Subject: Proposals for Hydrogeologic Consulting Services
1. Why this matter is before the board:
Board approval is required for expenditures in excess of$15,000.
2. History:
The Board previously requested that a Request for Proposals be issued the next time that
hydrogeologic consulting services were required. On May 2, 2007, a draft RFP for Hydrogeologic
Consulting Services was presented to the Board. The Board then approved issuing the RFP.
3. New Information:
Four proposals were received by the District. The four firms that submitted are:

Fugro West. Roseville, California
Wood Rogers. Sacramento, California
After reviewing the proposals, the firms were ranked based upon the following categories (1 = Best,

After the above review as performed, the cost proposals were opened and reviewed. On an hourly
basis, AquA and Farr West are about the same and are less expensive than the other two. These
two firms are smaller in size and are likely to have much lower overhead costs than the other two
companies. The hourly rates between Fugro West and Wood Rogers were comparable.
After reviewing all of the information I believe that David Carlson and AquA Hydrogeologic Consulting
would be the best firm to assist the District in drilling the new well and site determination for future
wells. I believe that their familiarity with the drilling conditions in the local area sets them apart from
the other firms.
As part of the preparation of the Bidding Documents for the Fibreboard Well, staff and AquA will
contact the well drillers in the California/Nevada area to review the specifications on the past few
wells and determine how they could be improved.
The District will create a Master Services Agreement with the selected consulting firm. Work to be
performed by the consulting firm shall be defined by Task Orders under the Master Services
Agreement. Should the hydrogeologic consulting services provided by the selected firm prove
satisfactory, the District may extend the term of the Master Services Agreement for up to three years.
For future years, the hourly rates given in the Cost Proposal may be adjusted by an amount not to
exceed the increase in the Consumer Price Index (CPI) as published by the United States
Department of Labor for the corresponding time period.
4. Recommendations:
Authorize the Water Department to retain AquA Hydrogeologic Consulting to assist the District with
construction bidding and construction of the Fibreboard Well. The contract would be based upon the
hourly rates given in AquA's cost proposal with an amount not to exceed $110,000.

2.0 Firm's Background and Experience
AquA was formed in Reno,Nevada in 2001 to provide hydrogeologic consulting expertise in the
field of ground water development. Owner of the firm is David Carlson. Since 1980, individual
members of the AquA team have been involved in developing and managing ground water
resources throughout the world including South America,the Middle East, Indonesia, Guatemala,
and the United States. Specifically,since 19881 have been the groundwater consultant to the
- Truckee Donner Public Utility District,with the exception of 1994 to 1998, when I was working in
the Middle East and Indonesia. During this period of time I have overseen and supervised the
following projects for the Truckee Donner Public Utility District:
• Drilling and construction of the Prosser Annex Exploration Well
• Drilling, construction, and testing of the Prosser Village Production Well
• Drilling, construction, and testing of the Old Greenwood Production Well
• Drilling and construction of the Featherstone Exploration Well
• Drilling and construction of the Alder Drive Exploration/Test Well

• Well rehabilitation and testing of the Glenshire Drive Production Well
• Well sampling and testing of the Martis Valley Production Well
• Conducted basin-wide groundwater investigation to select prospective production well sites

