Subject: CEQA Review and SWPPP Preparation associated with 2008 Pipeline
Construction
1. WHY THIS MATTER IS BEFORE THE BOARD
Board Authorization is required for expenditures in excess of$15,000.
2. HISTORY
In 2005 and 2006, the Water Department made some presentations regarding the condition of
existing water pipelines and the need to pursue a pipeline replacement program. This pipeline
replacement program is part of the District's Objective No. 1 — Provide an adequate, reliable,
and high quality water supply and distribution system to meet current and future needs
and Objective No. 5 — Manage the District in an environmentally sound manner. Specific
goals under these objectives are Goal No. 1.4 — Provide effective and efficient maintenance
and replacement programs; Goal No. 5.4 — The District will conduct its business in an
environmentally lawful manner and Goal No. 5.6 — The District will seek to minimize any
negative impact of its operations on the environment.
The District subsequently issued a COP in 2006 and dedicated a portion of those funds for the
pipeline replacement program. Pipeline construction projects have been undertaken during
2006 and 2007 as part of this program. At the September 19, 2007 Board Meeting, Ed Taylor
made a presentation regarding planned Water Department Capital Expenditures for 2008. This
presentation included a discussion of the planned pipeline replacement projects.
In addition, Glenn Merron and I made a presentation to the Board in June 2007, regarding new
stormwater permitting requirements that will become effective on January 1, 2008 and how they
will impact the District.
3. NEW INFORMATION
The planned 2008 pipeline construction covers about 16,500 feet of pipeline. These pipeline
alignments are shown on Figure 1. A number of these pipeline alignments involve replacement
of the existing pipe with a new pipe of the same size. These pipelines are Categorically Exempt
from review under CEQA.
However, some the existing pipelines are too small and need to be upsized. These pipelines
require a CEQA review. In addition, there is one pipeline alignment (from Donner Crest to
Northwoods Blvd.) that is new construction and also requires a CEQA review. At my request,
Inland Ecosystems prepared the attached proposal to perform this CEQA work.
Also included in the proposal is a second task entitled "Storm Water Pollution Prevention Plan
Compliance." Each Spring, it is necessary for the District to update its Storm Water Pollution
Prevention Plan (SWPPP) in order to include the new projects that will be constructed that
Summer.
However, given the changes that become effective in 2008, it is now necessary to incorporate
some of the SWPPP information into the Bidding Documents. Therefore, the SWPPP update
must be conducted at the same time that the Bidding Documents prepared, which is this Fall.
The current project schedule is given below:
October 3, 2007—Board Approval of Inland Ecosystems Contract
November 7, 2007—Board Approval of CEQA Initial Study
December 5, 2007—Public Hearing on CEQA Initial Study
December 19, 2007—Adoption of Final CEQA Document
December 19, 2007—Board Authorization to Begin Advertising for Bids
January 30, 2008—Bid Opening
February 6, 2008—Award of Contract
May 1, 2008—Begin Construction
I currently anticipate two or possibly three separate construction contracts to cover this work.
The bid openings and bid awards may be staggered to accommodate this packaging.
4. SOURCE OF FUNDING
The planned source of funding for this work is the funds generated by issuance of the 2006
COP.
5. RECOMMENDATION
1) The Board approve the proposal from Inland Ecosystems for CEQA Review and SWPPP
Preparation associated with 2008 Pipeline Construction in an amount not to exceed
$19,525.00.
2) The Board authorize the transfer of funds from the 2006 COP monies to the Water
General Fund to pay for the costs of the contract.

Initial Study/Proposed Mitigated Negative Declaration for the District's 2008
Pipeline Replacement Projects in the Tahoe Donner subdivision and (2)
Assist the District with updating its Storm Water Pollution Prevention Plans
(SWPPPs) according to the new Changes to the State Water Resources
Control Board, General Permit for Construction Activities
Dear Mr. Kaufman:
Inland Ecosystems is pleased to submit this scope of work and cost estimate to assist the
Truckee Donner Public Utility District(District) with preparation and circulation of a
California Environmental Quality Act (CEQA) Initial Study and Proposed Mitigated
Negative Declaration for the District's 2008 Pipeline Replacement Projects.
In addition, Inland Ecosystems will revise the two (2) District Storm Water Pollution
Prevention Plans (SWPPPs) according to the new requirements and regulatory language
contained in the proposed revisions to the General Permit for Construction to be adopted
by the State of California Water Resources Control Board in 2008.
The following pipeline replacement sections will be assessed under CEQA:
Copenhagen Drive—6,300 lineal feet of pipeline replacement from 8 to 12-inch diameter
Ponderosa Drive—950 lineal feet of pipeline replacement from 8 to 12-inch diameter
Regency Circle— 1,600 lineal feet of pipeline replacement from 8 to 12-inch diameter
Somerset Drive— 1,550 lineal feet of pipeline replacement from 10 to 12-inch diameter
Tamarack Way—375 lineal feet of pipeline replacement from 8 to 12-inch diameter

