Subject: Special meeting of April 13, 2007
After talking with Pat and Ron and then with Steve Gross, I thought long and hard about
the special meeting that is being called for Friday the 13th. It is my understanding that
the purpose is to ask me to reconsider my notice to retire, or to ask me to stay until
early in 2008. 1 have thought about these options and must decline to entertain either.
need to stick firmly to my decision to leave on August 16. 1 do not plan to attend the
meeting since I have already made plans to spend time out of town with Debi.
There are issues that the Board needs to deal with, some in closed session and some in
open session. They do not fall under the subject of performance review of the general
manager,
I appreciate the kind words that have been spoken to me during the past couple of days
and the respect for me that has been expressed. The District has a very good staff to
move District projects forward for the next several months and into 2008.

Gear Directors,
This letter is nutice of my plan to retie. rAv last day on the job will be August 16, 2007- 1
will then use up accrued vacation, whim will take me to December 1, 2007, and that will
be the date that my retirement will officially begin.
At one point I nad planned to retire 'Nhen I turnad si,'ty-two. Several people as►ced me to
consider staying a ;vhile longer to help deal voth complex matlers that were on the
immediate horizon, such as filling the vacancy left by Kim, succession planning,
organizational structure, water meters, corporation yard and broadband. There is great
animoslfy directed at me by members of the community, developed in part by the
attached letter sent by Scott Terrell, and widely circulated to the group that is advocating
more aggressive conservation activities, This letter went well beyond the initial
distribution list, as e-mails seem to do, and eventually got to me. The damage is done
arid I do not see any way to change Mat.
it is also clear that directors have issue3 with me. Clearly there are unspoken concerns
with me that affect my relationship with the Board. Until the April 4 Board meeting I did
not realize how deep this problem runs. The comments made by the public were difficult
enough, hLit the comments of the directors clarified for me the extent of the problem.
District staff feels frustrated and hurt try the Board's a;tions toward 'hem. There is a
general feeling of lack of appreciation for staff. There is a feeling that the Board
conside,s the staff as adversaries
In any event. I choose to ieave rather than go on *e this. There are a couple of issues
that I would line to focus or during the remaining tour months that I will be here_ I would
b happy to discuss my t:ioughts with the Board.