In addition to being the groundwater consultant for the Truckee Donner Public Utility District,
AquA is also the groundwater consultant for the Truckee Meadows Water Authority(TMWA)
(since 1998) and Carson City Public Works Department(since 2006). During this time period the
following projects which are similar to the proposed Fibreboard Well have been completed:
• Drilling,construction, and testing of the replacement well No.24 (2007-Carson City)
• Drilling, construction, and testing of the Sparks Police Station Production well(TMWA)
• Drilling,construction, and testing of the Sparks High School Production Well(TMWA)
• Drilling,construction, and testing of the Dilworth School Production Well(TMWA)
• Drilling, construction, and testing of the Prater Way Production Well (TMWA)
• Drilling,construction, and testing of the Hawkings Court Production Well(TMWA)
• Drilling,construction,and testing of the Silver Lake Production Well(TMWA)
• Drilling,construction,and testing of the Huffaker Circle Production Well(TMWA)
• Drilling,construction, and testing of the Mendive School Production Well(TMWA)
During all of the listed projects completed for both Carson City and the Truckee Meadows Water
Authority,technical drilling and testing specifications were prepared and sent to prospective
drilling contractors. On all projects detailed on-site supervision and data collected was provided.
After the production wells were constructed,extensive development and pumping test programs
were conducted. All of the field data collected and analyzed was included in a final report.
3.0 Staff members experience and resumes
The following are the AquA personnel who will be assigned to the project. Because drilling,
constructing, and testing of the well require 24-hour coverage,I have included extra staff and
their qualifications if they are needed. Detailed resumes are included at the end of the proposal.
Project Manager-David Carlson- Senior Hydrogeologist-State of California,Professional
Geologist No. 8209. 1 will be the project manager. I have over 26 years of hydrogeologic
experience and since 19881 have been the project manager/groundwater consultant to the
Truckee Donner Public Utility District. During this period time I have supervised the drilling,
construction,and testing of the Martis Valley production well,the Prosser Village production
well, and the Old Greenwood production well.
Support personnel
Richard Johnson-Project Geologist/Hydrogeologist Mr. Johnson has over 18 years as a ground
water hydrologist. Mr. Johnson has supervised groundwater resource development programs for
-^ mining clients and municipal utilities. Programs that Mr. Johnson has supervised included
drilling operations,well construction,well development,and aquifer testing of numerous large-
diameter municipal wells for TMWA. He also provided on-site supervision and data collection
... for the Glenshire Drive production well and the Prosser Annex production well.
David M Carlson-Geologist/Groundwater Modeler Mr. Carlson has 6 years experience in the
supervision of drilling and construction of production wells and associated air-lift and pump
development programs. Mr. carslon provided on-site supervision and data collection during the
drilling,construction,and testing of the Prosser Village production well and the Old Greenwood
production well.
Ron Petersen-Hydrogeologist/Geophysicist Mr. Petersen has over 30 years experience in
hydrogeologic investigations,groundwater resource maping and evaluation,groundwater
"°" modeling,and environmental investigations. Mr.Peterson specializes in the use of geophysics to
map groundwater. Mr. Peterson has supervised and provided data collection during several 10-
day pumping tests during the past two years. He has also provided field supervision during the
drilling,construction,and testing of four large diameter,high capacity production wells during
the past two years.
Bettina Warner—Geologist Ms. Warner in the past two years has completed several water
supply projects.Ms. Warner provided on-site supervision and data collection for the drilling,
construction,and pumping test conducted on the Old Greenwood production well. She also
provided supervision for the construction of several municipal wells for the Truckee Meadows
Water Authority.
Noel Liner—Geologist Mr. Liner has 5 years experience in geomorphology and surface water
hydrology as well as professional consulting experience in the areas of geotechnical and slope
_ stability issues. Mr. Liner has provided field supervision and data collection during the
construction of four large diameter production wells and the pumping tests conducted on these
wells.
4.0 Description of services to be provided
The services that will be provided for the Fibreboard well drilling,construction,development and
pumping test will be very similar to the services that were provided for the Prosser Village
production well and the Old Greenwood production well. A description of the services to be
provided are as follows:
• Review the geologic,air-lift results,and water chemistry data from the exploration
borehole that was drilled at this site.
• Prepare well drilling,construction,and air-lift development technical specifications.
• Prepare pump development and testing technical specifications.
• Attend pre-bid meeting with drilling and pump contractors and Truckee Donner Public
Utility District staff. Answer technical questions regarding the expected geology and
drilling conditions.Assist District in preparing addendum to specifications if required.
• Assist District is evaluation of submitted drilling and pump bid documents.
• Provide supervision and data collection during the drilling of the borehole to its
anticipated depth of 1,200 feet. These activities will include developing a detailed
geologic log of the drill cutting derived from the borehole;record drilling material used;
record drilling penetration rate; and review daily drilling logs developed by the drilling
crew.
-- • Supervise and review geophysical survey of borehole.
• Ensure that the drilling contractor follows the technical specifications.
• Supervise the construction of the well.
,^ • Provide on-site supervision and data collection during air-lift development.
• Provide on-site supervision and data collection during the double-swab pump
development and the collection of water quality samples. Samples will be delivered to
Sierra Environmental Laboratory.
• Provide on-site supervision and data collection during the pump development program.
• Provide on-site supervision and data collection during the step-drawdown test and the
constant-discharge pumping test. This includes providing data loggers to record the
drawdown in the production well during the pumping and recovery phases of the
program.
0 Provide on-site supervision during the downhole video survey and the plumbness survey.

• Summarize all field activity and data collected with analysis of pumping test data, and
prepare a final report which shall contain recommendations regarding production pump
setting and yield.
5.0 Description of staffing level
As a result of the anticipated 24-hour drilling,development, and testing activity I will be the
.. project manager full-time,with Richard Johnson, David Carlson Jr.,Ron Petersen, and Tina
Warner providing field activity coverage.All of the support staff has worked on previous Truckee
Donner Public Utility District well construction and testing projects. I will attend all of the
meetings required and provide support to the District staff as required.
6.0 QA/QC procedures
To be consistent and provide the District staff with a highest quality product,all documents
generated by AquA will be submitted to the District in draft for their review prior to be submitted
in a final version. In house review is also part of our QA/QC procedures. When a document is
generated,it goes through a review prior to being sent out,either as a draft or final version. I try
to review all documents that are sent out, and if I cannot conduct the review, either Richard
Johnson or David Carlson Jr. does the reviewing.
7.0 Firm's insurance coverage
The following is a list of our insurance coverage. With regards to the comprehensive automobile
coverage,we are currently getting a quote to upgrade to your$500,000 requirement.

