Subject: Geotechnical Testing Services for Summer 2007
1. Why this matter is before the board:
Board authorization is required for expenditures in excess of$15,000.
2. History:
In the Spring of 2006, the District issued a Request for Proposals for Geotechnical Testing Services.
Proposals were submitted by eight firms. All eight firms were qualified to perform the work and the
Board awarded a contract to Converse Consultants based upon staff recommendation.
3. New information:
The Board has awarded contracts for construction of about 16,500 feet of water pipeline (along
with service laterals and fire hydrants) during the Summer of 2007. There are also foundations,
site piping and parking areas for the Alder Drive Pump Station, Fibreboard Well, and new Sierra
Meadows Pump Station. All of these facilities require some form of testing to ensure that soils
are properly compacted and that asphalt is properly placed.
The work performed by Converse during the Summer of 2006 was satisfactory. District staff are
not trained or equipped to perform this testing work. Based on the satisfactory work performed
by Converse in the past, I requested that Converse provide a new proposal to perform testing
work for the planned 2007 construction described above. A copy of the proposal with Converse
is attached.
If the proposal is approved by the Board, I will write a Task Order in the District's standard
format covering the work.
4. Recommendation:
I recommend that the Board approve entering into a new Task Order with Converse Consultants
to perform geotechnical testing services at an hourly rate of$65 per hour, in an amount not to
exceed $27,681.

SUBJECT: 2007 MASTER SERVICES AGREEMENT
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
Converse Consultants (Converse) welcomes the opportunity to again provide
geotechnical testing services to the Truckee Donner Public Utility District. This
proposal is presented as an agreement,for material testing services as discussed
below. The purpose of our services will be to verify that pipeline bedding and
backfill is being properly placed and compacted and that A/C paving restoration
of damaged roadways is being performed to project specifications.
Converse Consultants has provided services to the Truckee Donner Public Utility
District (TDPUD) since 2002. During that time, the undersigned has served as
the project engineer and in many cases performed field services during the
construction of concurrent projects.
Converse provides many advantages to the TDPUD. A partial list is as follows:
1. Converse has the ability to also provide competent inspection services.
Converse has provided these services to TDPUD on past projects
providing the proper frequency of reporting and provided services exactly
matching the project scope of work and budget. Converse has an
accredited laboratory which can promptly review imported or native fill
materials for in-use approvals or rejections. This is essential for keeping
the contractor on schedule, minimizing traffic delays and keeping the work
within specifications as the regional supplier can often fail to deliver in-
spec materials as load-out demands exceed plant OC goals.
2. Converse has the experience in working both in Placer and Nevada
Counties. Both of the agencies have different testing requirements that

have to be adhered to by the testing laboratory and in the field.

3. Converse has also provided a full range of inspection and construction
management services to the Squaw Valley Public Services District and the
Quincy Public Improvement District.
4. The Converse inspector for the project will be Mr. Tony Parenti. Mr.
Parenti provided services during the past two years master services
agreements and has worked well with both the various contractors and the
district project engineers. One ability of Tony's is to coordinate with the
contractor and district project engineer to effectively manage daily travel
and site visit time as well as to make sure that required tests are
completed in such as way as to not delay the contractors productivity.
Tony was also diligent in making sure that all reporting was submitted to
the TDPUD in a timely manner.
Please review the attached proposal that specifically addresses the forecast
2007 projects' testing needs as presented to Converse in verbal discussions with

SECTION 2: FIRM DESCRIPTION
Converse is a nationwide consulting engineering firm with ten offices located
throughout the United States. Our professional staffs are well trained and
experienced in all facets of structural and geotechnical testing and inspections
and especially with regards to the testing and inspection requirements of
TDPUD.
Converse Consultants was founded in 1946 by Professor Frederick J. Converse
in Pasadena, California, to provide the construction industry with geotechnical
engineering and geological services. As a pioneer in modern soil mechanics,
Professor Converse developed many innovative techniques and products to deal
with varied and complex foundation engineering issues. Converse has provided
professional consulting services on projects which have varied from rocket
engine test facilities to high rise buildings, steel mills to dry docks, and from
compacted fill for residential construction to power tunnels, roadways,
wastewater treatment plants, and reservoir dams.
As a measure of our achievements and successful operations during the past 60

As a result of our technical excellence and client-oriented services, Converse has
grown substantially and has offices in California (Sacramento, Monrovia,
Redlands, Costa Mesa), Nevada (Reno, Las Vegas, Elko), Arizona,
Pennsylvania, and New Jersey. Our organization has more than 300
professionals consisting of geotechnical engineers, civil and structural engineers,
engineering geologists, environmental scientists, deputy inspectors, laboratory
and field technicians, drafting/CAD specialists, drilling and several other support
personnel specialized in their respective fields. Our offices have more than 100
licensed and experienced technicians and deputy inspectors specialized in their
respective fields (including concrete, masonry, batch plant, fireproofing,
shotcrete, soils, structural steel, welding, and non destructive testing).
Our services include various disciplines of geotechnical engineering, applied
geology (hydro-and engineering geology), materials inspection, soil and rock
testing/analyses, materials testing, and environmental sciences and engineering.
Converse has been providing materials testing and inspections in Nevada for
over 30 years. Converse maintains accredited laboratories in both Nevada and
California and regularly performs tests for projects similar to those anticipated for
this contract. The Converse laboratory complies with requirements of ASTM
D3740-92 for the testing of soil, rock and building materials. The laboratory is
AMRL and CCRL approved and participates in round robin testing, and as such,
has published a comprehensive in-house quality assurance manual based on our
techniques.
Our "Depth of Personnel' differentiates Converse over other local firms. Both Mr.
Parenti and Mr. Stanphill have direct experience with TDPUD since the 2002
construction season. Converse has strived to meet the needs of TDPUD and will
continue to do so. Mr. Doug Rich who provided services during the 2002, 2003,
and 2004 construction seasons will also be available to provide services to
TDPUD. Mr. Rich currently manages field services in our Sacramento area office.
Performance and cost-control are essential elements of the services provided by
Converse. As evidenced by our longevity and continued success, Converse has
excelled in meeting and/or exceeding the expectations of our clients. With

