WHY THIS MATTER IS BEFORE THE BOARD: This is an informational item to the Board on the Hirschdale treatment plant and the new arsenic removal vessel. 2. HISTORY The Hirschdale water system is a stand alone 19 service connection water system that has a 35 gpm well, a 100,000 gal water tank and an iron and manganese treatment plant. This treatment process also reduces arsenic. The USEPA standard, enacted in 2006, lowered the maximum contaminant level (MCL) of arsenic from 50 ppb to 10 ppb based on the annual average of test results. Because of this new standard, in mid 2005, District staff began to work to get more arsenic reduction from the existing treatment plant. We found we were unable to meet the new MCL of 10 ppb. In April, first the Board and then the customers, received a copy of the Hirschdale 2006 Water Quality Report. This report is a snapshot of the samples taken in 2006. In this brochure, we stated that the Hirschdale Water System arsenic levels in 2006 were higher than the new 10 ppb MCL. The Hirschdale Well tested levels of arsenic at 29 ppb. 3. NEW INFORMATION The customers in Hirschdale did not receive water that contained any additional arsenic than what they had received in the past. With the old treatment system, we simply could not meet the new arsenic MCL of 10 ppb. The raw water arsenic of the well was 44 ppb and after many modifications the best we could achieve was 19 ppb. In February of 2007, staff attended an arsenic removal workshop put on by the California Department of Public Health. In March we found companies that made arsenic removal systems developed for small water systems. In May, we selected an arsenic removal vessel that would work with our current iron and manganese system. The arsenic removal vessel was not available for installation until August. On April 18th 2007, The California Department of Public Health (CDPH) informed the TDPUD that the Hirschdale Water system was out of compliance with the new arsenic MCL of 10 ppb and that we would need to send notification to the Hirschdale customers by May 18`h, 2007. In addition to mailing the Hirschdale water customers the CDPH required standard violation form, the District took the initiative to distribute the same form by door knocker and posted the form on the District's website. This process was repeated for the next calendar quarter in August as mandated by the California Department of Public Health. In August the new arsenic removal vessel was installed. On September 111h 2007, we received the go ahead from CDPH to put the vessel on line. The first finished water arsenic sample that was taken since the vessel was online was <0.01 ppb or None Detectable. 5. RECOMMENDATION: Informational Only, No action required. 6. Although this is not an emergency, as our customers, you have a right to know what you should do, what happened, and what we are doing to correct this situation. We routinely monitor for the presence of drinking water contaminants. Water sample results received on April 11, 2007 showed arsenic levels of 0.016. This is above the USEPA standard or maximum contaminant level (MCL) of 0.010 milligrams per liter. What should I do? • You do not need to use an alternative water supply (e.g., bottled water) • This is not an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing arsenic in excess of the MCL over many years may experience skin damage or circulatory system problems, and may have an increased risk of getting cancer. • If you have other health issues concerning the consumption of this water, you may wish to consult your doctor. What happened? What is being done? The Hirschdale Well has always had arsenic levels above 0.010. The Water Quality has not changed. The USEPA standard, enacted January 2006, lowered the maximum contaminant level (MCL) of arsenic from 0.050 milligrams per liter (mg/L) to 0.010 mg/L (or 10 ug/L) based on the annual average of test results. Since that time, we have upgraded the filtration unit to the Well to decrease the arsenic level. The District plans to enhance the current treatment to bring the levels even farther down. Thus far, we have lowered the arsenic level from 0.028 to 0.016. We anticipate resolving the problem within the next 3 to 4 months. Secondary Notification Requirements Upon receipt of notification from a person operating a public water system, the following notification must be given within 10 days [Health and Safety Code Section 116450 (g)]: • SCHOOLS: Must notify school employees, students, and parents (if the students are minors). • RESIDENTIAL RENTAL PROPERTY OWNERS OR MANAGERS (including nursing homes and care facilities): Must notify tenants. • BUSINESS PROPERTY OWNERS, MANAGERS OR OPERATORS: Must notify employees of businesses located on the property. The Truckee Donner Public Utility District Hirschdale Water System was notified by the Department_of State Health that it was in violation of the new drinking water standard for levels of arsenic. The informational notices were a requirement of the State Health Department. The Hirschdale Well has always had arsenic levels above 0.010 mg/L. The last water sample results received on July 20, 2007 showed arsenic levels of.029 mg/L. The Water Quality had not changed from previous years and before the new standard we were in compliance. The USEPA standard, enacted in 2006, lowered the maximum contaminant level (MCL) of arsenic from 0.050 milligrams per liter (mg/L) to 0.010 mg/L (or 10 ug/L) based on the annual average of test results. This new standard provided the need for an additional arsenic removal. The District has installed and is currently operating an additional arsenic treatment vessel for the Hirschdale Water System. We are now in compliance with the new State Health water quality standard. Our most recent test result for arsenic was non-detected.
