History: My last day on the job as General Manager is August 16. You need to be thinking about recruiting a replacement and also about securing the services of an interim General Manager. The Board discussed this at the last Board meeting and asked Nancy Waters to prepare a draft Request for Proposals to be sent to executive search firms. You discussed the desire to spend time developing a specification or profile of the General Manager that you are seeking. You also talked about reviewing the formal job description of General Manager, since the current description dates back to 1984. Ted Owens offered the idea that the Board may want to consult with respected members of the community as part of the process. I suggest you also consult with District staff regarding desired characteristics in a General Manager. All of these tasks can be accomplished once you employ the services of a search firm. The search firm can facilitate these tasks. New information: Attached is a draft RFP prepared by Nancy Waters for your review. Plus a list of potential search firms. Recommendation: I recommend that the Board discuss and edit the draft RFP and then approve it and direct the District Human Resources Administrator to send it to the list of search firms. TRUCKEE DONNER PUBLIC UTILITY DISTRICT REQUEST FOR QUALIFICATIONS AND PROPOSAL EXECUTIVE RECRUITMENT SERVICES May_, 2007 INTRODUCTION The Board of Directors ("Board") of the Truckee Donner 'Public Utility District ("District") is requesting a statement of qualifications and cost proposal for professional services to provide executive search services to the District to fill the upcoming General Manager vacancy. The search for a General Manager is due to the impending retirement of the current General Manager after 23 years with the District. The District operates as a special district of the State of California providing electric and water service in the Truckee area. The five-member Board, which establishes District policy, appoints the General Manager to provide leadership, direction and guidance to the District. The General Manager is responsible for all aspects of the day-to-day administration and operation of the District. SCOPE OF SERVICES` As envisioned, the services we require include the identification of persons for this position who possess strong management and technical skills in order to secure a sufficient pool of quality`candidates for interviewing by the Board. Specifically, services would include developing specifications for the position, a desire€i=' 'c and idate profile, the development and preparation of a recruitment brochure, advertising in appropriate publications, identification of qualified candidates, preliminary screening and interviewing for presentation to the Board, and negotiations with the final candidate. PROPOSAL REQUIREMENTS In submitting a response to this RFQ/P, please include the following: • The firm's qualifications, capabilities, and capacity to this process. • The firm's experience pertinent to other General Manager, or similar, executive searches, including references. • Personnel or staff in the firm who would be involved in the process, including resumes for these individuals along with descriptions of relevant experience. • A general statement, based on experience, as how the firm would approach the process, estimated timelines, and how they would work 1 together with the Board of Directors towards final appointment of the successful candidate. • The firm shall coordinate activities through the Board of Directors and Human Resources Administrator. • All proposals shall include identification of costs and a payment schedule (including all direct, out-of-pocket expenses such as travel, long distance telephone, photocopying, postage and office support, as applicable). • The Board of Directors reserves the right to reject any and all proposals. OTHER INFORMATION The District declares that it will incur no financial obligation for any costs by any company in the preparation of this proposal. The Board of:Directors will evaluate each submitted proposal to select which firms will be invited for an on-site presentation of their proposal. Such a presentation will be at the vendor's expense and will provide an opportunity for, the firm to clarify its proposal to ensure a thorough mutual understanding.