SECTION 3: PAST REGIONAL EXPERIENCE
Our expertise is best demonstrated by our extensive project experience and the
confidence our clients have placed in us for their most important projects.
In 2003, Converse was the proud recipient for the 2003 ASCE Presidents Award
for the Outstanding Achievement in Civil Engineering for the project at Intrawest
Resort in Squaw Valley, Nevada. This project included all aspects of a material
testing project. This included reinforced concrete, structural steel and welding,
reinforcing bar, fireproofing, asphaltic concrete pavements, soils, waterproofing,
post-tensioned concrete, and masonry inspections and testing. As a part of the
project, reconstruction of water and sewer services throughout the Olympic
Village was required. The project was made even more difficult by the severe
weather conditions throughout large portions of the construction phase. There
were no breaks in the construction for snow. In some instances, construction
materials had to be specially formulated for the cold weather conditions. It was
not uncommon for well over 500 yards of concrete to be placed in a single day.
The following is an abbreviated list of relevant project experience.
1. Truckee Donner Public Utility District
Converse has provided compaction testing and inspection services to
Truckee Donner Public Utility District since 2002. Projects have been
located from Donner Lake to Glenshire which included locations between.
Testing requirements were in accordance with TDPUD, Nevada County
and Placer County specs and guidelines. Services included both soils
compaction and asphalt concrete testing and inspection.

2. The Resort at Squaw Valley, Intrawest Development
Converse provided complete material testing services on the post-
tensioned slab parking garage, and the second, third phases and
completion of the Resort Construction. The resort is 4 stories high with a

complete basement. Services were provided by our ICBO Certified
Inspectors were in accordance with Uniform Building Code Requirements.

Converse has provided compaction testing services on numerous projects
for the Washoe County Water Department on projects throughout Washoe
County since 1999. Recent projects this past year included the Heppner
Water Lines, Mt. Rose Water Lines. Converse worked with the contractor
and district to determined achievable goals with regards to recycling of
existing pavement materials.

Converse provided services during construction of Phase 1 (to current) of
the water line replacement project in Sacramento, California. Services
included inspection services for all main replacement and tie-ins.
Converse also assisted the district in provided field measurements. Our

SECTION 4: INTRODUCTION OF KEY PERSONNEL
From the field inspectors to the office management, employees of Converse are
dedicated and committed to the successful completion of this project. Included in
Appendix A are resumes for the Key Personnel who will be providing services to
TDPUD.
Highlights of our staff expertise are as follows:
Principal
Engineer: Mr. Dean R. Stanphill, PE, GE, REA
ICBO Structural Steel and Welding, Masonry and
Spray Applied Fireproofing
Mr. Stanphill will act as the Principal-in-Charge for the
project. With almost 20 years of applicable experience, he
has overseen most of the geotechnical engineering and
construction material testing and inspection performed by
Converse throughout California and the northern Nevada
area. His professional experience includes numerous water
treatment facilities, wastewater treatment plants, correctional
facilities, schools, hospitals, and sports event centers
throughout California and Nevada.
Primary Field Tester & Project Manager:
Mr. Parenti will be the primary field tester that will provide
services to TDPUD. Mr. Parenti has been the primary field
tester for the previous two seasons for TDPUD projects. Mr.
Parenti is a project manager at Converse Reno Office and is
responsible for project oversight, document review and
report submittals. More specific, he is responsible for
overseeing all Converse field staff for scheduling, project
requirements, pre-construction meetings, on-site supervision
and project review. He is responsible for client billing and
project budgeting. He also assists Mr. Stanphill on project
proposals and geotechnical investigations. Mr. Parenti is the
RSO officer and is responsible for Converse's radioactive
materials license and maintains the reciprocal agreement
with the State of California Department of Health Services to
possess and operate nuclear devices in California.

Field Tester: Mr. Andy Jordan, ICBO, ACI: Mr. Jordan has ICBO
certifications for reinforced concrete, structural masonry, pre-
stressed concrete, structural steel and welding and concrete
field testing. Mr. Jordan has provided material testing and
inspection services for over 5 years on projects in California
and Nevada.
Laboratory
Manager: Mr. Bruce Huff NAQTC WAQTC ACI
Mr. Huff has 10 years of applicable experience. Specific areas
of expertise include all facets of soils, concrete and asphalt.
Mr. Huff oversees all facets of our Reno Office laboratory
including materials testing and accreditations.

