We traditionally hold a hearing before adopting the District's annual Budget and adopting an ordinance for a rate change. History: The Board has been holding workshops about the 2008 Budget. September 19, 2007 • Discussion of the Mission/ Goals/ Objectives • Purchase Power Plan: 2008 Purchase Power plan scenarios • Water Department: COP committee update and Water capital activity October 3. 2007 • Discussion of Labor: what goes into the District labor force • Discussion of Finance: Debt • Discussion of Conservation: various conservation programs in relation to 2008 budget • Discussion of the Electric Department capital expenditures: 2008 capital activity October 17, 2007 • Discussion of Department 2008 Budgets a. Board of Directors b. General Manager c. Administrative Services d. Conservation e. General Services f. Electric g. Water • Discussion of overheads as they relate to the budget • Discussion of reserve funds and the rate stabilization fund as they relate to the budget and impact on rates • Discussion of revenues and a rate change: how factors will affect and drive a rate change. New information: The hearing was advertised in the Sierra Sun on October 30 and will be in the Sierra Sun again on November 13. The copies of the budget were distributed to the Board at the special meeting on October 23, 2007. Recomm ndation: re is no action required as part of the public hearing. Ulrich Int im General Manager ttachment: Draft electric retail rate ordinance TRUCKEE DONNER Ordi ance No. 2007 - XX AMENDING THE ELECTRIC RETAIL RATES WHEREAS District staff has prepared a budget for District operation for 2008; and WHEREAS, on November 7 and 19, 2007 a public hearing was held to receive comments from the public concerning the 2008 budget; and WHEREAS the budget for 2008 recommends that electric retail rates be increased by 9.94% to cover increases in the costs of providing District services; and WHEREAS on November 7 and 19, 2007 a public hearing was held to receive public comments on proposed electric rate increase; NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District as follows: Section 1. Effective 30 days from the date this ordinance is adopted the following monthly electric rates shall be effective. Domestic Electric Rates: Permanent Residents Rate P 10 Customer Charge: per month $6.74 Energy Charge per kilowatt-hour $0.132 Domestic Electric Rates: Non-Permanent Residents Rate S 10 Customer Charge: per month $6.74 Energy Charge per kilowatt-hour $0.151 Small Commercial Rates Rate 15 Customer Charge: per month $13.07 Energy Charge per kilowatt-hour $0.158 Medium Commercial Rates Rate 20 Customer Charge: per month $130.49 Energy Charge per kilowatt-hour $0.093 Demand Charge per kilowatt of demand $12.83 Ordinance 2007-XX 1 Large Commercial Rates Rate 25 Customer Charge: per month $572.37 Energy Charge per kilowatt-hour $0.096 Demand Charge per kilowatt of demand $12.26 Section 2. If no protest is made pursuant to Public Utilities Code Section 16078,then this ordinance shall be effective thirty days after adoption by the board of directors of the District. Section 3. The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper of general circulation and posted in three places within the District. Section 4. The provisions of other Ordinances shall remain if effect to the extent that they do not conflict with this ordinance.
