Subject: Consideration of the Award of a Contract for Donner Lake
Substation Engineering Services
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for contract awards over$15,000.
2. HISTORY
The District is rebuilding Donner Lake Substation to increase station capacity, add
another feeder, improve coordination with the adjacent transmission line, improve
protection of our equipment, and provide compliance with current code requirements.
A brief history of the project follows:
• November 2007: Initial engineering contract awarded to R.W. Beck
• Summer 2009: Donner Lake Transmission Line rebuilt by PAR Electrical, Inc.
• Summer 2009: Donner Lake Feeder 3 constructed by NV Energy and District
• April 2010: R.W. Beck contract terminated
• 2011: Preliminary civil engineering work performed by TriSage Engineering
• June 2012: Initial bid for civil improvements (canceled prior to opening due to
permitting issues)
• July 16, 2014 (tonight): Award Engineering Services Contract
• July 16, 2014 (tonight): Award Civil Construction Contract
3. NEW INFORMATION
An engineering services contract is required to perform the detailed electrical and
structural design, as well as assembling specifications for the major materials required
to rebuild the substation. The RFP for these services went out in late April 2014, and
proposals were due by June 10, 2014. Proposals were received from 5 firms: CG
Power Solutions USA; Commonwealth Associated, Inc.; Electrical Consultants, Inc.
(ECI); Stanley Consultants, Inc.; and TriSage Consulting.
A proposal review committee was formed which consisted of Steve Hollabaugh, Joe
Horvath, Neil Kaufman, and Sanna Schlosser. Each member scored the technical
proposals using the following specific criteria: technical approach, firm and staff
experience, project management, and QA/QC controls. This score accounted for up to
85 points out of a total possible score of 100 points. The cost proposals were
evaluated only after the technical proposals were reviewed and were worth up to the
remaining 15 points. The tabulated scores are as follows:

TriSage submitted a thorough and well thought out proposal, with the lowest cost
proposal. Additionally, due to their location in Reno, they have unmatched availability
should problems arise in the field. They have a proven track record with the District
through their preliminary civil design work associated with the Donner Lake Civil
Improvements, and were highly recommended by their references.
4. FISCAL IMPACT
The negotiated Cost Proposal from TriSage Consulting is $130,880. The FY14 Capital
Budget includes $348,498 for this project.
5. RECOMMENDATION
Award the Contract for Donner Lake Substation Engineering Services to TriSage
Consulting in an amount of $130,880 plus a 10% change order allowance for an
amount not to exceed $143,968.
