Memorandum To: Board of Directors From: Neil Kaufman Date: March 10, 2006 Subject: Construction of the District Pipeline Replacement— 2006 Project 1. Why this matter is before the board: District Staff has prepared a set of Bid Documents for construction of the District Pipeline Replacement— 2006 Project. Approval from the Board of Directors is necessary for two issues related to this project; 1) Approval of the plans and specifications for the project 2) Authorization to advertise for Bids 2. History: The purpose of this project is to replace about 17,200 feet of deteriorated and leaking pipelines in the Tahoe Donner Area, For Bidding and construction purposes, the project has been broken into two contracts(Contract A and Contract B). The attached figure shows the planned project. 3. New information: The plans and specifications are complete and ready to be advertised. The CEQA process is currently ongoing and should be completed at the Board meeting on April 5, 2006. Due to the nature of the project, it is not expected that any design changes will arise during the CEQA process. if changes are required, the Contract Documents will be modified by addendum prior to the Bid Opening. The current project schedule is given below: March 1, 2006—Board Approval of CEQA Initial Study March 15, 2006—Public Hearing on CEQA Initial Study March 15, 2006— Board Authorization to Begin Advertising for Bids April 5, 2006—Adoption of Final CEQA Document April 13, 2006—Bid Opening April 19, 2006—Award of Contract May 1, 2006—Begin Construction ............................. . .. 4. Recommendation: I recommend that the Board: 1) Approve of the plans and specifications for the project. 2) Authorize staff to begin advertising for Bids with a Bid Opening Date of April 13, 2006.
