Subject: Transformer Bid Award Recommendation
1. WHY THIS MATTER IS BEFORE THE BOARD
Only the Board can approve bid awards.
2. HISTORY
The District's annual purchase of transformers is required to meet our customer obligations
and the purchase has been budgeted. Last year we had a discussion of the differences
between biodegradable dielectric and traditional mineral oil based dielectric fluid. The
board decided to use biodegradable oil in the pad mounted and pole mounted single
phase transformers (Schedules A and B) for the contract.
3. NEW INFORMATION
Again this year we have asked vendors to bid on two different types of dielectric fluid for
each transformer: standard, petroleum-based mineral oil, and biodegradable, seed-based
oil. I will be happy to address any questions you have about the differences between the
oils.
We have also made some changes to our material specifications regarding maximum and
minimum dimensions as well as specifying a minimum bushing height. These changes
came from field feedback and are an attempt to address some issues we have had with
our previous contract. These new requirements ensure that the transformers supplied to
us will work with the concrete pads we currently use and will allow us to make connections
in a safe manner.
Bids have been opened and analyzed for the District's purchase of transformers. Attached
are summaries of the bid information received. The bid results show the description and
quantity of transformers required, vendor name, dielectric fluid type, quoted price, delivery
time, and any noted exceptions to our bid requirements.
The following factors were used in determining the successful bidder: price, adherence to
our contract and specifications, and delivery time. The lowest bid price was determined by
the Total Owning Cost (TOC) formula calculation. The TOC is equal to the sum of the Unit
Price plus the cost of No Load Losses plus the cost of Load Losses. The TOC calculation
allows the District to determine the transformers with the lowest overall ownership costs,
which may not always correspond to the lowest unit prices. The low bidder for a category
type will be determined by the summation of the TOCs for all transformers within that
category, based on a quantity of one (1) for each transformer. The TOC prices and low
bidders are depicted in Table 1. Adherence to our contract and specifications is very
important, however minor deviations from our specifications may be permitted based on
our review of the particular situation. Delivery time, however, is very critical due to our
short construction season.
We are frequently faced with the need to utilize transformers in quantities that we do not
have in stock and as a result are required to go out to bid. Bidding each and every time is
an expense to the District and increases the time it takes to purchase transformers. For
this reason, we requested pricing to be good for a period of one year, from 3/1/07 through
3/1/08. The contract prices shown on the attached Bid Award Recommendation table are
good for orders placed until 6/30/07. After this time, our contract allows the vendors to
calculate and apply escalation /descalation percentages to transformer prices once per
calendar quarter until the end of the contract period.
4. RECOMMENDATION
We believe the advantages of biodegradable oil justify its increased cost compared to
traditional mineral oil filled transformers. Therefore we recommend, in decreasing order of
preference, the following bid award options for the Board's consideration:
Option 1: 1 recommend the Board approve the use of biodegradable oil for all District
transformers and award Schedules A, B, C and D to the biodegradable oil transformer
vendors as shown on the attached Bid Award Recommendation table with pricing good for
1 year, subject to 3 quarterly escalation/descalation price adjustments until the end of the
contract period.
Option 2: 1 recommend the Board approve the use of biodegradable oil for single phase
polemount and padmount transformers and award Schedules A and B to the
biodegradable oil transformer vendor and Schedules C and D to the mineral oil transformer
vendors as shown on the attached Bid Award Recommendation table with pricing good for
1 year, subject to 3 quarterly escalation/descalation price adjustments until the end of the
contract period.
Option 3: 1 recommend the Board award Schedules A, B, C and D to the mineral oil
transformer vendors as shown on the attached Bid Award Recommendation table with
pricing good for 1 year, subject to 3 quarterly escalation/descalation price adjustments until
the end of the contract period.
