Subject: General Manager recruitment services
Why this matter is before the Board: This matter involves retaining a firm to assist in
the recruitment of a new General Manager. This is a matter that the Board needs to
handle directly.
History: In May, the Board directed Human Resources to send out Requests for
Proposals to firms that specialize in finding executives for public agencies and special
district. Nine proposals were received by the June 1, 2007 deadline. Each firm also
submitted a fee proposal in separate envelopes, which have not yet been opened.
Two workshops were held in June for review of the proposals and discussion of how to
proceed with selecting one of the consultants.
New information: The Board scheduled this meeting for the purpose of interviewing
four firms making proposals and to choose one to contract with.

Mr. Mike Hail
Mr. Mike Hall, Chief of Police (Retired) is a Senior Consultant and Executive Search Consultant
with Ralph Andersen & Associates. Chief Hall has had an expansive career in the public sector
having served 31 years in local government. Twenty-two years were spent serving the City of
Lawrence, Kansas where he advanced through the ranks of the police department and obtained
the rank of Deputy Chief of Police. Chief Hall, while in Lawrence oversaw police department

accreditation and all special projects for the chief of police. Chief Hall has extensive investiga-
tive experience including personnel and background investigations. As a member of the Law-
rence City Manager's executive team, he contributed across department lines working in tandem
with other department directors on a wide array of municipal issues. Chief Hall's municipal ser-
vice was highlighted with his selection as Chief of Police in Pittsburg, Kansas. Chief Hall re-
ceived his Bachelor's degree from Baker University with a concentration in Business Admini-
stration.

Project Timing
If retained, Ralph Andersen & Associates would complete the search within 75 — 90 days (or
less) from the execution of the agreement between the Truckee Donner Public Utility District
and Ralph. Andersen & Associates. Negotiation with the top candidate will take an additional.
week or two after finalist interviews.
Detailed Work Plan
Task 1 — Review Project Management Approach
Ms. Heather Renschler will be the Project Director on this search assignment. Ms. Renschler will
have the assistance of Mr. Michael Lawson and Mr. Mike Hall, Senior Consultant. Additionally,
Mr. Hall, a former police chief and also a licensed private investigator will be involved in con-
ducting the detailed backgrounds and verifications on the selected candidate.
The Project Director will meet with the Board of Directors and others as appropriate to discuss
the project management for the search. The discussion will include a review of the work plan,
confirmation of timing.and communication methods.

Task 2 —Develop Position Profile
The position profile for the General Manager is the guide for the entire search process. The de-
velopment of the profile includes the collection of technical information and recruitment criteria.
Technical information
The Search Team will meet with the Board of Directors or other staff as may be neces-
sary. The purpose of these meetings is to gain an understanding of the experience and
professional background requirements desired in the General Manager. These meetings
will also help the search consultant gain an understanding of the work environment and
the issues facing the Truckee Donner Public Utility District.
Recruitment Criteria
The recruitment criteria are those personal and professional characteristics and experi-
ences desired in the General Manager. The criteria should reflect the goals and priorities
of the Truckee Donner Public Utility District. The search consultant will meet with key
staff in the District, and others as appropriate, to facilitate the identification and articula-
tion of that criteria.
Subsequent to the development and adoption of the candidate profile, the technical in-
formation and recruitment criteria will be documented in an information brochure pre-
pared by the search consultant. The brochure will be reviewed by the Board of Directors
in draft format, revised as appropriate, and published for use throughout the search.
Task 3 —Outreach and Recruiting
This task is among the most .important of the entire search. It is the focus of the activities of the
search consultant and includes specific outreach and recruiting activities briefly described below.
Outreach
An accelerated outreach including personal contact with potential candidates and an
advertising campaign will be developed It will include the placement of ads in publica-
tions such as the League of California Cities, Jobs Available, Association of California
Water Agencies (ACWA) and other professional publications. Specific Internet sites re-
lated to government will be used, including Careers In Government, as a method of ex-
tending the specific outreach in a short period of time.
Additionally, the advertisement and the full text of the position profile (the recruitment
brochure) will be placed on Ralph Andersen & Associates' home page on the World
Wide Web (Internet), which is accessed by a large number of qualified candidates. This
method of outreach to potential applicants provides a confidential source that is moni-
tored by many key level executives on an on-going basis.

