Subject: Construction of the Conduit Installation— 2007 Project
1. Why this matter is before the board:
The Electric and Water Departments have prepared a set of Bid Documents for construction of
the Conduit Installation— 2007 Project.
Approval from the Board of Directors is necessary for two issues related to this project;
• Approval of the plans and specifications for the project
• Authorization to advertise for Bids
2. History:
At the April 4, 2007 meeting, Joe Horvath gave a presentation regarding installation of a new
electrical circuit along Pioneer Drive in the Donner Lake area. The Electric Department had initially
planned to install this circuit using overhead poles. However, property owners in the area had
objected to the overhead installation and requested that the cable be placed underground. After
receiving input from the Electric department and from local residents, the Board of Directors
determined that the new installation should be underground.
On May 2, 2007, the Board approved the CEQA Initial Study for the Pioneer Drive Conduit
Installation project. The Initial Study was then circulated to responsible and interested
agencies as well as to the State Clearinghouse and the Nevada County Clerk. On May 16
2007, the Board held a public hearing to receive written and oral comment regarding the project.
No comments were received at the public hearing. On June 6, 2007, the Board adopted the
final Mitigated Negative Declaration.
At the January 17, 2007 meeting, the Board of Directors approved the CEQA Initial Study for the
Alder Drive Pump Station. A public hearing was held on February 7, 2007. No comments were
received at the public hearing. On January 18, 2007 the District mailed the Initial Study for the Alder
Drive Pump Station to the State Clearinghouse. However, the Initial Study was misplaced by the
State Clearinghouse and not posted. This problem was discovered on February 9, 2007. A new
copy of the Initial Study was sent to the State Clearinghouse the same day. Considering that the
Initial Study was not posted by the State Clearinghouse until February 9, 2007 the public comment
period was extended until March 12, 2007. A second public hearing was held on March 7, 2007 in
the event that some interested parties did not receive adequate notice of the project from the State
Clearinghouse. No comments were received at this second public hearing. On March 21, 2007, the
Board adopted the final Mitigated Negative Declaration for the Alder Drive Pump Station.
3. New information:
The plans and specifications for both the Pioneer Drive Conduit Installation and the off-site
conduit and piping for the Alder Drive Pump Station have been completed and are ready to be
advertised. These two projects have been combined into a single set of Bidding Documents
entitled Conduit Installation— 2007.
The plans and specifications are complete and ready to be advertised. The current project
schedule is given below:
June 20, 2007—Board Authorization to Begin Advertising for Bids
July 12, 2007—Bid Opening
July 18, 2007—Award of Contract
August 2007—Begin Construction
The planned funding source for the Pioneer Drive portion of the project is Electric Facility Fees.
The planned funding source for the Alder Drive portion of the project is Water Facility Fees
4. Recommendation:
I recommend that the Board:
1) Approve of the plans and specifications for the Conduit Installation— 2007 Project.
2) Authorize staff to begin advertising for Bids with a Bid Opening Date of July 12,
2007.