Fugro has been operating in California since 1977. The firm has grown internally and
through the acquisitions of highly respected local firms. Fugro's Water Resources Group is
concentrated in our Roseville, Oakland, San Luis Obispo, and Ventura offices. It is anticipated
that our Roseville office will be serving most of the field needs for your projects, with the
continuous backing of Water Resources staff in our other offices.
Fugro has broad expertise in water resources management and development. We have
conducted hundreds of individual well design and well field development investigations,
•- hydrogeologic investigations, basin safe-yield investigations, aquifer storage and recovery
projects, water quality evaluations, desalination project feasibility studies, and groundwater
basin management studies.
Fugro provides well siting, well design recommendations, preparation of well
construction plans and specifications, construction observation, and production testing for
municipal and private water wells. Fugro's extensive experience in hydrogeology and well
design is critical to successful well production. Perforation placement, perforation slot size,
gravel pack gradation, casing design and installation, and gravel packs and cement seal
placements are custom designed for each well.
Fugro engineers and hydrogeologists assist clients in evaluating contractor bids and
managing well construction and testing. As the client representative, we oversee the well
construction, documenting the "as-built" conditions, design the production testing program,
make recommendations for the optimal well discharge rate, and pump settings. We test and
._ document well yield, specific capacity and pumping level variations, and collect samples for
water quality analysis. Water level monitoring is accomplished using downhole pressure
transducers connected to microprocessor data loggers, which Fugro maintains as part of its
inventory of well testing equipment.
Fugro has extensive experience in evaluating and determining the causes of diminished
production or injection capacity in water wells. Assessments include specific capacity testing,
water quality analysis, particulate filtering and analysis using electron-microscope analysis,
video logging, and review of operational data. Using these data, Fugro investigates the cause
of the problem and recommends solutions for restoring well capacity.
Fugro's water well services are supported by our knowledge of the regulatory framework
permits (RWQCB, NPDES, DOHS), which govern well development and rehabilitation.

water supply wells throughout California.
• Long-term association with ground water issues related to surface mining for such
clients as Vulcan Materials Company, Hansen PLC, Granite, and Tulare County.
• Lead investigator for a comprehensive water resources investigation and safe yield
determination of the 340,000-acre Kaweah Delta Water Conservation District in Tulare County.
• Directed or assisted in preliminary desalination feasibility studies for the City of Long
Beach Water Department, Cambria Community Services District, and the City of Arroyo Grande.
• Managed many hydrogeologic studies relating to groundwater management water
supply development, safe yield studies, municipal well design, seawater intrusion abatement,
desalination, artificial recharge, and groundwater quality.
Mr. Peter Leffler, P.G., C.Hg., Associate Hydrogeologist, has more than 15 years of
experience performing hydrogeologic studies in California. His experience includes design and
construction management for water supply wells, test wells, and monitoring wells; pumping tests
and data analysis; groundwater basin management, artificial recharge, salt loading impacts, salt
water intrusion, groundwater modeling, water resources planning, contaminant hydrogeology,
and surface water studies. Mr. Leffler has performed all phases of these studies including
project management, proposal preparation, fieldwork, data analysis, report preparation, and
presentations. Mr. Leffler's experience includes:
• East Bay Municipal Utility District. Performed regional groundwater basin analyses and
developed steady state/transient groundwater flow models of the Bixler area in east Contra
Costa County. Also conducted pumping and injection testing of a large-diameter well in
preparation for implementation of a 1 MGD pilot scale ASR project in the East Bay Plain in
Alameda County.
• City of Gilroy. Project Manager for a municipal well siting study, installation of eight
test wells, and design/installation/testing of one production well. Work is ongoing with
preparation of well specifications for a second municipal water supply production well.
• Rio Linda/Elverta Community Water District. Project Manager for a municipal well
siting study, and design/installation/testing of one water supply production well. Work is
.- ongoing with construction of the municipal water supply production well.
• Kaweah Delta Water Conservation District. Served as Project Manager for
development of a regional groundwater flow model of the District. The project area
encompassed approximately 340,000 acres and the model incorporated the various
components of recharge and discharge. The transient model was calibrated and used to
simulate several scenarios of future water supply and demand.