Candidate Identification
Ralph Andersen & Associates will use their extensive contacts to focus the recruiting ef-
fort. In making these contacts, the search consultant will target those individuals who
meet the criteria set by the Board of Directors. Each of the candidates identified through
the recruiting efforts will be sent an information brochure. Candidates will also be con-
tacted directly to discuss the position and to solicit their interest in being considered.
Both the outreach and recruiting activities will result in applications and resumes from in-
terested candidates. As they are received, resumes will be acknowledged and candidates
will be advised of the general timing of the search process. The following tasks involve
the actual selection process, once all resumes have been received.
Task 4— Candidate Evaluation
This task will be conducted following the application closing date. It includes the following spe-
cific activities:
Screening
All of the applications will be carefully reviewed. Those that meet the recruitment criteria
and minimum qualifications will be identified and subject to a more detailed evaluation.
This evaluation will include consideration of such factors as professional experience, and
size and complexity of the candidate's current organization as compared to the candidate
profile.
Preliminary Reference Review
The search consultant will conduct preliminary reference reviews for those candidates
identified as the most qualified as a result of the screening process. Direct contact will be
made with references to learn more about the candidates' experience, past performance,
and management style.
Conduct Interviews
The search consultant will conduct interviews with the top group of candidates (approxi-
mately eight to ten) identified through the screening and preliminary reference review
processes. The interviews are extensive and designed to gain additional information about
the candidates' experience, management style, and"fit" with the recruitment criteria.
The screening portion of the candidate evaluation process typically reduces a field of ap-
plicants to approximately eight (8) to ten (10) individuals. Those individuals will be re-
viewed with the Board of Directors prior to proceeding with the individual interviews.

Task 5 — Search Report
After completing Task 4, the search consultant will meet with the Board of Directors to review
the search report onthe eight (8) to ten (10) candidates. The report divides all of the candidates
into three groups including 1) the top group of candidates recommended to be interviewed, and
2) a backup group to the first group. The search report will include candidate resumes. The re-
sults of reference reviews and interviews will be provided in writing to the Board of Directors.
From this meeting will come a confirmed group of finalist candidates (typically 6).
Task 6--Selection
The final selection process will vary depending upon the desires of the Board of Directors. The
typical services provided by Ralph Andersen& Associates in the selection process are described
briefly below. The search consultant will coordinate the selection process for the finalist group of
candidates. This includes handling the logistical matters with candidates and with the District.
The search consultant will prepare an interview booklet that includes the resumes, candidate re-
port (with interview comments, reference checks and other relevant information about the candi-
dates). In addition, the booklet will contain suggested questions and areas for discussion based
upon the recruitment criteria. Copies of the interview booklet will be provided in advance of the
candidate interviews.
The search consultant will attend the interviews to assist the District through the selection proc-
ess. This assistance will include an initial orientation, candidate introductions, and facilitation of
discussion of candidates after all interviews have been completed.
Additionally verifications will be made on the top candidates and will include education verifica-
tions, Department of Motor Vehicle check, wants and warrants, civil and criminal litigation
search and credit check. The results of these verifications will be discussed with the Board of Di-
rectors at the appropriate time.
The search consultant is available to provide assistance to the Board of Directors in the final se-
lection as may be desired. This assistance may include providing or obtaining any additional in-
formation desired to assist in making the final selection decision.
Task 7--Negotiation
The search consultant is available to assist the Board of Directors in negotiating a compensation
package with the selected candidate. This may include recommendations on setting compensa-
tion levels.

Task 8 — Close Out
After the District has reached agreement with the individual selected for the position, the search
consultant will close out the search. These activities will include advising all of the finalist can-

STEP 3 RECRUITING CANDIDATES
Ater cross-referencing the profile of the ideal candidate with our database and
contacts in the field, we will conduct an aggressive outreach effort, including making
personal calls to prospective applicants, designed to identify and recruit outstanding
candidates. We recognize that the best candidate is often not looking for a new job and
this is the person we actively seek to convince to become a candidate. ;lggxessively
marketing the General Manager position to prospective candidates will be essential to the
success of the search.

