WHY THIS MATTER IS BEFORE THE BOARD The item before the Board is a proposed contract for the Commercial Refrigeration Retrofit Program that is greater than $15,000 and requires Board approval. 2. HISTORY The District began the Commercial Refrigeration Retrofit 'Keep Your Cool' Program in 2009. The Commercial Refrigeration program targets refrigeration efficiency in supermarkets, convenience stores, and restaurants. This specialized service involved the direct-install of commercial refrigeration measures by a qualified contractor. The contractor also takes care of the administrative components of the program including marketing, scheduling, installation, and paperwork. The Commercial Refrigeration program was successful in 2009 and was renewed with the same contractor in 2010 and 2011. The contract was with Castrovilla, Inc. who was the original vendor for NCPA's Keep Your Cool Program. In 2012, the District issued a RFP for an expanded Commercial Refrigeration Retrofit Program and a contract was again awarded to Castrovilla, Inc. This later contract was renewed in 2013. The success of this program has been verified by our Evaluation, Measurement, and Verification (EM&V) results, the performance of the original contractor, and by the positive response from our commercial customers. 89 projects have been completed under this program with an average savings of 16,000 kWH annually per project. The 2013 program saw the first project at a large grocery retailer, Savemart, who received EC motors and LED case lighting. The project retrofitted approximately one- half of the eligible equipment at this location. 3. NEW INFORMATION The scope of work for the 2014 Commercial Refrigeration Retrofit Program includes the continuation of the measures offered in prior years (door gaskets, strip curtains, auto door closers, electronically commutated motors, evaporative fan controllers, anti sweat heater controllers, floating head pressure controllers, and LED case lighting). All measures were chosen due to their cost-effectiveness and applicability to our customer base. The program continues to be designed to optimize the installation of the measures based on customer need and maximum return on investment for the District. Castrovilla, Inc. has performed well since the inception of the Commercial Refrigeration Retrofit Program. Castrovilla, Inc. also has an existing relationship with Savemart who will be the largest participant in FY14. They do professional, high quality installation and work well with our customers. In the rare instances when there have been problems, Castrovilla has responded quickly and stood behind their work. Given the continued customer interest and expanded program offerings, staff expects demand for this program to continue in 2014 and recommends extension of the 2013 contract for one year to cover 2014. 4. FISCAL IMPACT The contract for the 2014 Commercial Refrigeration Retrofit Program is for an amount not to exceed $60,000 with a 10% change order authorization for a total amount not to exceed $66,000 in FY14. Sufficient funds exist within the FY14 Conservation Department Budget for this program. 5. RECOMMENDATION Extend the current contract to Castrovilla, Inc. for the Commercial Refrigeration Retrofit Program for a period of one year for an additional amount of $60,000 with a 10% change order authorization for an amount not to exceed $66,000 in FY14.
