As you are aware, the TDPUD Board of Directors (Board) has recently created the Power Supply and
Conservation Committees to enhance public input into the power and conservation challenges. You are
receiving this correspondence because you recently applied for membership on the TDPUD's Power Supply
Committee. However, at this time the Board is discussing the possibility of appointing only the Conservation
Committee due to timing issues of the Power Supply Committee being instituted. Therefore, we respectfully
request if you would be interested in serving on the Conservation Committee.
Initially, it was thought that the Board would be forming the committee with ample time to discuss the power
issues prior to signing any potential contracts. You may recall that the TDPUD has not fully contracted for
the community's electric energy demands beginning in January 2008. This fact has been of great concern to
the Board. Various power supply opportunities have recently come to our attention that the Board could not
ignore and we needed to move swiftly to secure power supply contracts so as not to lose the opportunities

The program utilizes a mix of renewable resources, such as hydro and geothermal power,
Renewable Portfolio Standard (RPS). Additionally, the overall resource mix is attractively priced. Since the
power supply is now relatively stable for the next few years it may prove difficult for a Power Supply
Committee to have meaningful input during the next couple of years.
The Board discussed the advantages of having the Conservation Committee evaluate and make
recommendations regarding the development of a potential solar power program that will meet any State of
California requirements. There may also be other distributed generation technologies that the Conservation
Committee could evaluate and propose in its report that have an impact at reducing the amount of market
priced power that the TDPUD may be required to purchase. We believe that there is plenty of exciting work
for the Conservation Committee to accomplish over the next few months.
We respectfully request that you take a brief moment of your time and respond to this letter by June 15,
2007 to let us know of your thoughts about joining the Conservation Committee or any other thoughts on the

This has implications for formation of a power supply committee. For the next four years
power supply is determined. It is my suggestion that the Board appoint the conservation
committee, but hold off on appointing the power supply committee. With the passage of time,
say a year or two, the power supply world will develop new opportunities and that will be the
time to take a new look at power supply options.

Resolution No. 2007 - 03 ADVISORY
RESOLUTION ESTABLISHING A CITIZEN AD TEE
WATER AND POWER CONSERVATION COMMIT
WHEREAS Truckee Donner Public Utility District provides electric power and potable waterto
its customers; and
WHEREAS the District must meet the entire power and water needs of its customers; and
WHEREAS the mission statement of the District recognizes the need to offer economical
rates to its customers, the need to be environmentally responsible, and to use our resources
wisely; and
WHEREAS the Board of Directors of the District is committed to conserving water and electric
power resources; and
WHEREAS the Board recognizes that discussion of the issues of water and electric power
conservation and the development of related programs are issues that Truckee's citizens wish
to participate in;
NOW THEREFORE BE IT RESOLVED BY THE
THAT BOARD OF DIRECTORS OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
1. There is hereby established the Citizen Advisory Water and Power Conservation
Committee consisting of approximately twenty members appointed by the Board of
Directors of the District.
2. Membership of the Committee shall be appointed so as to reflect the characteristics of
the Truckee community.
3. The Committee shall select the chair of the Committee.
4. The Committee shall submit a report to the Board of Directors within twelve months of
its formal appointment containing a description of its work, it findings and
recommendations. (or at any appropriate time)
5. The Committee shall submit monthly progress reports to the TDPUD Board of
Directors.
The duty of the Water and Power Conservation Committee shall be to recommend to
the TDPUD Board of Directors a water and power conservation plan that provides for
the needs of the community. The plan needs to incorporate the following principles:

The plan needs to satisfy the requirements of the public benefits program
related to conservation.
The plan needs to give special attention to assisting low income persons
The plan must deal with the issue of irrigation water practices.
The plan needs to evaluate the cost/benefit ratio of various conservation
methods and recommend those practices that represent the best investment of
the District's limited resources
The District has a preference for established and successful conservation
practices. Experimental conservation practices or conservation practices that
are still in the experimental or developmental phase are to be avoided.
6. The Committee shall determine its meeting schedule, conduct all of its business in
"open session", allowing any member of the public to attend and provide input, post
notices of meetings and agendas at least 24 hours prior to meetings in the same
locations where notices and agendas for meetings of the District's Board of Directors
are posted, and allow for additions to and deletions from the agendas at meetings as
determined by the Committee.
7. The Board of Directors of the District shall provide financial assistance to enable the
Committee to meet reasonable and necessary expenses. Requests for payment of
expenses shall be submitted to the District for review and action by the Board of
Directors.
8. The TDPUD Board of Directors shall appoint subject matter experts or consultants to
provide assistance to the Committee and shall pay their expenses.
9. The Committee shall be advisory to the Board of Directors and its members shall not
be considered public officials

WHEREAS Truckee Donner Public Utility District provides electric power to its customers; and

Fact Sheet
Truckee Donner PUD has recently established a new Citizen Advisory Committee for
Water and Power Conservation. This Committee will recommend to the TDPUD Board
of Directors a water and energy conservation program that provides for the needs of the
community.
Throughout the United States, there is great emphasis being placed on the need for
communities to engage in practices that assist in conserving the over use of water and

the TDPUD Board of Directors. The Committee will be directed to submit a final report
to the Board of Directors within twelve months with intermittent reports during the same
period. The Committee will conduct its meetings in public and will allow public input at
its meetings.
The Board of Directors hopes to appoint the Committee members such that a broad
cross section of community interests are represented. No special expertise in
conservation is required to serve on the Committee.
Committee members will be introduced to current conservation technologies and will
have an opportunity to fully discuss best available technologies and practices with
experts in the field.
The Board of Directors requests interested parties to submit application forms, and any
other pertinent information, by June 1, 2007 and intends to appoint members to the
Committees no later than July 2007. Application forms are available on the TDPUD
website (www.tdi)ud.org) or at the TDPUD offices.
