Subject: Purchase of 2007 District Replacement Vehicles
Why this matter is before the board
It is the policy of the District that bids for purchase of vehicles are presented to the board for
action. I spoke with the District mechanic Chris Brouwers and would like to change the
recommendation regarding award of the contract for purchase of vehicles.
History
The District has five vehicles that are old, past their useful life and becoming problems for us.
The vehicles are as follows:
Unit 9, 1997 GMC 3/4 ton pickup (which we intend to keep and reassign because it has a
new motor)
Unit 25, 1998 GMC 3/4 ton pickup
Unit 37, 1992 GMC '/2 ton pickup
Unit 21, 1991 GMC 3/4 ton pickup
Unit 32, 1991 Jimmy SUV
Support services staff, with the assistance of the water superintendent, prepared the necessary
vehicle specifications. The budget contains$151,475 for this purpose.

New Information
On March 19, 2007, bids for these vehicles were opened. Bids were received from three of the
five automotive dealers we contacted. It should be noted that we also publicized the bid in our
local paper.
The three bids received are:
Champion Chevrolet Schedule A (pickups) $77,877.00
Schedule B 21,238.25
Total $99,115.25
Weaver Auto &Truck Schedule A $81,636.00
Schedule B 23,476.00
Total $105,112.00
Winkle GMC Truck Center Schedule A $78,570.00
Schedule B 21,922.19
Total $100,492.19
The low bidder is Champion Chevrolet. There was initially some disagreement over whether
Champion Chevrolet met all specifications. The confusion related to the provision of diagnostic
software that would allow our mechanic to perform repairs on the vehicles. Based on a
conversation Chris had with Champion Chevrolet, we now believe they are able to meet our
requirements.
Recommendation: I recommend that the board award the contract to Champion Chevrolet in
the amount of $99,115.25

Why this matter is before the board
It is the policy of the District that bids for purchase of vehicles are presented to the board for action.
History
During deliberations on the 2007 budget, we discussed the need to replace vehicles in the fleet that
had reached their useful life. The budget as adopted by the Board listed 5 vehicles for replacement
and allocated $150,000, to be funded by a loan. Following is a list of the vehicles appearing in the
budget:
One (1) 4x4 SUV
Four(4) 1 Jon 4x4 Cab&Chassis
Support services staff, with the assistance of the water superintendent, prepared the necessary
vehicle specifications.
New Information
The bid opening for these vehicles is scheduled for March 19, 2007. Further, we have been advised
that the cut-off to order vehicles for 2007 is March 23, 2007. As such we have placed this item on the
agenda for March 21, 2007. So as to give you an opportunil to review the bids received, we will
deliver the bid details to Board members on Tuesday, March 20t .
Recommendation
A recommendation will be included in the updated staff report on March 20th
