HomeMy WebLinkAbout6 Euer Valley Parcel Sales Agenda Item # (7 rUCKEE w Public Memorandum To: Board of Directors From: Peter Holzmeister Date: April 10, 2007 Subject: Sale of Euer Valley Road parcels Why this matter is before the Board: This matter involves declaring two parcels of District owned land surplus so they can be sold to generate funds for construction of the corporation yard. This matter requires Board action. History: For several years, we have been talking about the need to establish a new corporation yard. We need more space to store utility material, such as poles, wire, water system pipe, transformers, and concrete boxes. We also need space for parking vehicles under a roof. We need more space to maintain and repair the equipment in our vehicle fleet. We acquired land from Chris Steele when he completed work on the Coyote Moon Golf Course. Our plan was to use a portion of that land as the site for the new corporation yard, and to sell the rest of the land to provide the cash to construct the facility. Before we can sell the land, we needed to establish parcels separating the land we wished to keep and designate the land we wished to sell. When we applied for lot line adjustments, the Town was in the process of revising the Town General Plan. That process is now complete and our lot line adjustment request has been approved. At a workshop on January 3, 2007, we reviewed the new parcel configuration. I was asked to bring this matter back for a continuation of that workshop. I was asked to prepare a map showing the parcels and all easements and dedicated rights-of-way so the Board has a full description of the status of the parcels. That was done at the march 21, 2007 Board meeting. At that time, we discussed that the next step would be to declare the parcels as surplus and offer them to the public agencies as set forth in law. New information: Although the Town of Truckee has approved the reconfiguration of the parcels, assessor parcel numbers have not yet been assigned by Nevada County. We expect to receive notice of the new APNs within the next few weeks. At this time, the three parcels are identified as Resultant Parcel 1, Resultant Parcel 2, and Resultant Parcel 3. The attached map will help you locate these three parcels. We intend to keep Resultant Parcel 2, and sell Resultant Parcels 1 and 3. State law requires that we offer the surplus parcels for sale or lease to the School District, the Recreation District, the State of California and any local agency providing low and moderate income housing (the Town of Truckee and the Nevada County Housing Authority in our case). These agencies have sixty days to respond. If one of them wants to acquire the site, it must pay fair market value. If none of them want the site, we can sell it to a member of the general public. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors adopts the above recitals as its findings; and BE IT FURTHER RESOLVED that, for the reasons set forth above, the Board declares the above described parcels of real property as surplus property; and BE IT FURTHER RESOLVED that the District comply with the applicable statutory requirements for the disposal of surplus property and actively pursue disposal of the above described parcels of real property.
