parcels. Letters would need to be sent to the four public agencies and depending on the outcome the property would be listed for sale. t Surplus property, #6 5. Location: 10750 Bermgarten Rd (McGlashan Springs) APN # 18-010-10 Size: 161.76 Acres Declared Surplus: Yes — June 2001; Resolution No. 2001-20 Offered to Public Agencies: No Appraisal: No Status: We now have a clear title; the letters need to be sent to the four public agencies and the outcome of the letters will help decide which direction to head next. 6. Location: Sha Neva Rd (2), Euer Valley Rd (1) APN # 19-420-38, 19-420-37, 19-400-13 Size: 25.22, 25.50, 77.97 Acres Declared Surplus: No Offered to Public Agencies: No Appraisal: No Status: The District with the help of Andregg has a proposed lot merger before the Town of Truckee at this time. We are currently waiting on the decision of the Town before we proceed with declaring a parcel surplus. 7.
