Subject: Final Completion and a Closeout Change Order for the District Pipeline
Replacement— 2007— Contract B Project
1. WHY THIS MATTER IS BEFORE THE BOARD
The District Pipeline Replacement — 2007 — Contract B project is complete. A closeout
change order and a resolution accepting the project require Board approval.
2. HISTORY
The Board previously awarded the District Pipeline Replacement— 2007— Contract B project
to Hard Line Excavating (HLE) as part of the District's pipeline replacement program. This
pipeline replacement program is part of the District's Objective No. 1 — Provide an adequate,
reliable, and high quality water supply and distribution system to meet current and future
needs and Goal No. 1.4 — Provide effective and efficient maintenance and replacement
programs.
On May 16, 2007, the Board approved Change Order No. 1 for this contract. That Change
Order included some additional service lateral replacement into the project.
3. NEW INFORMATION
On November 13, 2007, District staff performed a final walkthrough on the project. All portions
of the project have been completed. I am requesting a Closeout Change Order to the Contract
for issues under eight general items that will include all of the change order issues that arose
during this project.
Item 1: The contract is based on a unit price bid. The attached table shows the differences
between bid totals and the amounts actually constructed. This analysis results in a
$11,584.00 payment to HLE.
Item 2: After opening of the Bids, District staff determined than an additional valve was
needed at the intersection of Basel Place and Mougle Way. HLE was directed to
install this valve. In addition, an MJ plug on Skiview Loop was left off the drawings
and HLE was directed to install it. The associated cost is $2,817.24.
Item 3: There were two locations where the field locations appeared to differ significantly
from the Drawings. At these locations, HLE was directed to perform some

exploratory excavation to confirm the existing utilities. It was determined that new
construction was not necessary and HLE was directed to backfill the excavations.
The associated cost is $1,972.96.
Item 4: The District's standard construction of a double service for single-family residences
consists of two side by side meter boxes that are not rated for vehicular traffic. In
locations where the meter boxes may be impacted by vehicle traffic or snow removal
equipment it is necessary to install an additional traffic rated concrete box to protect
these facilities. The original bid did not include installation of any traffic rated
services. However, field conditions dictated that traffic protection be installed for six
double services. The cost for each service was $939.70 for a total of$5,638.18.
Item 5: As is typical with pipeline replacement projects, it is often necessary to perform
repairs to the existing pipelines so that service to customers can be maintained while
the new pipeline is constructed. There were at least 12 locations requiring repairs.
In addition, there were also a couple of mismarked service laterals that were
damaged by the contractor requiring repair. The total value of this repair work is
$41,164.96.
Item 6: As noted in Item 5, there were a number of locations where the existing pipeline
required repairs. There were other locations where leaks on the existing pipe were
not heavy enough to require repair. However, these leaks were close enough to the
new pipeline trench so that the backfill around the new pipe became saturated. After
the old pipe was abandoned, and prior to paving, HLE was directed to excavate the
saturated soils and recompact the area at two locations comprising about 400-500
feet of trench. The cost of this work was is $11,110.80.
Item 7: A total of 10,336 square feet of additional paving was performed by the contractor.
As noted in Item 5, there were a number of locations where the existing pipeline
required repairs. This pavement restoration work is not included in the original bid.
In addition, there were a number of locations where previous pavement patches
were in poor condition, requiring repaving. The total cost of this additional paving
work is $62,017.50.
Item 8: The project included replacing and reconfiguring the pipelines at the Ski Run tank
site. The pavement at this tank site was in poor condition prior to HLE starting work.
After completion of the pipeline work, it was determined that none of the original
asphalt should be retained and that the entire site should be repaved. A portion of
this cost was allocated to HLE as part of the original bid. The remainder is the
responsibility of the District for a total of$18,483.28.
Item 9: Change Order No. 1 added some additional service lateral replacement into the
project. One of the service laterals replaced was over 200 feet in length and the
District chose to upsize the lateral from 1.5" to 2" to ensure that adequate pressure
could be provided to the customers. The cost of this upgrade is $786.00
4. SOURCE OF FUNDING
The source of funding for this work is the funds generated by issuance of the 2006 COP.

5. RECOMMENDATION
a) That the Board authorize Contract Change Order No. 2, in the amount of a
$155,574.92 payment from the District to Hard Line Excavating.
b) That the Board pass a Resolution accepting the District Pipeline Replacement —
2007 — Contract B project as complete and authorizing the filing of the Notice of
Completion.

The amount of the Contract will be increased by the sum of $155,574.92 and the Contract Time shall not be
extended. The undersigned Contractor approves the foregoing Change Order as to the changes, if any, in the
contract price specified for each item including any and all supervision costs and other miscellaneous costs
relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on
account of said Change Order. The Contractor agrees to furnish all labor and materials and perform all other
necessary work, inclusive of the directly or indirectly related to the approved time extension, required to complete
the Change order items. This document will become a supplement of the contract and all provisions will apply
hereto. It is understood that the Change Order shall be effective when approved by the District.

CONTRACT B PROJECT
AND DIRECTING FILING OF THE NOTICE OF COMPLETION
WHEREAS, the Board of Directors of the Truckee Donner Public Utility District made the determination to
undertake the District Pipeline Replacement—2007— Contract B project; and
WHEREAS, Hardline Excavating was selected by the District to perform the work; and
WHEREAS, Hardline Excavating has completed all of the work included in the Project; and
WHEREAS,The District's Water System Engineer, Neil Kaufman,now certifies the completion of the project;and
WHEREAS,the District's Water Utility Manager, Ed Taylor, has recommended that the work be accepted by the
District;
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows:
1. That the District hereby accepts the District Pipeline Replacement- 2007 Project— Contract B as
complete.
2. That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion,a copy
of which is attached hereto.
3. That 35 days following the filing of the Notice of Completion, the monies retained from the contractor
payments be released to the contractor if no claims have been made to the District by material suppliers or
laborers.
