HomeMy WebLinkAbout6 Transformer Bid ............... . . . Agenda Item #6 Memorandum To: Board of Directors From: Sanna Schlosser, Associate Electrical Engineer Date: February 24, 2006 Date of Board Meeting: March 1, 2006 Subject: Transformer Bid Award Recommendation 1. WHY THIS MATTER IS BEFORE THE BOARD Only the Board can approve bid awards. 2. HISTORY The District's annual purchase of transformers is required to meet our customer obligations and the purchase has been budgeted. 3. NEW INFORMATION This year we have asked vendors to bid on two different types of dielectric fluid for each transformer: standard, petroleum-based mineral oil, and biodegradable, seed- based oil. I will give a short presentation about this new biodegradable dielectric fluid during the meeting. Attached for your consideration is information about one version of this biodegradable dielectric fluid. Bids have been opened and analyzed for the District's purchase of transformers. Attached are summaries of the bid information received. The bid results show the description and quantity of transformers required, vendor name, dielectric fluid type, quoted price, delivery time, and any noted exceptions to our bid requirements. The following factors were used in determining the successful bidder: price, adherence to our contract and specifications, and delivery time. The lowest bid price was determined by the Total Owning Cost (TOC) formula calculation. The TOC is equal to the sum of the Unit Price plus the cost of No Load Losses plus the cost of Load Losses. The TOC calculation allows the District to determine the transformers with the lowest overall ownership costs, which may not always correspond to the lowest unit prices. The low bidder for a category type will be determined by the summation of the TOCs for all transformers within that category, based on a quantity of one (1) for each transformer. The TOC prices and low bidders are depicted in Table 1. Adherence to our contract and specifications is very important, however minor deviations from our specifications may be permitted based on our review of the particular situation. Delivery time, however, is very critical due to our short construction season. We are frequently faced with the need to utilize transformers in quantities that we do not have in stock and as a result are required to go out to bid. Bidding each and every time is an expense to the District and increases the time it takes to purchase transformers. For this reason, we requested pricing to be good for a period of one year, from 3/1/06 through 3/1/07. The contract prices shown on the attached Bid Award Recommendation table are good for orders placed until 6/30/06. After this time, our contract allows the vendors to calculate and apply escalation /descalation percentages to transformer prices once per calendar quarter until the end of the contract period. The Board has essentially 3 options in deciding how to award bids for the purchase of transformers. If the Board desires to use biodegradable oil for all District transformers, awards can be made to the low bidders supplying biodegradable oil filled transformers for each bid schedule. If the Board wants to evaluate the use of biodegradable oil in District transformers, one schedule can be awarded to the low bidder for biodegradable oil-filled transformers and the remaining schedules can be awarded to the low bidders for mineral oil filled transformers. If biodegradable oil is not an attractive alternative at this time, awards can be made to the low bidders for traditional mineral oil filled transformers for all schedules. 4. RECOMMENDATION We believe the advantages of biodegradable oil justify its increased cost compared to traditional mineral oil filled transformers. Therefore we recommend, in decreasing order of preference, the following bid award options for the Board's consideration: Option 1: 1 recommend the Board approve the use of biodegradable oil for all District transformers and award Schedules A, B, C and D to the biodegradable oil transformer vendors as shown on the attached Bid Award Recommendation table with pricing good for 1 year, subject to 3 quarterly escalation/descalation price adjustments until the end of the contract period. Option 2: I recommend the Board approve the use of biodegradable oil for single phase padmount transformers and award Schedule B to the biodegradable oil transformer vendor and Schedules A, C and D to the mineral oil transformer vendors as shown on the attached Bid Award Recommendation table with pricing good for 1 year, subject to 3 quarterly escalation/descalation price adjustments until the end of the contract period. Option 3: 1 recommend the Board award Schedules A, B, C and D to the mineral oil transformer vendors as shown on the attached Bid Award Recommendation table with pricing good for 1 year, subject to 3 quarterly escalation/descalation price adjustments until the end of the contract period. 2006 TRANSFORMER BID AWARD RECOMMENDATION Contract Period 3/1/06 to 3/1/07 MINERAL OIL From BIODEGRADABLE OIL Order Contract Extended 2003 Contract Extended Bio Type Schedule City Price Price + % Price Price + % Polemount - 1 Ph. UL CLASSIFICATION MARKING yp5Slfj0 CLASSIFIED BY UNDERWRITERS LABORATORIES INC C AS TO FIRE HAZARD ONLY. R-Tempe Fluid Classed 4 to 5 less hazardous than paraffin oil in respect to Fire Hazard. CLASSIFIED BY UNDERWRITERS LABORATORIES INC e AS TO SECTION 450-23 OF THE 2005 NATIONAL ELECTRICAL CODE. Classified as a"Less-flammable liquid"as specified in the National Electrical I Code when used in 3-phase transformers,45 through 10,000 kVA with the following"use restrictions": A For use only in 3-phase transformers having tanks capable of withstanding an internal pressure of 12 psig without rupture, 8 Required use of pressure relief devices on transformer tank in accordance with the following tabulation to limit internal pressure buildup and prevent tank rupture due to gas generation under low current arcing faults, and C7 Required use of current limiting fusing in the transformer primary having ht characteristics not exceeding the values in the following tabulation. Under-fluid expulsion fuses may be used in series with the current- limiting fuses,in accordance with the manufacturer's protection scheme, or C2 Required use of overcunent protection in the transformer primary having ht characteristics not exceeding the values in the following tabulation. If the fuse is designed to vent during operation(such as an expulsion fuse),it shall be located external to the transformer tank.