SECTION 5: SCOPE OF WORK
The proposed projects for the 2007 construction season include the following:
District Pipeline Replacement —Two concurrent waterline replacement projects
that will be conducted by separate contractors and contracts. It is anticipated
that the contractors will have provided former TDPUD project work. The projects
are to include 6,500 and 10,000 linear foot water line replacements with C900
PVC pipe. Converse will provide nuclear density material testing of pipe line
bedding sand, Type II aggregate base, (any) native or import soils, and asphaltic
paving.
Pump Station Construction — Two concurrent pump stations will be constructed
to boost District water system pressure. Converse will provide nuclear density
material testing of pipeline bedding sand, Type II aggregate base, (any) native or
import soils, and asphaltic paving. Converse will provide special inspection of
any reinforced steel, concrete or masonry testing, high strength bolting or
welding as required by project specifications under provisions of ICC 1704.
Our proposal is based on the duration of all 2007 Work has been determined to
be within 70 working days. As a start date is unknown at this time, Converse
anticipates all work to be tested to be conducted between April and November of
2007 and will be available for continuously pre-scheduled testing within the
period and on-call testing outside of the period.
Project Specification Review and Pre-construction Meetings
The essential element in our services is to review any Special Provisions of the
Contract Documents. When received, our staff will review plans and material
specifications and discuss any questions that come up with key project
personnel. Converse will be on hand for all projects pre-construction meetings.
At the time that tentative schedule and project demands are made known to
everyone, Converse can make sure to have the resources ready for pre-
construction meetings.
Nuclear Density Compaction Testing Services
Converse primary responsibility is to provide periodic nuclear density testing of
backfill materials in pipe trenching. It is anticipated that these projects will use
engineered bedding sand for pipe zone and Type II aggregate base for trench
zone and final backfill. Asphalt paving will be performed to existing pavement
cross-sections. Slurry seal of effected roadways will be outside of the scope of
our services (testing of slurry is available upon request at the time and materials
basis). In the event that on-site excavated native soils or imported native soils
are used, Converse will anticipate a 48 hour contractor pre-notice for material

testing prior to application. In the event that imported engineered bedding and
base material are observed and found through testing to be variant to
specifications, Converse may, with the TDPUD project engineer's approval
sample and test material and if found to be out of spec, direct the contractor's
progress activity from the project engineer's determination of acceptance or
rejection of materials, placement, or removal and replacement.
Roadway Pavement and Surface Treatment Testing and Inspection
Converse will proceed as described for previous tasks. Our work will also
include verifying that the materials such as aggregate and oil that were contained
in the submittal are anticipated to be available throughout the life of the project.
Converse can provide all required inspections as well as post-construction coring
and laboratory testing.
Other Testing
If the building plans for the pump houses require special inspection, Converse
can supply all services per our attached fee schedules.

SECTION 6: FEES AND PROJECTED 2007 BUDGET
Converse will conduct all services on a time and material basis as follows:
Basic Hourly Rate: $55/hour for project proposals, specification review
and project reporting
Prevailing Wage
Hourly Rate

by the TDPUD): $65/hour-The minimum daily fee will be 3 hours for
project testing and inspection including in-route
cancellations. It is anticipated that most days will be
between 4 and 6 hours billing. When continuous
testing is required for asphalt paving or as job
conditions or contractor schedules require extended
testing, Converse will bill time and a half for overtime
(exceeding 8 hours and or a 40 hour work week).
Travel Time: Testing-all billing will include a daily 2-hour daily
travel/set-up/break-own period. This travel time will
be billed in a rotating schedule to each job tested
during concurrent testing periods. For emergency
call-outs or engineering consultation by Dean
Stanphill, travel time will be charged at the standard
hourly rate.
Mileage: No charge for routine scheduled services provided by
Converse. For emergency call-outs or engineering
consultation by Dean Stanphill, travel time will be
charged at the standard hourly rate.
Charge per
Compaction test: No charge for compaction tests when the standard
hourly rate is the basis for charges. If the project
were charged on a per test basis (the RFP states a
total of four tests per day — two tests per project), the
fee would be $50/test.
Standby time: $55/hour

Based upon the projected projects' scope of work and forecasted duration as well
as reviewing our billing of the previous two years projects we anticipate the
following estimate for time and materials. We anticipate a not to exceed amount
to be stipulated in our contract which we would adhere to unless scope of work or
project durations exceed at which point we will submit a change order for
additional services.

It is our opinion that project services can best be provided at the basic hourly rate
basis. In this manner, Converse would be free to work with the project engineer,
town inspector and contractor to determine the frequency of nuclear density
testing without any extra charges to the Truckee Donner Public Utility District
(TDPUD). As stated in the proposal, it is our opinion that obtaining the proper
compaction and product will be a team effort between the contractor, TDPUD,
and Converse. Our proposal is submitted on an hourly basis, this allows
Converse the time to work with everyone involved to produce the best product for
TDPUD. Only the number of hours allowed and approved by TDPUD would be
charged.

SECTION 7: SUBCONTRACTORS
Converse does not anticipate boratoSe of any subcontractors
Converse has a full service laboratory to service testing needs of TDPUD,
including soils, concrete and asphaltic concrete.
SECTION 8: SPECIAL INFORMATION
At Converse, our mission is to work together to provide responsive and quality
geotechnical, environmental, and materials engineering services to our clients
with the objective of developing long-term client relationships. We will conduct
ourselves as professionals, and maintain the standards of personal and
professional integrity and ethics.
With our proven track record with TDPUD on previous projects along with our
expertise of our staff with particular strength in project management shows that
we can commit to excellent service.