Mr. Tim Nicely, Project Hydrogeologist, has more than 7 years of experience
performing hydrogeologic studies in California related to construction management and
observation for installation of municipal, test and observation wells, aquifer testing, numerical
modeling of groundwater flow and transport, and groundwater basin analyses. His
responsibilities include project planning, implementation and management; field work; data
collection, compilation and analyses, report preparation and project management. Mr. Nicely's
project experience includes:
• Golden State Water Company. Coordinated and conducted field work related to
.— nine large diameter production wells in Los Angeles County including project planning,
contractor observation for drilling, depth-specific zone testing, well construction, development,
lithologic logging, pumping aquifer tests; water quality sample coordination; NPDES permit
.-� compliance oversight; and report preparation
• Bixler Site Investigation, East Bay Municipal Utility District. Performed field
activities associated with installation of five monitoring wells in order to explore the spatial extent
of an aquifer; performed contractor observation for drilling, development and aquifer pump
testing of each well; performed lithologic logging and sample collection; analysis of aquifer test
data; and report preparation
• City of Ventura Well No. 11 - Coordinated and conducted all phases of work
related to a large diameter production well including project planning, contractor observation for
drilling, lithologic logging, well construction, development, pumping aquifer tests; water quality
sample coordination and analysis; NPDES permit compliance oversight; and report preparation.
• City of Soledad Well No. 11 - Coordinated and conducted field activities related
to the installation of a large diameter production well including assistance in project planning,
contractor observation for drilling, lithologic logging, well construction, development, pumping
aquifer tests; water quality sample sampling; NPDES permit compliance oversight; and report
preparation.
Anticipated Scope of Services
The scope of services is summarized in the RFP and divided into 5 general tasks as
outlined below. Since the tasks are well documented in the RFP, it is the intent of this section to
summarize which staff would be involved in each task. Each of the Fugro staff involved in every
task has extensive experience in well siting and installation projects. The project manager will
be directly involved in all aspects of project planning, site meetings and report preparation. The
contractor observation and on-site work will be performed by field staff under direct supervision
by the project manager.
Task 1 —Assist District Staff in Preparation of Bid Documents for Fibreboard Well
Preparation of two bid documents related to 1) Well Drilling and Construction and 2) Well
Development Pumping will be prepared by Mr. Peter Leffler, Project Manager and Mr. David
Gardner, Principal-In-Charge. Mr. Leffler will attend both pre-bid meetings and assist the District

Description of Quality Assurance/Quality Control procedures

Fugro will comply with the Insurance and Indemnification Requirements set forth by the

B. Fugro will provide original Certificates upon Contract execution.

Truckee Donner Public Utility District(District)provides drinking water to its customers from a
network of water supply wells. The District has faced challenges in constructing its wells,
including:hard drilling,high-cost projects, and contractor claims. Some of these challenges-
'` for example,hard drilling conditions and lost circulation-are inherent in the District's geologic
setting and cannot be avoided,and Wood Rodgers has the experience to help the District
minimize the impacts of these challenges. However, some of the other problems the District has
experienced,with high-cost projects and contractor claims,can be avoided with a targeted
project approach that is based on advanced drilling engineering methods.
}- Because of the approach used on past District well projects,the pool of qualified drillers who
.- are willing to bid District well projects has decreased. Some drillers who are willing to bid have
increased their prices to compensate for the foreseeable problems that will result from outdated
project approaches. To obtain high-quality and cost-effective well projects,it is imperative for
the District to reverse this trend so that the best drillers in the industry will bid District well jobs
at competitive prices. Based on my 27 years of experience in drilling engineering,I am
confident that the way to accomplish this is to design new well projects using sophisticated
,., methods to reduce the uncertainty for drillers,and to manage the projects proactively so that
developing issues are dealt with before they become change orders or catastrophic problems.
I believe that it is time for the District to consider an updated approach to well projects-one
that will provide the highest quality and most cost-effective well possible. The attached
proposal describes what the Wood Rodgers team brings to the table. We look forward to the

2.2 FIRM DESCRIPTION
Farr West Engineering is a Reno-based Nevada Corporation that was created in 2001. We
specialize in environmental engineering, project management and utility planning. Almost all of
our clients are public entities. Our firm is comprised of professional engineers, associate
engineers and technicians. We have a total staff of fourteen professionals in the Reno-Tahoe
area.
We have teamed with Quad Knopf, in Reno Nevada. Farr West and Quad Knopf staff have a
special interest in this project due to a long history of work in the Truckee area including
resource evaluations and groundwater availability studies. Although Farr West or Quad Knopf
could have proposed independently, combining our staffing resources guarantees experienced
professional staff during the busy drilling/well construction season. With our combined
experience in the Truckee area, we will make an exceptional team. Kirk Swanson and David
Westhoff began working together at Hydro-Search Inc. approximately 20 years ago and have a
strong professional relationship.
Quad Knopf s comprehensive array of services includes water supply and treatment design.
Since its inception in 1972, the firm has had the objective of providing public agencies the
services of professionals with extensive experience to successfully complete their projects. Quad
Knopf has a staff of nearly 300 employees in five offices spanning California and Nevada
providing integrated services in the broad disciplines of civil engineering, land use planning,
environmental services, and biology as one full-service unit.

Insurance
Farr West carries comprehensive general liability insurance at limits of$4,000,000 (aggregate)
which significantly exceeds the minimum project requirements. Automobile insurance carried
by Farr West with a limit of $1,000,000 (per accident) also exceeds District's project
requirements. Farr West also maintains statutory required workers compensation insurance.
Insurance certificates have been included in Appendix B for reference.
Indemnification
Farr West will agree to the following indemnification requirement as stated in the request for
proposal; "The Consultant shall indemnify and hold harmless the DISTRICT, its directors,
officers, partners, agents, and employees from and against any and all liability, claims, demands,
damages, losses, and expenses, including but not limited to attorney's fees, for which the
Consultant is determined to be legally liable resulting from negligent acts, errors, or omissions
by the Consultant, its directors, officers, agents, and employees in performance of services
required by this Agreement. Liability, claims, demands, damages, losses, or expenses resulting
from the negligent acts, errors or omissions, whether active or passive, by the DISTRICT, its
directors, officers, partners, agents, employees, or by others are excluded from the Consultant's
obligations pursuant to this paragraph."

