Subject: RFP for Executive Recruitment Services
WHY THIS MATTER IF BEFORE THE BOARD:
This matter is before the Board for the approval of a Request for Proposal (RFP)
to secure the services of an executive search firm to fill the upcoming General
Manager vacancy.
HISTORY:
The Board held a special meeting on April 26t" to discuss the RFP. President
Taylor has extensive experience with RFP's and had suggestions on improving
the wording in the "Scope of Services" section. He was also concerned about
limiting the maximum number of pages in the submitted proposals. Director
Sutton wanted additional firms included on the list of potential consultants.
NEW INFORMATION:
I incorporated Director Taylor's suggestions into the attached version of the RFP.
I also included several more executive search firms on the list that is attached.
RECOMMENDATION:
1) Approve the attached RFP for executive recruitment services to fill the
upcoming General Manager vacancy.
2) Authorize staff to send the RFPs to executive search firms with a return
date no later than June 1 sc

REQUEST FOR PROPOSAL (RFP)
EXECUTIVE RECRUITMENT SERVICES
May 4, 2007
INTRODUCTION
The Board of Directors (Board) of the Truckee Donner,.Public Utility District
(District) is requesting proposals for professional services to provide executive
search services to fill the upcoming General Manager,Vacancy.
The search for a General Manager is necessary due to the impnding retirement
of the current General Manager after 23 years with the District.
The District operates as a special district of the State of California'providing
electric and water service in the Truckee area. All electricity provided by the
District is purchased from other outside sources. The District has its own water
sources and pumps directly to the customers. There are approximately 12,000
customers and currently the District employees 67 staff members.
The District is governed by a five-member Board, which establishes District
policy and appoints the General Manager to provide leadership, direction and
guidance to District staff. The General Manager is responsible for all aspects of
the day-to-day administration and operation of the District.
SCOPE OPSERVICES
The following provides an anticipated scope of services for the search of a new
General Manager. The 'consultant is encouraged to expand on this scope as it
deems necessary based: on previous experience. The services will include at a
minimum, the,following:
• Meeting with the Board to develop specifications for the position and
updating the job description to create a desired candidate profile.
• The development and preparation of a recruitment brochure.
• Advertising in appropriate publications, including internet sites.
• Identification of qualified candidates.
• Preliminary screening and interviewing of qualified candidates for
presentation to the Board; and
• Negotiations with the final candidate.

PROPOSAL REQUIREMENTS
To be considered for professional services, the consultant's proposal shall
include the following:
The proposal shall be a maximum of fifteen (15) pages, plus appendix material. A
typical proposal submittal may be as described below. The consultant may alter
the section page limits described below to customize their proposal but may not
alter the overall page limitation.
• Transmittal letter (1 page): Include any information believed to highlight
the proposal or any key considerations for the selection committee to
consider not covered in the proposal requirements.
• Firm Qualifications (4 pages): Provide a general overview of the firm and
its qualifications, capabilities, and capacity to complete the project.
• Firm experience (5 pages): Provide information on the firm's experience
pertinent to other General Manager, or similar, executive searches,
including references. Consultants who have worked previously for similar
special districts will be looked upon favorably,
• Firm Key Personnel (2 pages): Provide information on key personnel or
staff in the firm who would, be involved, in the process, including
descriptions of their relevant,experience. Resumes can be placed in the
Appendix and will not be included in the Proposal page limitation.
• Approach (3 pages);A,general;staternent, based on experience, as to how
the firm would.,approach the process, including estimated timelines, and
how they would work together wiM the Board of Directors towards final
appointment of a successful candidate.
• Appendix materials may be= provided, but is not required other than
specifically identified; in addition to the fifteen (15) pages proposal limit.
Appendix material, if,submitted, should be limited to resumes of key staff
and other relevant information to the scope of services.
• The firm shall coordinatd activities through the Board of Directors and
Human Resources Administrator.
• All proposals shall include identification of costs and a payment schedule
(including all direct, out-of-pocket expenses such as travel, long distance
telephone, `'photocopying, postage and office support, as applicable) in a
separate sealed envelope. This is not a part of the fifteen (15) page
limitation.
• The Board of Directors reserves the right to reject any and all proposals.

PROPOSAL SUBMITTALS
Interested parties shall submit six (6) copies of their Proposal to the District by no
later than 3:00 p.m. on Friday, June 1, 2007. The Proposal shall be presented in
a sealed envelope labeled "General Manager Executive Search Proposal" and
addressed to:

Accompanying Cost Proposal shall be labeled and provided in' i :, separate
sealed envelope.
OTHER INFORMATION
The District declares that it will incur no financial obligation for any costs by any
company in the preparation of this proposal. The Board of Directors will evaluate
each submitted proposal to select which firms will be invited for an on-site
presentation of their proposal. Such a presentation will be at the vendor's
expense and will provide an opportunity for the firm to clarify its proposal to
ensure a thorough mutual understanding._