Laboratory and testing equipment
Laboratory testing would be performed by Mr. Huff which his duties are dedicated
solely to the laboratory which enables him to meet the TDPUD's needs for timely
laboratory testing. Our Reno laboratory capabilities include all aspects of soil,
aggregate, Portland cement concrete and asphaltic concrete testing
we have a full
to all ASTM standards. Another benefit of TDPUD's location
service laboratory in Sacramento allows greater capacity for work which is fully
accredited and LEA certified. .
The Reno office of Converse maintains a State of Nevada Radioactive Materials
License (00-11-0355-01) with reciprocal use arrangements with the State of
California. The fleet of testing devices includes: three Humboldt 5001 EZ nuclear
density gauges, two Troxler 3440 nuclear density gauges, two Campbell Pacific
Nuclear MC-3 nuclear density gauges, a Troxler 4640 thin lift nuclear density
gauge and a Refraction Microtremor (ReMi). We have two sets of sand cone
equipment, four sets of concrete sampling equipment, including four rollermeters
and three pressure pots. Converse also has specialized equipment for magnetic
particle testing and ultrasonic testing of welds, a pachometer for rebar locating,
and ground penetrating radar. Although we do not anticipate a shortage of the

necessary equipment, we routinely rent other specialized equipment depending
upon the project needs. Converse is committed
to always having the calibrated

Scheduling of testing times will be according to project needs and requirements.
Direction form the TDPUD project engineers, Town of Truckee Inspectors or the
project's (contractor) foreman will interact with Tony Parenti (or other Converse
personnel) to adjust our site visits to maximize the efficiency of all contractors
and meet the testing frequencies required of each project. It is anticipated that
each day's billing will include 2 hours of travel, set-up and break-down time as
well as on-site time. During consecutive days where multiple job sites are
observed and tested, each job will have travel time billed to it in a rotating
schedule. Minimum site visits will be 3 hours time. Cancellation fees of three
hours time will be implemented if no phone contact is received within 2 hours (or
a reasonable time given the scope of work) prior to scheduled departure to
z jobsite.
SECTION 11: ABILITY TO MEET INSURANCE REQUIREMENTS

SECTION 12: CONCLUSIONS
It is anticipated that after review of this proposal, the TDPUD will issue Converse
their 2007 Master Services Agreement for testing services which we will sign and
return to institute our contract agreement. We hereby state that this estimate is
presented as accurately as possible given the scope of work as presented to us.

CONVERSE CONSULTANTS (since 1998). As the Managing Officer and Principal Engineer, Mr.
Stanphill is responsible for the day-to-day operations of the Reno Office of Converse Consultants. His
duties include business development,geotechnical engineering,and construction material testing. Other
office responsibilities include overall management of environmental evaluations, and remediation,
asbestos characterizations and testing, and mold and lead testing. Mr. Stanphill's clients include both
private and public institutions,including Washoe County,the City of Reno and the Nevada Department of
Transportation. During his career, he has worked on and managed several landfill projects in California.
REPRESENTATIVE PROJECTS
Commercial
Comcast Technical Operations Facility, Sacramento, California. Mr. Stanphill was the engineer of record
during the geotechnical investigation of the Comcast Tech Ops Facility located in the City of Sacramento,
California. The purpose of this investigation was to determine the nature and engineering properties of the
subsurface soils and to provide preliminary recommendations regarding general site grading and for design
and construction of foundations. The project consisted of 9 acres that will be developed for an individual
concrete tilt-up industrial building with building footprint of approximately 63,000 square feet and paved parking
area. Converse services included: Field Exploration, Laboratory Testing, and report preparation along with
findings.
Hornet Bookstore,Sacramento,California. Mr.Stanphill is the engineer of record for the new construction on
Sacramento State University Campus. This building consists of 3-story retail and office building that consists
of over 93,000 square feet. Converse has been made the Geotechnical Engineer of record as well as the
material testing and inspection consultant for this project.The importance of the Engineer of Record is that we
make sure the foundations, pile testing and earthwork have been constructed according to the plans,
specification and recommendations by the previous geotechnical engineer. Unique inspection included BRB
(buckling restrained braces)inspections and the documentation, inspection and testing of the new mix design
for the lightweight concrete used for the floor decking.
Crown West Plaza, Hotel and Commercial Buildings, Sacramento, California. Mr. Stanphill was the engineer
of record for the design, preparation and submittal of a geotechnical report for the Crown Plaza West Hotel
located in City of Sacramento, California. This project is the beginning of a four-story,wood frame structure
and the three individual buildings will be one-story with slab-on-grade,one restaurant and two for retail space.
The purpose of this investigation was to determine the nature and engineering properties of the subsurface
soils and to provide preliminary recommendations regarding general site grading and for design and