We will work closely with your staff to coordinate and schedule interviews and candidate
travel. Our goal is to ensure that each candidate has a very positive experience, as the
manner in which the entire process is conducted will have an effect on the candidates'
perception of your organization.
STEP 9 BACKGROUND CHECKS/DETAILED REFERENCE CHECKS
Based on final interviews we will conduct credit, criminal, civil litigation and
motor vehicle record checks for the top one to three candidates. In addition,
those candidates will be the subjects of detailed, confidential reference checks.
In order to gain an accurate and honest appraisal of the candidates' strengths
and weaknesses, we will talk candidly with people who have direct
knowledge of their work and management style. We will ask candidates to
forward the names of their supervisors, subordinates and peers for the
past several years. Additionally, we make a point of speaking
confidentially to individuals who we know have insight into a candidate's
abilities, but who may not be on his/her preferred list of contacts. .At
this stage in the recruitment we will also verify candidates' degrees.
STEP 10 NEGOTIATIONS
We recognize the critical importance of successful negotiations and
can serve as your representative during this process. We know what
other organizations have done to put deals together with great
candidates and will be available to advise you regarding current
approaches to difficult issues such as housing and relocation. We will
represent your interests and advise you regarding salary, benefits and

employment agreements with the goal of putting together a deal that
results in the appointment of your chosen candidate. Most often we
can turn a very difficult aspect of the recruitment into one that is
viewed positively by both you and the candidate.
STEP 11 COMPLETE ADMINISTRATIVE ASSISTANCE
Throughout the recruitment we will provide the Board of Directors with
updates on the status of the search. We will also take care of all
administrative details on your behalf. Candidates will receive personal
letters advising them of their status at each critical point in the recruitment.
In addition, we will respond to inquiries about the status of their candidacy
within twenty-four hours. Even, administrative detail will receive our
attention. Often, candidates judge our clients based on how well these details
are handled.

REGAN WILLS,VICE PRESIDENT
Mr. Williams brings 30 years of local government experience to Bob Murray and
Associates. Most recently, he worked as a private consultant with Deloitte and Touche
on various public sector assignments. Prior to that, he served as Director of Public
Safety with the City of Sunnyvale,CA.
Mr. Williams was involved in the development of some of Sunnwale's most
innovative programs and has a national reputation for excellence in law
enforcement. He has been responsible for numerous recruitments throughout his
career. Clients find his insight and expertise in recruitment and selection a
valuable asset.
Mr. Williams received his Bachelor's degree in Administration of Justice from San
Jose State University. He is also a graduate of the FBI National Academy.
Jim ANTONEN,SENIOR MANAGER
Mr. Antonen brings 29 years of local government experience to Bob Murray
and Associates, twenty-seven of those as a City Manager. Most recently he
served as City Manager in the City of Davis, Cif.
Mr. Antonen has been involved in city management for the past twenty seven
years both in Minnesota and South Dakota. He served on the League of
Minnesota Cities Insurance 'Trust Board for nine years, three of which he was
Chair. Mr. Antonen also served as President of the Minnesota City County
Management Association. He brings a background of working for both. the State
and Federal government.
Mr.Antonen has a Masters in Public Administration from the University of South
Dakota and a Bachelor's of Science Degree in History and Political Science from
Dakota State College. He also did graduate work at the American University in
Washington, D.C. Mr. Antonen is an ICMA Credentialed Manager, and a past Board
Member ofCal-IC' A.