Skislope Way—2,100 lineal feet of 16-inch diameter pipeline
Pine Cone Road— 150 lineal feet of 12-inch diameter pipeline
Hansel Way— 1,100 lineal feet of 12-inch diameter pipeline
Northwoods Boulevard— 3,000 lineal feet of 8 to 12-inch diameter pipeline

Inland Ecosystems has assembled a highly qualified team to assist the District with
CEQA compliance including the required biological and cultural resource assessments.
Mark Chainey and/or Brian Williams will conduct the Biological Resources surveys. Dr.
Susan Lindstrom and/or Dan Hart will carry out the Cultural Resources surveys. Dr.
Glenn Merron will supervise all aspects of the proposed scope of work. Dr. Merron has
over 25 years of experience and has authored over 100 environmental documents. He has
previously served as Project Manager for several of the District's CEQA projects.
Inland Ecosystems has an established working relationship with several clients and a
proven track record of integrity and quality environmental deliverables. Our cost estimate
for the survey work and preparation of the environmental document is a"Not To Exceed"
contract amount of$19,525. Table 2 provides a breakdown of all costs.
With only one unexpected exception since 2001, Inland Ecosystems has not exceeded
original budget amounts, and on several occasions have completed the tasks requested
under budget(e.g., savings of$4,200 on the 2006 Brockway Pipeline monitoring).
I realize that the District has a range of environmental consultants that are available to
carry out this important work. I believe that Inland Ecosystems offers services to the
District in a cost effective and efficient manner. Our team is committed to providing a
high quality of excellence and responsiveness in our work efforts to ensure that the
project is carried out with the least amount of environmental disturbance.

WORK AUTHORIZATION ORDER
September 14, 2007
This Work Authorization Order confirms the agreement between the Truckee
Donner Public Utility District ("District") and Inland Ecosystems ("Contractor"), that
Company is engaging Contractor to provide certain services (the "Work," as further
defined below). This Work Authorization Order is being provided pursuant to and in
accordance with the Scope of Services.
(i) Description of the Work, including Location
TASK 1 - California Environmental Quality Act (CEQA) Compliance:
• Inland Ecosystems will conduct special-status bird, mammal, and plant
surveys in the areas potentially affected by the proposed construction projects.
A target list of potential sensitive special-status species will be identified
using data collected from the California Natural Diversity Database and U.S.
Fish and Wildlife Service Database. A habitat characterization of the project
sites and adjacent areas will be prepared including pre-construction
photographs.
• Inland Ecosystems will conduct cultural resources Record Searches through
the North Central Information Center of the California Historical Resources
Information System including an archaeological assessment by a registered
professional archeologist. The California Native American Heritage
Commission will be contacted for the presence of any Sacred Lands.
Consultation with other Native American groups will be completed.
• Inland Ecosystems will prepare a (CEQA) Initial Study/Proposed Mitigated
Negative Declaration for the District's 2008 Pipeline Projects.
TASK 2—Storm Water Pollution Prevention Plan Compliance:
• Inland Ecosystems will revise the two (2) District Storm Water Pollution
Prevention Plans (SWPPPs) according to new requirements and regulatory
language contained in the proposed General Permit to be adopted by the State
of California Water Resources Control Board in 2008. Inland Ecosystems will
prepare new Notices of Intent to comply with the new SWPPP requirements.
This Task includes surveying all District 2008 pipeline alignments including
those covered under the proposed CEQA document and those which are
classified as Categorically Exempt. Dr. Merron will survey all the alignments
with Mr. Kaufman and identify all staging areas and culverts crossing as part
of the project mapping required for SWPPP preparation. Table 1 provides the
proposed 2008 pipeline alignments.

(ii) Schedule, Completion Date
TASK 1: Completion date—November 15, 2007
TASK 2: Completion date—November 30, 2007
(iii) Compensation, Invoicing and Payment:
a. Fee. The fee for Work performed by Contractor pursuant to this Work
Authorization Order shall be on a "Time and Materials" basis, Not-To-Exceed
$19,525.
b. Invoicing and Payment. Consultant shall submit to Company an invoice within
seven (7) days after the end of each month on which Work is performed by
Contractor hereunder. Payment is due within thirty (30) days of receipt of each
invoice.
(iv) Other:
Tasks, costs and schedules described herein are subject to unforeseen changes in scope
and schedule.