construction of foundations.This projected included research of all documents such as aerial photos,geologic
and seismic hazards; site reconnaissance, subsurface exploration; laboratory testing and the engineering
analyses and report for a 3.7 ±acre site is located on the southeast corner of Del Paso Boulevard and El
Centro Road.
Harley Davidson Financial Building,Carson City,Nevada. Mr. Stanphill was the Engineer-of-Record and
principal engineer for the 2005 Pinnacle Award Wining, Harley Davidson Financial Building consisted of
concrete tilt-up walls. Converse Consultants provided material testing consisting of all associated Special
Inspection Services, including reinforcing bar, Portland cement concrete, concrete batch plant inspection,
fireproofing, and structural steel inspection. Other tests and inspections will include observation and
compaction testing of structural fill,testing of asphaltic concrete pavement,and compaction of other soils and
aggregate base. This project was completed with-in the 26 week estimate.
The Village at Squaw Valley, Squaw Valley, Nevada. Converse was awarded the "Outstanding
Achievement in Civil Engineering Award" for this project. Mr. Stanphill is the Principal-in-Charge/Field
Engineer for the construction material testing that is currently being performed for Intrawest at The Village at
Squaw Valley_ Included are several below and above grade parking garages and residential units. Post-
tensioned slabs are also being utilized and are being inspected by Converse(including batch plant inspection).
Circus Circus Hotel Casino,Reno,Nevada. Mr.Stanphill was the Principal-in-Charge/Field Engineer for the
convention center renovation at the Circus Circus Hotel Casino in Reno, Nevada. The project includes the
removal of the concrete floor between two basement levels and the construction of a convention center facility.
National Air Guard Training Center, Reno, Nevada. Mr. Stanphill was the Principal-In-Charge on this
project. Converse provided the construction material laboratory and inspection services for the national Air
Guard Training Center at the Reno-Tahoe Airport in Reno, Nevada. Included services were earthwork,
reinforcing steel, reinforced concrete, structural masonry, and structural steel National Air Guard Training
Center-and welding. Included will be structural welding inspection of a new 50-foot high training tower.
Smith's Food & Drug Center Store #344, Lemmon Valley, Nevada. Mr. Stanphill was the Principal-In-
Charge on this project. Converse provided complete material testing services for the Smiths store in Lemmon
Valley. The scope of inspection services included;soil compaction,inspections of enforcement bars placement
for footings, loading dock and various other areas,testing strengths of concrete footings,slab-on-grade,masonry
walls that required reinforcing steel, mortar and grout,testing of field welding and high strength bolting.
Albertson's Store#194, Carson City, Nevada. Mr. Stanphill was the Principal-In-Charge on this project.
Converse provided complete material testing services for the Albertson's Store in Carson City. The scope of
inspection services included;soil compaction including geogrid placement,concrete sampling on footings,slab-
on-grade, inspection on the reinforcement bar placement for the footings, grade beams and slab on-grade.
Inspection of masonry included reinforcing steel, mortar, and grout along with testing of the strength of the
structural steel field welds.
World Savings, Reno, Nevada. Mr. Stanphill was the Principal-In-Charge on this project. The scope of
services on this project consisted of all associated Special Inspection Services, including reinforcing bar,
Portland cement concrete, masonry inspection,and welding inspection. Other tests and inspections include
the asphaltic concrete pavement, compaction of subgrade soils and aggregate base.
Prison
Tulare County Juvenile Detention Facility, Dinuba, California. Mr. Stanphill was the project engineer for the
Tulare County Juvenile Detention Facility in Dinuba, California. Geotechnical constraints included highly
expansive soils that required removal and replacement during grading. The dentition facility was of masonry
construction with concrete slab-on-grade floors. Mr. Stanphill also assisted Tulare County and Kith Cell(the
construction manager)on various aspects of value engineering. Through everyone's efforts,we were able to
significantly decrease the cost of the facility while maintaining the quality of the projects.

Taft Prison, Taft, California. Mr. Stanphill was the project engineer for a portion of the Taft Prison in Taft,
California. Of special concern was the presence of collapsible soils. In order to protect these soils from
becoming wet, a layer of lime treated soil was constructed across the site.
Transportation and Bridges
NDOT On-Call Services. Mr. Stanphill oversaw multiple Environmental Assessments for Major Highway
Projects, Nevada Department of Transportation This included but is not limited to: the EA for the V&T
Railroad between Virginia City and Carson City, Nevada;the EIS for 1-15 in Las Vegas, Nevada; Highway.50
Fallon, Nevada; the Reno Railroad Trench Reno, Nevada; Pyramid Interchange Sparks, Nevada
Nevada Department of Transportation,Spooner Summit Maintenance Station, Lake Tahoe, Nevada.
Mr. Stanphill was the project manager and field engineer to the evaluation of the extent of the Douglas County
landfill near Lake Tahoe, Nevada. The Nevada Department of Transportation Required that a storage building
be constructed in an area reported to be an old landfill. Auger borings were utilized to evaluate the depth and
extent of the landfill and to determine the constructability of the structure. Because uplift was the major force
acting on the building,anchors were designed to extend through the debris in order to provide adequate uplift
capacity.
Nevada Department of Transportation, Fallon, Nevada 2001, Reno, Nevada 2003:
Mr.Stanphill was the Principal-In-Charge overseeing the miscellaneous testing and inspection associated with
mainline paving operations. Additional job related responsible included asphalt coring, epoxy paint striping
inspections, and miscellaneous other inspection duties.
Carlin Interchange,Carlin,Nevada. Mr. Stanphill provided field-engineering services during the design of
this above-grade interchange in rural Nevada.
Nevada Department of Transportation,Fallon,Nevada 2001,Reno,Nevada 2003 Mr. Stanphill was the
Principal-In-Charge overseeing the miscellaneous testing and inspection associated with mainline paving

