HomeMy WebLinkAbout11 Employee Assistance Program Agenda Item # it Public DONNER ct Workshop To: Board of Directors From: Nancy Waters, Human Resources Administrator Date: March 21, 2007 Subject: Employee Assistance Program WHY THIS MATTER IF BEFORE THE BOARD: This matter is before the Board for the discussion of providing an Employee Assistance Program (EAP) for District employees. WHAT IS AN EAP? EAPs are programs offered to employees by employers in conjunction with a health insurance plan that are intended to help employees deal with personal problems that might adversely impact their work performance, health, and well-being. EAPs generally include assessment, short-term counseling and referral services for employees and their household members. EAPs do not include treatment. WHAT ARE THE BENEFITS OF AN EAP FOR EMPLOYEES? Employees and their family members may use EAPs to help manage issues that could adversely impact their work and personal lives. EAP counselors typically provide assessment, support, and if needed, referrals to additional resources. Some examples of issues include: • Substance abuse • Emotional distress • Major life events, including births, accidents and deaths • Health care concerns • Financial or legal concerns • Family/personal relationship issues • Work relationship issues An EAPs services are free to the employee as they are pre-paid by the employer. The employer contracts with a third-party company to manage the EAP. Confidentiality is maintained in accordance with privacy laws and professional ethical standards. Employers usually do not know who is using their EAP, although the employer may recommend that the employee seek EAP assistance due to job performance or behavioral problems. HOW DOES AN EAP BENEFIT THE EMPLOYER? Possible benefits of offering an EAP include: • Increased employee productivity and morale • Reduced absenteeism and lost work time • Prevent or lower the number of disability and workers compensation claims • Attract and retain employees • Comply with drug-free workplace and work force laws • Affordable method to show concern for employees in balancing their work and personal lives • Offering assistance is more effective than discipline or termination WHAT SERVICES DO EAPs PROVIDE? • Licensed professional counselors available 24/7 • Confidential assessments, referrals and follow-up • On-site promotion of the EAP with employees including orientations, seminars, brochures, posters, etc. • Supervisory training teaches supervisors how to identifity and effectively refer employees with unacceptable attendance, conduct or job performance. Their organization can provide these services to the District for $225 per month based on the number of employees. RECOMMENDATION: This is a workshop. No formal action is needed.