SECTION 3.0 PROJECT EXPERIENCE AND STAFFING LEVEL
3.1 FIRM EXPERIENCE
Farr West is prepared to provide qualified and experienced personnel for hydrogeologic field services for
water resources exploration and development projects under the direction of the Truckee Donner Public
Utility District's Water System Engineer. Our staff has more than 60 years of combined water resource
exploration, development, and management experience and includes Professional Engineers licensed in
California, and Nevada; Professional Geologists licensed in California; and a Certified Hydro-Geologist
registered in California.
Farr West's professionals have conducted water resource exploration/development and well installation
projects both internationally and domestically, from remote mine sites in the Andes to highly regulated
U.S. Department of Energy locations. In addition, Farr West's staff has experience with a wide variety of
exploration techniques, drilling methods, service contractors, and well designs. Our staff has managed all
aspects of groundwater exploration and development programs with drilling budgets alone in excess of
$4M. Farr West has a long history of data collection, interpretation, and presentation. Quad Knopf has
demonstrated the ability to work with clients, sub-consultants, regulators, various governmental agencies
and the public.
3.2 SIMILAR PROJECTS
Farr West and Quad Knopf hydrogeologists have worked on several well projects in the Truckee
area for TDPUD, Placer County and private development including:

In addition to water resource development projects, Farr West has also completed many well
facility design projects. The following similar projects represent the experience of staff members
of Farr West Engineering and/or Quad Knopf. Some of the projects listed involved staff
members while they worked at other firms.
➢ Water Resource Development: Truckee-Donner Public Utility District — Truckee,
CA. Developed the hydrogeologic characterization of the watershed for the District.
Successfully completed project objectives including exploration and production well drilling
program for an additional 6,000 to 8,000 gpm water supply in interbedded fractured
volcanic and alluvial units. Determined the amount of groundwater available based on
precipitation, recharge and water use. Project included compilation of well logs and
constructing geologic cross-sections. Previous experience working for the TDPUD
involved data analysis of exploration and production well drilling and testing and field
supervision of water supply well drilling in interbedded volcanic and alluvial units. Started
working for the District in 1990s for Hydro-Search Inc. Participated in drilling of over 12
test/production well within the groundwater basin.
➢ Groundwater Budget Study: Truckee Donner Public Utility District — Truckee, CA.
Provided technical review of a groundwater budget study for Martis Valley. The study

required an analysis of precipitation, soils, geology, surface runoff, streamflow and
groundwater recharge. The objective of the study was to estimate the availability of ground
water.

Tulelake Irrigation District —
Tulelake, CA. Responsible for the
development of an 80,000 gpm
irrigation well field under an
emergency drought declaration issued
by the Governor. Installation of ten
new wells (24-inch, up to 2,600 ft.) was
completed within 3 1/2 months and
under budgeted monies of $4M.
Project included evaluation of
hydrogeology and basin recharge
characteristics, coordination of surface
and downhole geophysical contractors,
drilling contractors, pump vendors, and
interaction with local, state, and federal
agencies. Designed wells and pump
assemblies, prepared bid specifications,
evaluated pumping interference and
impacts, and provided overall technical
oversight of all activities. Overall
project, including pumps and other
outside services completed within total
budgeted monies of$5M.
➢ Water Resource Development: South Lake Tahoe, CA. Responsible for exploration,
testing and installing municipal wells from 1994 to present. The objective of the project has
been to minimize naturally occurring and introduced contaminants as well as improving
infrastructure of the PUD water and waste water facilities.
➢ Groundwater Exploration: South Lake Tahoe Public Utility District — South Lake
Tahoe, CA. Responsible for zone testing and installing municipal wells for the past ten
years. Provided oversight of 94 mm core drilling, SimulProbe®, and temporary well zone
specific sampling to determine material and water quality of specific intervals. Water
quality issues have included MTBE, arsenic and hydrogen sulfide.
➢ Groundwater Exploration: Spring Creek Tract — South Lake Tahoe, CA.
Responsible for the development of a water supply, during the short construction season,
that significantly exceeded demand and water quality requirements in an environmentally
sensitive area at relatively low cost compared to other alternatives. This project resulted in
the deepest Roto-sonic hole in western United States

➢ Water Resource Evaluation: Churchill County Community Development — Fallon,
NV. Conducted independent third party review of proposed water supply development for
new residential and industrial development in the Hazen area.
➢ Water Resource Development: Canyon General Improvement District — Sparks, NV.
Provided project management for the development of a water supply, within limited time
frame. Previous exploration efforts resulted in the drilling of greater than 20 unsuccessful
boreholes. This effort relied on developing a conceptual hydrogeologic model based on
surface geology, existing well logs and recharge characteristics of the area. A water supply
source in excess of 1500 gpm was developed which greatly exceeded the supply
requirement of 200 gpm. Interfaced directly with funding, regulatory and contractors to
insure timely completion of the project.
➢ Well Facility Design: Truckee Meadows Water District, Reno, Nevada. This project
involved the complex design of two wells pumping to a common discharge, with blending at
specified levels in order to maintain water quality. The wells were located between the
football field and parking lot of Reed High School in Sparks, Nevada. Farr West designed
the pumping facilities while TMWA used the services of another consultant for well
drilling. Brent Farr was the lead engineer and project manager on this project.
➢ Water Resource Development and

