HomeMy WebLinkAbout11 EM&V Contract Agenda Item # 11 Public Utility District CONSENT To: Board of Directors From: Trisha Ruby Date: July 16, 2014 Subject: Consideration of a Contract for EM&V (Evaluation, Measurement, & Verification) for the 2014 Conservation Programs 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is requied for expenditures in excess of$15,000. 2. HISTORY The District is required each year to report to the California Energy Commission (CEC) on the energy savings and economic impact achieved by its energy conservation programs. Starting in 2008, the District has retained an EM&V consultant to perform a 3rd party, objective evaluation of the current year programs and help optimize future programs. The final EM&V report is the basis for our CEC reporting and provides valuable feedback to Staff on the performance of our many programs. The EM&V process, and expertise of the consultant, also helps staff improve our data collection and program tracking processes and tools. Although there has been significant improvement in data collection and program tracking over the last couple of years, staff believes there is still room for improvement. In addition, the District is interested in continuing to optimize the value that the conservation programs bring to the Truckee community by looking at old and new opportunities to maximize return on investment. The expertise of the EM&V consultant can be a valuable asset in program optimization. 3. NEW INFORMATION The District issued a Request for Proposal (RFP) for EM&V Services on June 16, 2014 and proposals were due July 7, 2014. The RFP was advertised in the Sierra Sun and e-mailed to known interested vendors. The RFP requested proposals to perform an impact evaluation of the District's energy and water conservation programs, measurement and verification of program implementation, provide recommendations for program improvement, and document the evaluation findings. The budget for this work is $30,000. The District received two proposals from Verified, Inc. (Verified) and ADM Associates, Inc. (ADM). A selection committee was created consisting of two Conservation Department staff and one Administrative Services Department staff. The average score for Verified was 92 and for ADM was 96. All representatives from the selection committee ranked the ADM proposal as the most advantageous to the District. 4. FISCAL IMPACT The contract for the TDPUD 2014 Conservation Programs EM&V work is for $30,000 and an option to extend for one-year based on mutual agreement. Sufficient funds exist within the existing FY14 and projected FY15 Conservation Department budgets for this program. 5. RECOMMENDATION Award a contract to ADM Associates, Inc. for EM&V services for the 2014 Conservation Programs for $30,000 and an option to extend for one year based on mutual agreement. a Steven Poncelet Michael D.
