WHY THIS MATTER IS BEFORE THE BOARD The District Pipeline Replacement — 2007 — Contract A project is complete. A closeout change order and a resolution accepting the project require Board approval. 2. HISTORY The Board previously awarded the District Pipeline Replacement—2007— Contract A project to Teichert Construction as part of the District's pipeline replacement program. This pipeline replacement program is part of the District's Objective No. 1 — Provide an adequate, reliable, and high quality water supply and distribution system to meet current and future needs and Goal No. 1.4 — Provide effective and efficient maintenance and replacement programs. 3. NEW INFORMATION On September 25, District staff performed a final walkthrough on the project. All portions of the project have been completed. I am requesting a Closeout Change Order to the Contract for issues under three general items that will include all of the change order issues that arose during this project. Item 1: The contract is based on a unit price bid. The attached table shows the differences between bid totals and the amounts actually constructed. This analysis results in a $114,678.00 payment to the Teichert Construction. This amount is mainly due to two issues: 1) The Bid Documents included 23 hours of rock excavation in the Bid Schedules. In reality, 128 hours of rock excavation were necessary to perform the work. These additional 105 hours have a corresponding cost of$31,500. 2) A total of 10,512 square feet of additional paving was performed by the contractor. The old pipelines that were replaced under this project were in poor condition and in need of replacement. During construction, Teichert encountered a number of leaks on the old pipe requiring repair. The labor and backfill Page 1 involved in these repairs is covered under Item 2 below. The paving work for these excavations was included in Bid Item No. 5J. In addition, there were a number of previous pavement patches that were in poor condition, requiring repaving. The total cost of this additional paving work is $52,560. Item 2: As noted above, the old pipelines required repair at a number of locations in order to control water in order that the new pipeline construction could be performed. There were also a couple of mis-marked service laterals that were damaged by the contractor requiring repair. The total value of this repair work is $11,369.83. Item 3: On Chalet Road, there is a 4" lateral that feeds a meter serving the irrigation system on the Tahoe Donner Golf Course. This lateral was not shown on the Contract Drawings. It was necessary for the contractor connect this existing lateral to the new 8" main. The total value of this work is $2,935.22. 4. SOURCE OF FUNDING The source of funding for this work is the funds generated by issuance of the 2006 COP. 5. RECOMMENDATION a) That the Board authorize Contract Change Order No. 1, in the amount of a $128,983.05 payment from the District to Teichert Construction. b) That the Board pass a Resolution accepting the District Pipeline Replacement — 2007 — Contract A project as complete and authorizing the filing of the Notice of Completion. That the District hereby accepts the District Pipeline Replacement-2007 Project—Contract A as complete. 2. That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion, a copy of which is attached hereto. 3. That 35 days following the filing of the Notice of Completion, the monies retained from the contractor payments be released to the contractor if no claims have been made to the District by material suppliers or laborers.