City of Reno Neighborhood Streets Program Mr. Stanphill was the principle-in-charge and oversaw all the
field investigation and authored the report for one portion of the City of Reno 2003/2004 Neighborhood Streets
Program. This work included pavement evaluations and designs. He is currently overseeing field services
provided by Converse during paving operations. This contract has also been extended to the 205/2006
construction season.
NDOT 1-93,Wells,Nevada Mr. Stanphill was the Engineer-of-Record and oversaw all operations during the
construction inspection services which included of the installations of guardrails,electrical,earthwork,asphalt
paving, striping, traffic control and all other operations involved with this 19 mile project.
NDOT Freeway Construction and Overylay of 1-80 and Pyramid Highway, Reno, Nevada Mr. Stanphill
was the Engineer-of-Record during the field inspections for the new construction and overly of 1-80 from
Keystone Avenue to Robb Drive and 15 miles of Pyramid Highway. His duties included consulting inspections
services of the installations of guardrails, electrical, earthwork, asphalt paving, striping, traffic control and all
other operations involved with this project.
NDOT Pyramid Way and McCarran, Reno, Nevada Mr. Stanphill was the Engineer-of-Record during the
construction inspection services during the Pyramid Way and McCarran Boulevard construction and overlay
which included of the installations of guardrails, electrical, earthwork, asphalt paving, striping, traffic control
and all other operations involved with this project.
NDOT - C. Street and McCarran, Sparks, Nevada Mr.Stanphill was the Engineer-of-Record for the
construction inspection services for a 5 mile stretch of highway from C Street to McCarran Boulevard that

consisted of inspections of the construction operations. Services included the installations of guardrails,
electrical,earthwork,asphalt paving,striping,traffic control and all other operations involved with this project
Augmentation of NDOT Construction Crew#912,Jim Killian Resident Engineer,Fallon and Yerington
Nevada Mr. Stanphill was the Engineer of Record during the 2005 Augmentation. He oversaw the inspectors
and certified NAQTC testers on numerous projects throughout the Fallon and Yerington areas. These
projects included the placement of dense and open grade asphaltic concrete pavement on U.S. 95, US 95A,
and several State Routes(contracts 3034 and 3013). These projects also included inspection of guardrail and
pipe culvert installation,signage, shoulder material and traffic loop placement,and earthwork testing. Other
projects worked on include the Mason Street Bridge Retrofit(Contract 3092), including testing of earthwork
and riprap, as well as inspection of concrete and rebar. Mr. Stanphill also worked on Contract 3087 with
includes pavement improvements throughout Yerington.
NDOT Construction Contract 2545,Interstate 80,Fernley to Storey County Line,Lyon County,Nevada
Mr. Stanphill was the Principle Engineer during the full construction management services to NDOT for
roadbed modification and pavement reconstruction of about 13 miles of Interstate Highway 80 in Lyon County,
Nevada. Construction involved removal of existing pavements, cement treating the subgrade, and
reconstruction of pavements.
Augmentation of NDOT Construction, Kietzke Lane, Reno, Nevada Mr. Stanphill was the Principle
Engineer on several projects throughout the greater Reno area. These projects included the placement of
dense grade and open grade asphaltic concrete pavement on Kietzke Lane. Also included were the
inspections during the reconstruction of Pyramid Highway in Sparks, Nevada and on 1-80 through Reno
(including Bridge inspection).
NDOT Construction Contract 2746,State Route 28 from Ponderosa to Washoe County Line,Washoe
County,Nevada Mr.Stanphill was the Engineer of Record during this construction contract. He oversaw up
to five testing and inspection personnel to augment NDOT construction management crews during roadway
rehabilitation of approximately 10 miles of roadway adjacent to Lake Tahoe. Construction involved erosion
control structures, construction of guardrail, concrete box structures, and rotomilling and overlaying the
roadway.
Augmentation of NDOT Construction Crew#901,Searchlight,Nevada Mr.Stanphill as managing officer
and principle engineer was retained to provide augmentation services to the NDOT Construction Crew in
Searchlight Nevada. Work will start in November of 2005 and extend throughout the 2006 construction
season. Services include providing an entire survey crew, as well as a field trailer.
Staff Augmentation, for NDOT Contracts 2946 and 2955, 4 projects near Beatty, Nevada and Las
Vegas,Nevada,. Mr.Stanphill was the Engineer of Record during the construction observation and materials
testing services on four projects which included asphalt paving, aggregate base course, and subgrade
preparation for 42 miles of US Route 95 near Beatty and Amargosa Valley, Nevada; four miles of Eastern
Avenue and Sunset Road cold-milling and overlaying; and streetlight work at Sunset Road and Stephanie
Street.
Augmentation for NDOT Contracts 2611,2625,and 2618, near Wells,Nevada, District 3 Mr. Stanphill
was the Engineer of Record during all levels of augmentation for NDOT Crew 918. The three projects(NDOT
Contracts 2611,2618 and 2625)were included for work on US 93 and State Route 765, near Wells, Nevada,
and involving 60 miles of roadway replacement.The projects included rotomilling and overlaying pavements,
cement treated base,dense grade and open graded asphalt,concrete bridges,signage, striping,and control
surveying. Converse personnel provided services in sampling and testing concrete for slump, temperature,
entrained air,and compressive strength as well as observation and testing of concrete placement operations,
including verification of proper mix design, mixing time and placement procedures of delivered concrete,
including verification that the reinforcing steel was not displaced during placement operations and that the

