Subject: Public benefits program
Why this matter is before the Board: This matter relates to the public benefits
program required by California law. This subject has received considerable
comment from members of the public. We would like to take this opportunity to
discuss public benefits with the Board in a workshop setting before asking you to
make specific decisions regarding a public benefits program for this District.
History: AB 1890 adopted by California in 1996 had as its primary purpose to
restructure the electric industry in the State. The law also established a public
benefits program. it is my understanding that the public benefits program was
intended to guarantee that electric utilities make the kinds of expenditures that
benefit the public that might not be made during the State's transition to a
competitive marketplace.
The public benefits provisions were to be effective beginning in 1998. Since that
time this District has administered a public benefits program.
New information: The District's public benefits program has come under
scrutiny in the past few months. It is important to clarify matters so the Board
can make informed decisions going forward. We would like to make a
presentation at the meeting to help the Board deal with the public benefits issue
and respond to statements and concerns that have been offered from the public.
Recommendation: This is a workshop. No formal action is suggested
