WHY THIS MATTER IS BEFORE THE BOARD This item is informational. The Water Department has identified the need to construct the Spring Street Pipeline Rehabilitation project during the summer of 2014. 2. HISTORY The Water Department has an ongoing need to replace existing water pipelines that fall into two basic categories. 1) Pipes that are in poor condition and require repeated repairs. 2) Pipes that are old, undersized (typically 4-inch diameter and smaller) and have exceeded their useful life. 3. NEW INFORMATION The Town of Truckee will be conducting a streetscape in the Brickeltown area of Truckee. The area of the Town's project is from 10120 Jibboom Street to the traffic roundabout at the McIver Crossing. The project involves undergrounding of overhead utilities, construction of a pedestrian plaza and sidewalks, realignment of Donner Pass Road and creation of paved parking spaces. Attached for review are some exhibits prepared by the Town regarding the project. The overall project has been broken into three phases. • Phase 1 - Streetscape and sidewalk improvements along Jibboom Street, Spring Street and Donner Pass Road from 10120 Jibboom Street to 10178 Donner Pass Road. Scheduled for the summer of 2014. • Phase 2 - Utility undergrounding from 10178 Donner Pass Road to the roundabout. Scheduled for the summer of 2015. • Phase 3 - Donner Pass Road realignment along with sidewalk and streetscape improvements from 10178 Donner Pass Road to the roundabout. Scheduled for the summer of 2016. The project will have a few impacts upon the water distribution system. There have been a number of leaks on the pipeline in Spring Street between Jibboom Street and Keiser Avenue. The Water Department would like to address this problem before the final paving and parking improvements are constructed along Spring Street. This pipe is about 450 feet long and has three service laterals. Sliplining of the existing 10-inch main with a 6-inch main has been identified as the preferred option, since it will likely be the least expensive. The service laterals and meter boxes will be replaced by open cut construction. The Water Department is preparing bid documents for this work and expects to begin advertising for bids in April. The estimated cost of this work is $40,000 to $50,000. The water main along Donner Pass Road was replaced in 1985. According to the contract documents for that project, the service laterals were not replaced at that time. The field crews will perform some investigation during the summer of 2014 verify whether this is the case. If the laterals and meter boxes were replaced, the Water Department will work with the Town regarding adjustments to meter boxes to accommodate the sidewalk improvements. If they were not replaced, they will be scheduled for replacement in 2015. This work will be coordinated with the overhead to underground utility conversions. The current project schedule is: • Begin Advertising for Bids - April 2014 • Bid Opening - May 2014 • Bid Award - May 2014 • Construction - June 2014 • Project Completion - June 2014 It should be noted that the Town finalized its schedule regarding the project after the contract documents for the District Pipeline Replacement- 2014 had been prepared. Therefore, it was not possible to include this work in that project. This pipeline work is considered categorically exempt under CEQA. The Water Department does not anticipate the need for any surveying and environmental services related to the project. Geotechnical testing will be needed and is included in the cost proposal from Holdredge & Kull. 4. FISCAL IMPACT The estimated cost for the project is $50,000. The planned funding source for this project is the Water Department Capital Replacement Fund. 5. RECOMMENDATION Receive this report and provide comment. Michael D.
