Subject: Compensation and Benefits Survey
WHY THIS MATTER IF BEFORE THE BOARD:
This matter involves retaining the services of a consultant to perform an
employee compensation study to compare wages and benefits to similar
agencies.
HISTORY:
This matter has been discussed in workshop format at the last two Board
meetings. Staff was asked by the Board to prepare a draft Request for Proposal
to send out to consultants that may be interested in conducting this survey. At the
last meeting, suggestions were made by the Board on what should be included in
the proposal and the minimum scope of service, as well as describing the
consultant's approach to the survey.
NEW INFORMATION:
Peter and I worked on revising the request for proposal to meet the requests
outlined above. A copy of the revised draft is attached along with Attachments A
and B, the positions and the benefits issues to include in the study.
RECOMMENDATION:
I recommend that the Board approve the Request for Proposal and authorize the
proposals be sent to consultants with the return date of March 31, 2006.

TRUCKEE DONNER PUBLIC UTILITY DISTRICT
REQUEST FOR PROPOSAL
COMPENSATION AND BENEFITS SURVEY
INTRODUCTION
The Truckee Donner Public Utility District is requesting proposals from qualified
consulting firms experienced in the development of a Compensation and Benefits
Study. The Truckee Donner PUD is a Special District of the State of California,
providing electric service and water service to the Truckee area. The District
employs approximately 67 persons including managerial, accounting,
administrative, engineering, electric line trade, water service trade, warehouse,
building and grounds maintenance, and vehicle mechanic positions. The hourly
wage employees are represented by Local 1245 of the International Brotherhood
of Electrical Workers and salaried employees are exempt from representation.
The District is governed by an elected five person Board of Directors.
SCOPE OF SERVICE REQUIRED
The District's Board of Directors would like a study conducted to compare wages
and benefits of the District's employees, both Union represented and exempt, to
similar electric and water agencies within our labor market area. Attachment A is
a listing of the union and non-union positions to be included in the study.
Attachment B is a listing of the benefit issues to include in the survey. It is
estimated that approximately twelve comparable agencies will be included in the
study, the comparables to be determined in consultation with the successful
vendor after a contract is awarded,

The District desires to conduct a survey of employee compensation in a manner
that insures complete independence and objectivity, using the best practices
customarily employed in such work. As such, the consultant selected will report
directly to the District Board of Directors, but will need to work with District staff to
obtain necessary information.
TIMETABLE FOR THE STUDY
• March 31, 2006..... Proposals due
• April 19, 2006..... Presentation and interviews with Board of Directors;
contract awarded.
• Project begins.....April 20, 2006
• September 1, 2006..... Final report due
PROPOSAL REQUIREMENTS
The Board of Directors will evaluate each submitted proposal to select which
firms will be invited for an on-site presentation of their proposal. Such a
presentation will be at the vendors expense and will provide an opportunity for
the firm to clarify its proposal to ensure a thorough mutual understanding. All
proposals should include and will be evaluated on the following criteria:
• Scope of services to be provided and description of the report to be
delivered upon completion.
• Ability to complete the work within the timeline specified.
• Description of the approach the consulting firm will take to obtain results
and maintain independence.
• How the consultant will determine the comparability of jobs in different
agencies that probably use different job titles and have somewhat different
job tasks.
• Qualifications of the firm, including but not limited to its experience and
personnel assigned to this project.
• Cost. (to be provided in a separate sealed envelope labeled fee proposal)

ALTERNATE PROPOSAL
In addition to the Scope of Services described above, consultant may provide an
alternate scope of services if vendor believes the District should consider a
different method. Proposing this alternate Scope of Services does not relieve
vendor of the requirement that it submit a proposal consistent with the above
described Scope.
COST PROPOSAL
The consultant must provide a proposal with maximum cost for the project based
on the project as described herein. Costs associated with an Alternate Scope of
Services, if provided, must be submitted as a separate cost proposal clearly
identified with the Alternate Scope.
Additional recommendations and services or options may be included as
additions to the project on an optional basis. These optional items shall be priced
separately from this Request for Proposal.
Cost proposals must be submitted in a separate sealed envelope clearly labeled
as "Fee Proposal'.
ASSISTANCE TO BE PROVIDED
The Truckee Donner PUD will provide all information available, such as job
descriptions, union contract, and wage and salary schedules necessary to
support the consultant in this survey.

The District declares that it will incur no financial obligation for any costs by any