asphaltic concrete were obtained for verification of pavement density. Personnel closely observed work to
ensure compliance with project requirements.
Augmentation of NDOT Construction Crew#908,Wells, Nevada Mr. Stanphill was the Engineer of
Record during the inspection services and a laboratory for late season work in Wells, Nevada.
Although the project started late in the season(October),Mr.Stanphill was able to mobilize a testing
laboratory and two senior inspectors to the project. The project consisted of the paving of various
projects in the Wells area, including Highway 93.
Hacienda Overpass Over Resort Corridor,I-15 and Industrial Road,Clark County,Nevada,Mr.Stanphill
provided a geotechnical investigation for the design of MSE wall approach embankments at a bridge structure.
A complete external stability analysis was conducted in accordance with the AASHTO Standard
Specifications for Highway Bridges. Pavement section recommendations were provided for asphaltic
concrete.
Frenchman Lake Federal Highway Administration Bridges, Nevada. Mr. Stanphill was the Principal-in-
Charge for concrete design services on the Frenchman Lake Federal Highway Administration Bridge. Specific
areas of concern were constructability of the bridges in light of adverse environmental conditions.
Susan River Overflow#3 and#5 Bridge(7C-01),Mapes Lane,County Road 305,Susanville,California
Mr. Stanphill was the principle engineer for the County of Lassen reconstruction of the existing bridge.The
existing bridge is reported to be of timber construction with timber piles and abutments and wingwalls. The
bridge consisted of reinforced concrete slab construction with three equal spans. Foundation support
conformed to Standard Class 400 or 625 piles using design loads of 400 or 625 kilonewtons, respectively.
Willow Creek Bridge(7C-87),Bassett Road,County Road 424,Lassen County,California Mr.Stanphill
provided a Foundation Investigation for the bridge replacement in Lassen County, California. The Scope of
Services included an evaluation of geologic and seismic hazards, field exploration and soil sampling,
laboratory testing,and report preparation. The final report was issued in metric units and was in accordance
with California Department of Transportation criteria.
Road A-2 near Bieber, Lassen County,California Mr. Stanphill provide the preliminary evaluation of the
asphaltic concrete for the bridge on Road A-2.
Leavitt lane Bridges,Bridge,Bridge 7C-81,Leavitt lane,County Road 213,Lassen County California.
Mr. Stanphill provided the geotechnical investigation of the concrete bridge replacement.
Hanson Slough Bridge (7C-51), Lassen County, California Mr. Stanphill preformed a Foundation
Investigation for the Hartson Slough Bridge located outside of Susanville, California. The bridge consisted of
reinforced concrete slab construction and the foundation support met the Standard Class 400 or 625 piles
using design loads of 400 or 625 kilonewtons, respectively.
Long Valley Creek Overflow Bridge 7C-12, Hackstaff Road (County Road 322), Doyle, California Mr.
Stanphill was the engineer of record for the geotechnical investigation for the Hackstaff Road Bridge. Mr.
Stanphill oversaw the field investigation, laboratory testing, geological analyses, engineering analyses, and
preparation of this report.
Soil S abilization
Sierra Community College Football Stadium and Parking, Rocklin, California. Mr. Stanphill was the
engineer of record during the earth work at College. Converse provided the stormwater pollution
prevention plan and provided additional evaluation of the conditions with respect to the project
geotechnical report and project specifications based on encountered difficulties in association with
wet conditions of the parking lot.

Landfill
Apex Landfill in Las Vegas, Nevada: Mr. Stanphill is providing oversight on all construction management
operations and on-going monitoring for the Apex landfill. Converse was awarded the landfill master plan
design and engineering phase. Services include on-going technical assistance, landfill gas and perimeter
monitoring, methane recovery, landfill gas design, property survey of all appurtenances on or around the
landfill, NSPS LGP design plan update, groundwater statistical data evaluation, hydrologic site drainage
assess, leachate data compilation and review,well replacement evaluation and developing a Master Plan for
expansion and tie-ins for the landfill in the future.
Monroeville Landfill in Moon Town, Pennsylvania: Mr. Stanphill was the Engineer of Record during this CQA
during the construction of an 8-acre liner which includes six inches of sub-base, a geosynthetic clay liner;
double 60 mil HDPE textured geomembranes,a geocomposite leachate detection zone,a leachate collection
geocomposite layer, and a protective cover.The primary leachate collection system consisted of a fine gravel

USA Waste Valley Facility in Pennsylvania. Mr. Stanphill was the principle-in-charge for the QA/QC for
USA Waste Valley Facility in Pennsylvania for Waste Management, Inc. This was a 5-Acre cell closure which
included a layer of goecomposite with a two-foot protection cover layer and seeding.
Anderson Landfill,Anderson,California. Mr. Stanphill is in charge of construction management and CQA
services at the Anderson Landfill near Redding, California. Projects include a new access road, 7±-acre
leachate pond and the South Canyon Cell Expansion. Areas of expertise include soils, HDPE, GCL,