Yerington, Nevada. Farr West

➢ Groundwater Exploration: Somersett Development LLC — Reno, NV. Responsible
for the development of an irrigation water supply for landscaping plants during droughts.
Previous efforts had encountered limited aquifers comprised of low permeability materials
in bounded aquifers resulting in production wells with limited capacity. Identifying
unmapped faults and designing a test well program to identify the faults resulted in
discovering a more than adequate water supply. Artificial recharge of the bounded aquifers
is being considered.

➢ Water Resource Development: Municipal Well — City of Tulelake, CA. Provided the
analysis of the existing wells and designed and supervised the installation of a new
municipal well. The new well incorporated corrosion resistant features and was completed
to a depth of 2761 ft.
➢ Well Facility Design: City of Yerington, Nevada. Brent Farr led the design efforts of a
major well house rehabilitation project involving two existing facilities: Mason Well (1,000
gpm) and Rio Vista Well (250 gpm). These two existing facilities were in need of major
upgrades, including new piping, well control valves, backup generator systems, and
electrical controls; and for the Rio Vista Well, a new submersible pump and well house.
➢ Well Facility Project Management:
Lyon County Utilities Department,
Dayton, Nevada: Farr West managed
the drilling and construction of two
major well facilities in Dayton,Nevada.
The first well facility was the Cardelli
Well (1,500 gpm). The second well
was the Rolling A Ranch Infiltration
Well (3,000 gpm). Both of these
projects were designed by another firm,
but managed for the County by Farr
West Engineering.
3.3 TEAM EXPERIENCE
The project team members are all full-time employees at Farr West or Quad Knopf. Farr West
employs several construction inspectors that will be utilized if appropriate activities require
general construction oversight. Because of the significant contracting costs and to avoid
problems with data inconsistency, Farr West recommends full time professionals for direct
oversight of drilling, well construction and aquifer testing.
Two of our staff members, Dr. Kirk Swanson and Mr. David Westhoff, have direct experience
with District projects involving tasks similar to those identified in the Request for Proposal. We
are familiar with the District's specifications used in the past and the regulatory environment in
the Truckee and Lake Tahoe area. From this collective experience our support staff is also
familiar with the goals of the District's water supply construction and exploration objectives.
Dr. Swanson, Senior Project Manager, will manage all project activities and provide technical
assistance to the field staff. In addition, he will provide on-site project involvement during
critical data gathering or construction periods. Mr. David Westhoff will remain on the project
full time for the duration of the field operations and provide senior level support, backup project
management (if required) and quality assurance. The team will oversee all field activities in
accordance with the District's specifications and assure that District activities are manned with
qualified staff under direct senior supervision. The entire project staff has water resources
experience.

We have thoroughly reviewed the project requirements identified in the RFP and feel that the
following staff will fulfill the requirements for an experienced water resource team with local
Martis Valley basin experience. Appendix A includes resumes for project staff, as well as a
summary of the experience and qualifications of our support staff.
Kirk Swanson: Extensive groundwater exploration, well installation/construction and testing.
Dr. Swanson is a senior hydrogeologist with more than 20 years of international water resource
project management including technical supervision of hydrogeologic, geophysical and
geological engineering investigations. His hydrogeologic experience is extensive and includes a
wide range of hydrogeologic media (alluvial, carbonate, metamorphic, plutonic, volcanic
including primary/secondary fracturing) and environments. Projects include studies of local and
regional systems for basin yield analysis, environmental impact statements, water supply, water
rights, groundwater recharge, dewatering and contaminant transport/remediation projects for
municipal, industrial (RCRA), Federal, open pit/underground mining and irrigation projects. Dr.
Swanson has designed numerous drilling programs and well designs incorporating high
efficiency and corrosion resistance with well depths greater than 5000 feet and production yields
in excess of 12,000 gpm.
David Westhoff: Extensive groundwater exploration, well installation/construction and testing.
Mr. Westhoff has more than 25 years experience as a hydrologist/hydrogeologist for water
resource assessment in both surface and ground water projects. His responsibilities have
included project planning, supervision of well drilling and aquifer tests, site investigations,
numerous submittals to FEMA, hydrologic and hydraulic modeling including models for dam
µ permits, design of stormwater control structures, , report preparation, and presentation of results
to clients and regulators. He has managed water supply development projects, water budget
analyses, environmental investigations and hydrology projects.
Gary Hurban: All phases of groundwater exploration, well installation/construction and
testing. Mr. Hurban has 13 years of professional experience in geology, hydrogeology and
hydrology. He has a broad breadth of experience and expertise in areas including water resource
exploration and development, surface water modeling, GIS data analysis and AutoCAD drafting.
Mr. Hurban has extensive field experience managing and supervising exploration drilling
programs and coordinating sub-contractors to successfully and efficiently bring projects to
completion. Early in his career he consulted directly with mining companies as an exploration
and development consultant geologist in the mining industry.
Brent Farr, P.E.: Well Facility Design. Mr. Farr is the owner and Principle Engineer at Farr
West Engineering. He has experience designing well facilities throughout Nevada. If necessary,
Mr. Farr can assist TDPUD with the design of well facilities after completion of drilling the
Fibreboard Well. Prior to starting Farr West Engineering, Mr. Farr worked for Montgomery
Watson(now MWH).