RENEE NARLom,SENIOR CONSULTANT
Renee Narloch has extensive experience in public sector recruitments nationwide. She was
formerly employed by MAXIMUS as a senior consultant with sole responsibility for executive
search efforts in the Southeastern United States. She also worked in the Cost Allocation
division providing governmental cost accounting and data management services to the
public sector,including Alachua County,Florida.
Ms.Narloch has ten years of experience in Executive.Recruitment and has been involved
in over 100 national searches. Prior to her recruitment career, she worked for three
Fortune 500 companies in their sales, marketing and financial accounting divisions.
Ms. Narloch has been responsible for all facets of recruitment including project

The purpose of our progress report is two-fold. It allows you an
opportunity to review the candidates prior to the conclusion of the search
and allows us to receive feedback on the caliber of the candidates
recruited. In this way, you will not be surprised by the candidates, as
you will have seen their qualifications prior to the final interviews. Of
course, we are flexible and may consider other individuals as final
candidates who are subsequently identified and were not included in the
progress report.

COST PROPOSAL
PROFESSIONAL FEE AND EXPENSES
The consulting fee for conducting the General Manager recruitment on behalf of the
Truckee Donner Public Utility District is $17,500 plus expenses. Services provided for the
fee consist of all steps outlined in this proposal including three (3) days of meetings on
site.
The Truckee Donner Public Utility District will be responsible for reimbursing
expenses Bob Murray and Associates incurs on your behalf. We estimate expenses for
this project to be $7,500. Reimbursable expenses include such items as the cost of
travel, clerical support, placement of ads, credit, criminal and civil checks, education
verification, as well as newspaper searches. In addition, postage, printing,
photocopying, and telephone charges will be allocated.
The City shall be billed monthly by Bob Murray & Associates for the work

Project Cost
The cost for professional services will be $18,675 plus incurred expenses, anticipated to be

Fees and Expenses
Mycoff&Associates' fee is 28% of the annual agreed upon salary of the General Manager, with
a minimum fee of $35,000, plus expenses. The fee is payable at 1/3 in advance; 1/3 when
Mycoff & Associates submits the long list of candidates; and the balance when the General
Manager begins employment.
Reimbursable expenses will include:
• Travel expenses for Mycoff & Associates to meet with the District as described
under Information Gathering.
• Approved recruitment advertising expenses.
• Travel expenses to conduct our personal interviews.
• Travel expenses for Mycoff & Associates to attend interviews or additional meetings
as requested by the District.
The District will incur expenses to interview the finalists in Truckee, California, and expenses to
relocate the selected individual.
Mycoff&Associates will incur telephone, postage, printing, and other administrative expenses.

PROFESSIONAL FEES AND
EXPENSES
Our budget provides for up to three meetings with the client: one to
develop the Recruitment Profile, one to present our Progress Report, and
one to attend interviews of final candidates. We propose a fixed fee of
$18,000 for the work outlined above. In addition, we are reimbursed for
expenses such as for advertising, travel, interviewing, sourcing, support
services, background checks and other related items, as well as allocated
costs such as telephone, postage and photocopying. These expenses will
not exceed $6,500 (for a statewide search) and $8,500 (for a nationwide
search) without written authorization from you. Please note that this
amount for expenses does not include reimbursement of candidates who
travel to be interviewed by you. Unless you notify us to the contrary, we
will assume that you will handle these reimbursements directly. We will
submit three equal monthly invoices for fees, plus an amount for
expenses, due and payable upon receipt. Our first billing is due upon
your authorization to proceed.
Though we are committed to working with you until a placement is
made, our fees and expenses are not contingent upon our success in
placing a candidate with your organization. However, if the selected
candidate (if recommended by us for hire, and other than an internal
candidate) should be terminated within one year from the date of hire,
we will redo the search for no additional professional fee. Naturally, we
would expect to be reimbursed for any expenses that might be incurred.
Additionally, in the event that more than one executive is hired in
connection with work performed by us (i.e., for another position within
your organization), a negotiated fee will be due for each additional
executive hired.
You may discontinue this assignment at any time by written notification.
In the unlikely event that this occurs, you will be billed for all expenses
incurred to the date of the cancellation, and for professional fees based
upon the time elapsed from the commencement of the assignment to the
date of cancellation. If a cancellation occurs within the first 30 days of the
assignment, following either verbal or written authorization to proceed,
one-third of the professional fee will be due. If a cancellation occurs
thereafter, the fee beyond the first one-third will be prorated based upon
the number of calendar days which have elapsed. If a cancellation occurs
after 90 days, all professional fees will be due in full.
