Subject: Purchase of cab and chassis for electric department
Why this matter is before the board
It is the policy of the District that vehicle purchases be presented to the board for action.
History
During the District's 2007 budget deliberations Department Managers submitted and
described their five year capital improvement programs to the Board of Directors. Within the
electric Departments CIP a five year vehicle replacement program was mapped out to
replace those vehicles found to be in a state of disrepair or beyond their useful life and add
additional vehicles due to the growth of the District's electric services.
For 2007 and 2008 the electric department asked that the Board consider the following:
2007— Replace units 28 and 41 at a cost of$42,000 and $33,000; utility body$6000
2008—Add one "Line Truck" at a cost of$195,000
New Information
In 2005, the boom on the District's 1985 4wd Double Bucket Truck, unit 17, required a
complete overhaul. In late 2006, due to recent State of California air quality regulations, the
District surplused unit 17 in that the cost of a complete retrofit of a 1985 model vehicle was
not cost effective. As such, electric and support services staff saw an opportunity to save
the District a considerable amount of money by mothballing the recently rebuilt double
bucket boom for use at a later date.

As stated, the electric department has planned to add one line truck to the fleet in 2008, at a
cost of $195,000. This is due to the need for a two man bucket truck for all "rubber gloving"
activities. However, "rubber gloving" will begin during the summer of 2007. As such it is
necessary to push this purchase up one year, and not replace units 28 and 41 until 2008.
Further, the cost of adding a new vehicle will be far less than expected, approximately
$96,000, in that we will place the mothballed double bucket boom on a new cab and
chassis. This equates to a savings to the District of$99,000 over a two year period.
Recommendation
It is requested that the Board authorize staff to purchase a new International 7300 cab and
chassis through the State of California's CMAS program at a cost not to exceed $96,000.
Funds for this purchase are available from that allotted for the replacement of units 28 and
41 and new utility body, $81,000, and electric operations, $15,000.
