RECOMMENDATION: action to staff to coordinate with the TDPUD in organizing a future
joint meeting of the Counc.r and the Board to discuss planned growth and water availability.
DISCUSSION: Based upon concerns expressed during the public comment portion of recent
Town Council meetings the Council has indicated an interest in understanding more about the
TDPUD's water system,capacity and plans and their relationship to growth planned in the Truckee
General Plan. Staff has discussed the potential of conducting a joint meeting of both bodies
focused on this topic and there is a mutual interest in such an opportunity. This meeting would be
structured as an informational workshop and would be held at the TDPUD. To allow for preparation
and coordination of calendars it is anticipated that the workshop would be conducted in late October
or November.
FISCAL IMPACT: None at this time.
PUBLIC COMMUNICATIONS: The workshop would be open to the public and announcement of
the meeting will be broadly distributed once the date and details are established.

SUBJECT: Next week's Joint Workshop with the Truckee Donner PUD
The Council has scheduled a joint workshop with the Board of Directors of the Truckee
Donner Public Utility District. This meeting will be held next Tuesday, November 13
beginning at 6 p.m. at the Truckee Donner P.U.D. Administrative Building on Donner Pass
Road. The focus of this workshop will be on the availability of domestic water supplies to
serve existing customers and proposed planned growth within Truckee. The presentation
which will be conducted jointly by Town and PUD staff will focus on the amount of growth
planned, general plan policies related to growth and water, and the current and planned
water system. The PUD will be providing some specific information on the current
operation of the system focusing on any deviations from their adopted plans. Attached for
your reading prior to the workshop is the Nimbus Study and the Kennedy/Jenks Report-
these are the two documents relied on by the PUD and the two other Martis Valley water
purveyors related to the adequacy of the water source to serve existing and planned
growth with Truckee and within the Placer County portion of the Martis Valley. These are
the reports referenced in the PUD's Urban Water Management Plan and the Truckee
General Plan EIR.
The meeting will be chaired by Tim Taylor who is the President of the PUD Board. PUD
Board members and Councilmembers will be seated at the dais together. Should you have

SUBJECT: Upcoming Joint Meeting with Truckee Donner PUD Board of Directors
In advance of the Council's upcoming discussion with the Truckee Donner PUD Board of
Directors on matters of common interest, I would like to take this opportunity to highlight
pertinent policies and actions of the General Plan that may augment your discussion. The
General Plan recognizes the Truckee Donner PUD as the lead governmental agency in
providing water to Truckee businesses and residents. Nonetheless, because water is an
important resource and new growth and development may stress this resource, the General
Plan does not turn its back on addressing water supply issues. Our role, as expressed in the
General Plan, is to work with the Truckee Donner PUD in ensuring there is an adequate water
supply and delivery system to serve new growth and development. Also, the Town will support
the efforts of the Truckee Donner PUD in conserving our water supply.
On the next page, you will find those General Plan policies and actions that pertain to water
supply and water conservation. If you have any questions about these policies and actions,

General Plan Policies and Actions
Water Supply and Water Conservation
Conservation and Open Space Policy 11.7 — Ensure that all proposed developments can be
adequately served by available water supplies.
Conservation and Open Space Policy 11.8 — Support all efforts to encourage water
conservation by Truckee residents and businesses, and public agencies, including working with
the Truckee Donner Public Utility District, to implement water conservation programs and
incentives that facilitate conservation efforts.
Conservation and Open Space Action 11.3 — Work with the Truckee Donner PUD to study
ways in which the development review process can be strengthened to define more stringent
requirements for documentation of a project's projected water needs and the availability of local
water supplies to serve it.
Conservation and Open Space Action 11.4— Coordinate with the TDPUD to develop a list of
feasible water conservation programs and incentives that might be offered to the District's
customers, and develop related strategies for how the Town might support the District's efforts
in implementing these programs.
Conservation and Open Space Action 11.9—Work with the Truckee Donner PUD to prepare
a cooperative study to analyze long-term regional water availability based on scientifically valid
assumptions and projections of future climatic changes.

Hi
My name is Robert H Williams and I live at 11319 Skyline Ct. in Truckee.
Regarding the aquifer issues being discussed recently.
I am a retired Police Chief from the City of Rohnert Park in Sonoma County, CA. Rohnert Park was a master
planned community and drilled many deep wells to supply water to a city that has a current population of
approx. 50,000 persons. We were told that the city sits on an aquifier of unlimited amounts of water. Due to
rapid development in the 1970s and 1980s, the city wells had to be dug deeper and eventually abandoned. Rural
residents outside the city limits had their wells dry up. Rohnert Park had to obtain their water supply from the
Sonoma County water system at a huge expense. The city has no more wells. The aquifer was not unlimited.
Rapid development depleted the "unlimited" aquifer within a 20 year time period.

Jointly, the Truckee Town Manager, Tony Lashbrook and your Interim General
Manager are considering coordinating a future joint meeting with the Town Council
to achieve a more full understanding of the TDPUD water system, capacity and
plans and their relationship to growth anticipated in the Truckee General Plan.
3. RECOMMENDATION
I recommend the Board direct staff to coordinate a meeting with the Town of
Truckee Council to discuss planned growth and water availability.
