Subject: Low Threat Discharge Permit for the Fibreboard Well project
1. Why this matter is before the board:
Board authorization is required to award a contract for consulting services.
2. History:
The District is currently undertaking construction Fibreboard Well. The District has completed the
CEQA process for the well and the Board previously awarded a contract to AquA Hydrogeologic
Consulting to assist the District in design and construction supervision of the well.
3. New information:
The plans and specifications should be completed prior to the July 18, 2007 Board Meeting. At that
time, the Water Department will request approval of the documents to begin the bidding process.
One remaining component of the project involves acquiring a Low Threat Discharge Permit from
the Lahontan Regional Water Quality Control Board. This permit will allow the District to discharge
water during the drilling and development of the new well.
Inland Ecosystems has been assisting the District with permitting through the Lahontan Regional
Water Quality Control Board and State Water Resources Control Board. I asked Inland Ecosystems
to submit a proposal to assist the District in acquiring a Low Threat Discharge Permit for the
Fibreboard Well. A copy of the proposal letter is attached.
The planned funding source for this work is facility fees.
4. Recommendation:
Approve a Task Order with Inland Ecosystems for acquisition of a Low Threat Discharge
Permit for the Fibreboard Well in the amount of $1,250.

coordinating and completing a Notice of Intent for a Low Threat
Discharge Permit for the Fibreboard Well Site
Dear Mr. Kaufinan:
Inland Ecosystems is pleased to submit this cost estimate to the Truckee Donner Public
Utility District (District) to assist with the following task:
• Coordinate and prepare a Low Threat Discharge Permit and Notice of Intent to
comply with the conditions of the permit for District review, signature, and
submission to the Lahontan Regional Water Quality Control Board.
Estimated Cost = $1,250
Inland Ecosystems only bills for Time and Material associated with each task and has
largely completed District projects under budget.
