Subject: Search and Rescue request
Why this matter is before the Board: This matter arises from a request from the
Nevada County Sheriff Search and Rescue. This is a matter that requires Board
consideration.
History: There is not much history to this request. The District recently declared two
vehicles surplus. One is a 1996 3/4 ton Chevrolet 4X4 pickup. The other is a 1992 1/2 ton
Sonoma 4X4 pickup. The vehicles are still in our possession and have not been sold.
New Information: Attached is a letter from the Search and Rescue organization asking
that we donate these vehicles to them. The vehicles are of low financial value.
However, the "gift of public funds" prohibition is a problem. For the Board to donate
these vehicles to Search and Rescue, you would need to make a finding that the
donation benefits the customers of the District. I am not sure that the use of the
donated vehicles can be restricted to benefiting just TDPUD customers. That may be
the test to satisfy the limitations on the"gift of public funds" rule.
Recommendation: As much as I would like to see the District help the Search and
Rescue group, I cannot at this time recommend approval of the request. It needs more
work.

Keith Royal, The Nevada County Sheriff Search and Rescue — Truckee
Division was formed approximately 8 years ago to service the
President,NCssAR needs of the citizens residing and recreating in the Eastern area
Nevada County Sheriff of the county. Currently the Nevada County Sheriff has an
Walt Jones, extremely large and experienced Search and Rescue division,
which services the Nevada City, Grass Valley and surrounding
Vice President,NCssAR areas. By creating a Truckee Division it has enabled the Nevada
Nevada County
sheriffs sergeant County Sheriff SAR to add manpower and resources to respond
in a timely manner to the needs of the community and the special
Ron Smith, requirements of winter Search & Rescue. The Truckee Division
Nevada County sheriff operates under the 501 (c)(3) status and directorship of the
Sheriffs Deputy Nevada County Sheriff Search and Rescue Division with an

independent Board of Directors and Sheriff Coordinator Officer.
Chris Brouwers, The Truckee Division of SAR has been endeavoring over the last
Volunteer President Elect couple of year to educate and certify our volunteers to be
Truckee Division "Mission Ready" under the criteria set forth by the NCSSAR.
Bruce Johnson, Because of this we have had to work extremely hard to increase
the number of volunteers that have the experience and
Truckee secretary certification necessary to respond to a search request as well as
develop a fundraising strategy to fund the equipment needs of
our Division.
Currently the NCSOSAR- Truckee Division has a 4-wheel drive ambulance to
utilize as our Quick Response Vehicle (QRV). We also have several trailers,
which need to be pulled by 4-wheel drive trucks during winter months. We are
approaching your organization for the donation of 2 surplus vehicles. A 1-ton pick
up and a mini pickup.

Resolution No. 2006 - 32
Declaring certain vehicles and equipment as surplus and
authorizing staff to dispose of in accordance with District policy
.WHEREAS, the District owns vehicles and equipment listed on the attached as Exhibit A; and
WHEREAS, the listed vehicles and equipment is not necessary for the District's use; and
WHEREAS, the District could dispose of the vehicles and equipment and utilize the funds from the
sale of said assets for other purposes.
WHEREAS, the surplus equipment and vehicles will be advertised with a bid opening date of
December 20, 2006.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors adopts the above recitals as its
findings; and
BE IT FURTHER RESOLVED that, for the reasons set forth above,the Board declares the vehicles
and equipment listed on Exhibit A attached, as surplus property; and
BE IT FURTHER RESOLVED that the General Manager is directed to dispose of said property in
accordance with District policy.

District on the 61h day of December, 2006 by the following roll call vote:
