WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of$15,000. 2. HISTORY Almost twenty years ago, the District purchased an electric meter test system call. The existing unit tests all single and three phase electric meters that measure electric consumption used for billing. In June, the computer operating the test system software failed. Software used with this test system was provided by a company that no longer exists. Due to this, it is impossible to reinstall the meter programming and testing software on any other computer. Our existing meter test bench is now obsolete. 3. NEW INFORMATION There currently are only 2 test system manufacturers in existence, WECO and Megger. We have evaluated both the WECO and Megger electric meter test systems. The evaluation indicated that the Megger electric test system did not meet the District's needs. After evaluating the WECO electric test system, it was found that this system will meet the needs of the District. The Megger test system did not support all of the meters that currently exist within the District. The Megger test system did not handle "true three-phase" meter tests and also did not have automatic pulse detection. Evaluation of the WECO test system indicated that it did meet all of the District's electric meter test system needs. WECO has provided us a quote (Attachment 1) of$41,688 for the following: • Model 2350 Meter Test Board with RD-20-112 Watthr, VARhr, Amp Standards with built-in comparator • OPTOCOM Optics • SW100300 Turbo Test Option 4. FISCAL IMPACT Sufficient funds exist in the FY14 Budget for the purchase. There is also a 10% contingency allowance for any potential change orders. 5. RECOMMENDATION Approve the purchase of a replacement meter test bench from WECO for the amount of$41,688, plus a 10% contingency, not to exceed $45,857 Stephen Hollabaugh Michael D. WARRANTY STATEMENT Watthour Engineering Co., Inc.warrants its products herein specified for a period of two (2)years from the delivery for replacement of any part that fails during normal operation. Defective parts should be returned to Watthour Engineering Co., Inc. This warranty covers defects in material and workmanship. The computer carries a manufacturer's warranty.The bar code reader carries a ninety(90) day warranty. TRAINING A one (1) day training session is available for an additional charge usually scheduled at the time of installation. Training at our facility is available at no charge if the customers provide their own transportation and expenses, etc. SERVICING All required service on the Model 2350 or networking equipment will be handled from the Watthour Engineering Company office located in Pearl, Mississippi. The equipment specified is of modular construction and lends itself to ease of servicing and repair. Should a problem arise, it can be handled In most cases over the telephone without necessitating a service call. Watthour Engineering Co., Inc. maintains a stock of all components and should a part fail, would in most cases be able to provide a replacement part within 48 hours.