Greg Lyman: Drilling and well installation/construction and testing. Mr. Lyman is a Project
Engineer who manages and designs his jobs under the direction of the Principal and Owner of
Farr West Engineering. Mr. Lyman has four years of experience providing consulting services to
public and private clients. His experience includes geotechnical, construction management,
storm water, transportation, pavement design, surveying,traffic, and land development fields.
Susan Jorgensen: Extensive experience with construction oversight and testing. Ms. Jorgensen
is a project engineer who manages and designs her jobs under the direction of the Principal and
Owner of Farr West Engineering. Ms. Jorgensen has three years of experience providing
consulting services to public and private clients. Her experience is in a variety of areas including
geotechnical/materials testing, construction management, and water and wastewater utility
design.
Heidi Frantz: Ms. Frantz holds a B.S. in Natural Resource and Environmental Science and has
professional experience water resource investigations including a number of hydrologic research
projects. Her specialties include aquifer testing and basin analysis, hydrologic and hydraulic
modeling, floodplain and floodway delineations, and design of flood control structures, as well
as a range related fieldwork. Her recent project work includes hydrologic and hydraulic
modeling, project research and fieldwork, floodplain delineations and report writing/editing.
3.4 STAFFING LEVEL REQUIREMENT
The project will require supervisory staff and twenty-four hour field staff during drilling and well
construction and aquifer testing. Combing the resources of Farr West Engineering and Quad
Knopf assures that complete backup of all positions including licensed supervisory positions.
The importance of experienced hydrogeologists, familiar with the local hydrogeology, during
critical periods of drilling cannot be stressed enough. Kirk Swanson and David Westhoff will
provide complete overlap at the supervisory level and will have hours allocated to supervise
drilling activities and assure project continuity and quality assurance.
Kirk Swanson, David Westhoff or Gary Hurban will provide on site supervision during drilling
in critical water production zones. Providing experienced senior supervision during drilling in
all potential production zones will provide significant benefits to meeting the project goals. The
expertise of Dr. Swanson, Mr. Westhoff and Mr. Hurban on site allows for the greater

SECTION 4.0 SCOPE AND SERVICES
4.1 INTRODUCTION
The RFP describes the tasks and required services for the two primary objectives. The
immediate objective is to drill, construct and test an additional municipal production well at the
Fibreboard site so that an additional well can be added to the TDPUD water system. In addition,
the District may request assistance in identifying future potential well sites. Section 4.2
discusses the Fiberboard Well construction and testing as provided in the RFP and provides
additional details. Section 4.3 will discuss an additional water resource investigation.
4.2 FIBREBOARD WELL CONSTRUCTION AND TESTING
The Fibreboard well location is situated in an area of andesitic lava flows and alluvial rock
sequences. The ancestral Truckee River flowed directly northwest of the proposed site. The
District has divided the services for installation of the Fiberboard Well in to four tasks. Farr
West has modified the tasks provided by the District. The tasks included:
Task 1 —Preparation of Bid Documents
Farr West shall review all relevant data regarding the Fibreboard Well site including past well
driller's reports and previous bidding documents. Two separate sets of bidding documents will
be prepared; one for the drilling and one for the development pumping. The District shall
prepare the General Specifications and other front end documents. The Consultant shall prepare
Technical Specifications for the drilling contractor and pump contractor with the following
primary components:
Fibreboard Well Drilling and Construction:
• Well Drilling
• Construction
• Airlift/Swab Development
Fibreboard Well Development Pumping:
• Pump Development
• Aquifer Testing
Careful attention to the Technical Specifications is critical to a successful project. The Technical
Specifications can ensure that the best methods and drilling fluids are used during the drilling
process. Completing the project quickly, utilizing the best methods, can ensure that the
completed well is efficient with the lowest energy costs.
The Technical Specifications also need to be explicit in regard to the well materials and methods
of installation in the well construction. Materials that will provide the desired well life with
minimal required maintenance need to be balanced against cost.

