Subject: Casting a ballot for LAFCo alternate special district member
Why this matter is before the Board: This matter involves casting a ballot for election of
Alternate Special District Member on Nevada County LAFCo. Only the Board can perform
that task.
History: The LAFCo commission is comprised of two members from the county
supervisors, two members appointed by the cities in Nevada County, one member
representing the general public and two members appointed by the special districts in the
county. There are also alternate members representing those same categories. When an
alternate term of office of a LAFCo member representing the special districts is open, the
special districts are asked to nominate a person to fill the vacancy. After the nominations
are received by LAFCo, a ballot is sent to each special district, votes are cast, and the
vacancy is filled.
New information: You will recall that recently Kurt Grundel vacated the Alternate Special
District Member position and was voted to serve as a member of the Nevada County
LAFCo board. This left the position open for a LAFCo Alternate Special District Member.
LAFCo only has one nominee, Mr. Ron Perea of the Truckee fire Protection District for
election of a LAFCo Alternate Special District Member to complete Mr. Grundel's term,
which ends in May 2009. Mr. Perea's candidate statement is attached.
Recommendation: We can either caste no ballot or caste a ballot for Mr. Perea to be
Alternate Special District Member of Nevada County LAFCo.

You will recall, no doubt, that we recently requested nominations for the ter-

Valley Fire Protection District Board, who was the only nominee for the voting
position vacated by Hank Weston.

County Alternate Once again we have only one nominee, Mr. Ron Perea of the Truckee Fire
-vacant-
Protection District. We are therefore enclosing a ballot showing only Mr. Perea's
Districts Alternate name for election of a LAFCo Alternate Special District Member to complete
Alm Kilburn Grundel's term, which will end in May 2009. A candidate's statement for Mr.
Public Alternate Perea is also included.

1. A notice requesting nominations is sent to each Independent Special

Assrstani Clerk 3. The ballot packets are sent to each Independent Special District for
completion and return within not less than thirty(30) days. The ballot
may not be photocopied—only the original ballot will be counted.
Only the Chair of a district's Board of Directors or a substitute appointed
by the Board may complete and sign the ballot. (If a substitute is to sign
the ballot, a copy of the resolution appointing him or her must be included
with the ballot returned to LAFCo.) Lack of this person's original
signature on the ballot will invalidate that district's vote.
4. The ballot must be returned to LAFCo no later than the date stated on the ballot: March 26,
2007. Ballots received after 5:00 p.m. on that date will t cast its be andvot will not bees of counted. In
an effort to assure that every district has an opportunity o
meeting schedule,and in recognition of the time required for mail delivery between Nevada
City and Truckee, copies of this ballot packet will be transmitted by email and/or fax to dis-
tricts which have such service. This is done for information purposes, so that districts will
have ample leadtime to put the vote on their meeting agendas. On1y ri liga-mot

5. The votes will be tallied by LAFCO staff, in the presence of a witness not affiliated with

Truckee Fare Protection District recently nominated Chairman Ron Perea for the
position of"Alternate Special District Member" for Nevada County LAFCo. It is
anticipated that Penn Valley Fire Protection District Director, Kurt Grundel will
move to the voting member position thus creating the opportunity for Director
Perea.
Attached you will find his brief resume/letter of interest. I have known Ron Perea
both professionally and personally for more than 10 years. I have always found
his work to be professional and of high quality. He is a man of integrity and given
the opportunity, I am confident he would faithfully fulfill his obligations as a
LAFCo commissioner.

Ronald (Ron) E. Perea
I am Ron Perea, Board Member of the Truckee Fire Protection District and I
am seeking your support. My fellow Board Members recently nominated
me for the position of "Alternate Special District Member" for the Nevada
County Local Agency Formation Commission, I have accepted the
nomination.
I was elected to the Truckee Fire Protection District Board and took office in
December 2004. I am currently serving as Board Chairman and have been
since January 2006. I retired as Sergeant in 2003 after serving 31 years, all
in the Truckee area, with the Nevada County SherifF s Department. In my
many years in Truckee I have been involved in the community both as law
enforcement and as a concerned citizen.
I am a good listener and will look at all aspects before making a decision. I
will participate in and have suggestions which may help in any decision
making on issues the may come before the Commission.
I have the time to be committed and therefore I want to serve on the Nevada
County LAFCo. as "Alternative Special District Member". I appreciate your
support.
