The Board rarely discusses the subject of development and our business interaction with developers. That is the purpose of this workshop. History: This is a workshop dealing with development within the District's service territory. It is a first workshop, sort of an introduction to the issue. The issue is big enough that I think we will have subsequent discussions in order to deal with it properly. The fundamental philosophy of the District has been: 1. Development pays its own way 2. Our District does not approve or disapprove development projects; we serve projects approved by the Town of Truckee or by one of the two counties. Development has a huge impact on the District organization and finances. A large portion of the hours District employees spend working at the District relate to development. Many of our business processes are in place to deal with development. Developers construct on-site water and electric infrastructure that is then contributed to the District and becomes part of our utility infrastructure. Developers pay fees that allow us to expand our off-site or backbone utility infrastructure. Developers bring customers to pay for utility service. Attached is an outline of matters I would like to discuss with the Board on Wednesday evening. I expect the discussion will lead to the need for at least one additional workshop to deal with issues raised. _ . .._...._. ..... ._.,...,...... ._ _ . .