and with a 2 foot operations layer. This project required Converse to submit directly to the State Water Board.
Kernville Landfill, Kernville, California—Mr. Stanphill worked with the Kern County Waste Management
staff to develop an alternate soil cover for the landfill closure. The landfill was in a mountainous area of Kern
County were liner quality soils were not available. An analysis was performed to design a cover depth with
granular soils that would prevent the minimal rainfall from impacting the debris and causing environmental
damage or leachate migration.
Kern County Landfill, Bakersfield, California - Mr. Stanphill was instrumental in obtaining an on-call
services agreement with the Kern County Waste Management Department. Accordingly, Mr. Stanphill
performed numerous environmental studies for the Kern County Landfill, located in Bakersfield, California.
Most of these investigations involved assessing concentrations of various contaminants that were
inadvertently spilled at the landfill. Sampling was performed with a hollow-stem auger drill rig using strict
environmental sampling protocol. Samples were then transported under strict chain-of-custody to an
analytical laboratory for analysis.
William Lyons Company,Foothills Development,Corona,California—Mr.Stanphill worked along with the
William Lyons Company for the evaluation and the sizing of various detention basins for the 1,700-acre
residential development in Corona,California. This included not only evaluation of hydraulic conductivity of the
soils, but also performing stability studies, including rapid draw down conditions.
Water and Wastewater Treatment Agencies,Kern County,California—Mr. Stanphill worked with various
public agencies and engineering firms, including Carollo Engineering and Kennedy Jenks on the design and
construction of various wastewater treatment ponds in Kern County, California. Included in the analysis was
providing treatment pond sizing recommendations based on the hydraulic conductivity of the subsurface soils.

Carrot Producing Plant, Arvin, California. — Mr. Stanphill sampled processing water from the carrot
processing factory in Arvin, California.
Washoe Medical Center,Reno,Nevada. Mr. Stanphill is the Principal-in-Charge for all asbestos testing at
Washoe Medical Center. Work includes demolition and renovations surveys, project design, project
management, air monitoring during construction, and final air clearances. Many times work is conducted
during nights and weekends so as not to inconvenience the patients. Much of the work is also performed on
an emergency basis.
City of Porterville,Porterville,California. Mr.Stanphill provided project management and field engineering
services for the evaluation of a burn dump located in Porterville,California. The environmental constituent of
concern on the project was lead. Prior to the investigation,no information existed as to the depth of extent of
the debris. Continuous samples were obtained near the surface soil/debris to evaluate distribution and depth
of the material. A grid pattern was established to located borings so as to determine the lateral extent of the
materials in question. Samples were then transported to our laboratory for testing. Based on our analysis,the
City of Porterville was then able to perform a risk assessment on the municipal property.
Sha-Neva Aggregates Quarry,Truckee,California. Mr. Stanphill performed slope stability studies for Sha-
Neva's (now Martin Murrieta) pit in Truckee, California.
Bechtel Corporation, Navy Clean 11 Program. Mr. Stanphill was the project manager for the geotechnical
testing of contaminated soils for the Navy Clean II Program. This program evaluated contaminated soils at
naval installations throughout California with regards to transportation capabilities. Samples were transported
into our specially design laboratory for selected analysis. In addition to classification, analysis included
gradation,Atterberg Limits, and permeability(both constant head and flexible wall). Test results were reported
in strict accordance with Bechtel guidelines and criteria.

The Atrium,Irvine,California. Mr. Stanphill provided field inspection services during concrete pile driving at
the project in Southern California. Mr. Stanphill was on-site 6 months observing and verifying pile driving
conditions and pile capacities. Piles were designed for support by side friction.
Truckee Meadows Water Reclamation Plant--Mr. Stanphill is Principal-in-Charge for construction material
testing services at the Truckee Meadows Water Reclamation Plant. Converse provided the review of shoring
and construction slope plans and has also provided on-site observations of various earth retention structures.
Bakersfield College Stadium Seismic Retrofit. Mr.Stanphill provided geotechnical design and construction
inspection services for the seismic retrofit of the concrete football/soccer stadium. Final design included
concrete cast-in-place piles. Micropiles and other ground improvements technology were evaluated prior to
recommending the conventional deep foundation system.

Sierra Del Oro,2,000-Acre hillside residential development,Corona,California Mr. Stanphill performed
all slope stability studies for the hillside residential project in Corona,California. Included were an evaluation
of 10+ separate geologic units, various on-site faults and out-of-slope bedding. Cut and fill slopes
approaching 200 foot were analyzed.
Four Corners Solar Plant. Mr. Stanphill was the geotechnical engineer of record for the solar plant located
near four corners, California. The geotechnical aspects of the project included the design and construction
observations of the installation of drilled piers on which the rotating solar panels are affixed.
Coso Junction Geothermal Plant,Coso Junction,California. Mr. Stanphill was the project geotechnical
engineer for numerous projects at the Coso Junction Geothermal Plant, in Coso Junction, California.
Geotechnical constraints identified include the corrosive nature of the geothermal steam and the effect that
this steam might have on structural elements.

new transmission line that traversed through several miles in the area of Indio, California. Specific

As a member of the Converse team since 2003, Mr. Parenti has over twenty years of prior management
experience in direct sales and personnel management from the recreational marketplace. Mr. Parenti owned
and operated Tony Parenti Inspection Services-(CC&R and construction enforcement). With this consulting
company he performed special inspections for area developers.
Current responsibility includes project management of Convocse's daily field testing and inspection services
and project review of field records for soil, concrete, and asphalt testing, laboratory analysis, and project
reporting to clients. Mr. Parenti works directly with the Converse accounting department to assure projects are

1. Invoices will be submitted to the Client on a monthly basis and a final bill will be submitted upon completion of services. Invoices will show
charges for each unit billed.
2. Payment is due upon presentation of invoice and is past due thirty(30)days from invoice date. In the event the Client fails to pay any payment
to Converse when due, Converse may immediately cease work hereunder until said payment, together with a service charge at the rate of
eighteen percent(18%)per annum(but not exceeding the maximum allowed by law)from the due date, has been received. Further, Converse
may at its sole option and discretion refuse to perform any further work irrespective of payment from Client in the event Client fails to pay
