Subject: Change Order No. 1 for the Storage Tank Rehabilitation— 2007 Project
1. Why this matter is before the board:
Approval from the Board of Directors is necessary to issue a Change Order to a construction
contract.
2. History:
On June 6, 2007, the Board awarded the Storage Tank Rehabilitation — 2007 project to
Olympus &Associates, Inc., in the amount of$83,825.00.
3. New information:
The following modifications to the Sierra Meadows Tank must be completed before re-coating
the interior:
• Installation of two 8-inch U-vents on the edge of the roof - Currently there is one
mushroom vent in the center of the roof that does not vent well under snow loads. The
U-vent design has proven to work well on other District tanks.
• Installation of 20 feet of handrail on the roof- Currently there is no handrail. The railing
will be placed around the exterior ladder and roof hatch for safety.
• Removal of the interior ladder-The existing aluminum ladder is severely corroded and is
no longer safe to use. Because having an interior ladder is not a code requirement, the
most cost efficient solution is to remove the ladder without replacement.
Staff anticipated that the District Operations Crew would complete the above modifications by
August 3, 2007, so that the Contractor could begin on August 6, 2007, as scheduled in the
Contract Documents. The Contractor, however, requested that they be allowed to begin the
Work earlier and submitted a quote to perform the modifications.

Staff believes that Olympus' proposal would save the District money and time. Their quote is
less expensive than what it will likely cost the District to perform the same work because it is
their area of expertise. Also, by performing the Work earlier in the year, there is less likelihood
that the District will need to pay the Contractor for "Environmental Controls", controlling
temperature and humidity within the tank. At the moment, the Water Crews have three less
people working than last summer. If Olympus works on the modifications, it will free up crew
time to work on other projects and maintenance.
4. Recommendation:
I recommend that the Board authorize Contract Change Order No. 1, in the amount of a
$3,411.00 payment to Olympus & Associates, Inc., from the District.

This Change Order covers changes to the subject Contract as described herein. The Contractor shall construct,
fumish equipment and metedais, and perform all work as neomeary or required to comnplete the Change Order