Farr West will attend both pre-bid meetings to answer questions from potential bidders. Farr
West will assist the District in preparing responses to bidder questions and issuing addenda items
as appropriate.
After the bid openings, Farr West shall assist the District in evaluating the bids submitted, and in
developing a recommendation for consideration by the District's Board of Director's.
Task 2—Provide 24-hour Supervision/Data Collection during Well Drilling
Farr West shall provide 24-hour on-site field supervision and data collection during the Well
Drilling and Construction contract. These activities shall include the following:
• Geologic logging of the borehole to its proposed depth of 1,200 feet
• Accounting for drilling material used
• Recording drill rig activity
• Logging the time of the drilling to determine penetration rates
• Evaluation of downhole geophysical surveys
• Documentation of drilling crew activities with respect to safety issues
• Maintaining a log of time spent for each activity that the drilling crew undertakes
• Ensure that well construction complies with the project specifications
• Other activities as deemed necessary by the District
After the completion of well drilling activity, Farr West will provide on-site field supervision and
data collection during air-lift development. Farr West shall oversee the downhole video survey
and plumbness tests conducted by the well driller.
Task 3—Provide On-Site Supervision and Data Collection During Well Development
The Consultant shall provide on-site field supervision and data collection during the Fibreboard
Well Development Pumping contract. These activities shall include the following:
• Collect water quality samples at 40 foot intervals during development pumping.
• Oversee surging at increased pumping rates until the discharge is free of sediment and
the turbidity is measured to be less than 100 NTU's.
• Oversee step-drawdown testing to determine well efficiency and the pumping rate to be
used during the constant-discharge test.
• Oversee the constant-discharge pumping while monitoring the water level at the
production well.
• Monitor water levels at the production well during recovery periods.
The Consultant shall be responsible for delivery of water quality samples to the Sierra
Environmental Laboratory in Reno,Nevada.

Task 4 — Evaluate Data Collected During Well Drilling and Test Pumping and Prepare
Summary Report
The Consultant shall prepare a report summarizing all of the activity and data collection that was
completed under Tasks 2 and 3. The report shall include data analysis and recommendations
regarding the production potential of the well and sizing of well pump equipment.
4.3 SITING OF ADDITIONAL WATER SUPPLY WELLS
The District's Water System Master Plan has identified the need for additional water supply
wells as development occurs within the District's water service area. The District's RFP has
described the services required for installation of additional wells under Task 5. This task is to
commence at the request of the District as described below:
Task 5—Assist in Siting of Additional Water Supply Wells
Farr West is familiar with the hydrogeologic setting based on previous experience working in the
Martis Valley Groundwater Basin. Kirk Swanson and David Westhoff contributed to the Martis
Valley Groundwater Availability Study while working for Nimbus Engineers as well as
contributed to reports while working for Hydro-Search Inc.
Understanding volcanic processes is critical to siting wells in the Truckee area. Dr. Swanson of
Farr West has the extensive knowledge and experience working within volcanic geologic
settings. Dr. Swanson has studied and published papers on volcanic processes. Thin interbedded
units within a sequence of volcanic rocks and local secondary fracture permeability within lava
flows can account for most of the potential production within a volcanic rock sequence. In
addition,understanding the relationships between arsenic occurrences in volcanic rock sequences
is importance in regard to siting wells in the Truckee area. Since the production on the Truckee
area is derived from volcanic and alluvial rock units understanding the interrelationship between
volcanic processes and alluvial/fluvial processes required.
Services provided under the Scope of Work will include:
• Review of hydrologic studies (general geological, fault, volcanic and hydrogeological
studies)
• Review of well driller's reports
• Review of other recent relevant information collected data by the District or others
The Consultant then shall assist the District in the identification of potential future well sites.
The familiarity that Farr West and Quad Knopf have with volcanic geology and the local
geologic setting is crucial for the success for this task.

4.4 QUALITY ASSURRANCE/QUALITY CONTROL
Farr West's management principles include planning, implementation, checking and
improvement. Quality assurance includes quality control, which comprises those actions related
to the, collection of field data, verifying physical characteristics of construction materials and
placement of construction materials.
Members of the project team are well experienced in Quality Assurance/Quality Control
procedures. The teams procedures for Quality Assurance and Quality Control have been
developed working on highly regulated sites including Environmental Protection Agency
Superfund sites and Department of Energy sites on the Nevada Test Site. Team members also
have experience with Quality Control procedures on less regulated sites.
Quality Assurance procedures can be divided into two categories regarding municipal well
drilling and installation. The first category of quality assurance relates to the accurate collection
of data during drilling and testing. The second aspect of quality assurance is related to materials
and methods for constructing the municipal well. Technical Specifications created by Farr West
include criteria to assure that Quality Control is adhered to by the drilling and pump contractors.
Sample collection, under continuous chain of chain-of custody, and analysis will comply with
regulated laboratory quality assurance protocol including performance audits, data validation and
verification efforts.
Quality Assurance (QA) includes activities that ensure that data collected are of adequate quality
given the project objectives. Quality Assurance consists of two separate but interrelated
activities: Quality Control (QC); and Quality Assessment. Quality control refers to the technical
activities employed to ensure that the data collected are adequate given the project objectives to
be tested. Quality Assessment activities are implemented to quantify the effectiveness of the
quality control procedures.
Some of the steps being taken to ensure that high quality data is collected include:
• Implementation of Standard Operating Procedures for documenting and describing
activities and materials;
• Internal (project manager, i.e. Farr West) review of program's scientific, technical and
construction processes;
• External (alternate project manager, i.e. Quad Knopf) review of program's scientific,
technical and construction processes.
The steps have been effective it controlling quality assurance in a cost effective manner.
