Subject: Award of a Contract for Surveying
1. Why this matter is before the board:
Board authorization is required for expenditures in excess of$15,000.
2. History:
The District is currently undertaking a multi-year program of replacing leaking pipelines throughout
the water service area. As discussed in previous staff reports, the following streets have been
identified for construction in 2008.
• Regency Circle - Glenshire
• Lancaster Place - Glenshire
• Somerset Drive - Glenshire
• Windsor Way- Glenshire
• St. James Place - Glenshire
• Shore Pine Road - Sierra Meadows
• Frond Road - Sierra Meadows
• Laurel Court - Sierra Meadows
• Redbud Court- Sierra Meadows
• Whitetail Lane - Prosser Lakeview
• Copenhagen Drive -Tahoe Donner
• Hillside Drive -Tahoe Donner
A number of pipeline replacement projects have been undertaken in the Tahoe Donner area.
However, relative few projects have been undertaken in other parts of Truckee. There have not been
any replacement projects in Prosser Lakeview and only one in Glenshire. Consequently, it is prudent
to have these areas surveyed for the first few replacement projects in order to establish whether the
as-built drawings are accurate or not. The Water Department then prepared a Request for
Proposals for Surveying. At the June 6 meeting, the Board of Directors approved the RFP.
Also included in the RFP is performance of a tree survey and utility survey at the site of the District's
planned corporation yard. This information is necessary in order for the District to proceed with the
next phase of design work and to prepare the environmental documents.
3. New Information:
Two proposals were received by the District
1) Sage Land Surveying of Truckee, California
2) Andregg Geomatics of Auburn, California. Andregg Geomatics also has an office in Truckee.
Both firms have worked for the District in the past, performing work similar to that included in the
proposal. I believe that both firms can do work defined in the Scope of Work.
The fee proposal submitted by Sage Land Surveying was $27,000. The fee proposal submitted by
Andregg Geomatics was$39,800.
4. Recommendations:
Authorize the District to enter into an agreement with Sage Land Surveying to perform the surveying
work in an amount of $27,000. The funding source for Task 1 ($21,500) would be the pipeline
replacement funds available from issuance of the 2007 COP. The funding source for Task 2
($5,500)would be the Land Sales Trust Fund.

DESCRIPTION OF SERVICES TO BE PROVIDED
TASK 1- Utility Surveys
FIELD WORK:
Sage Land Surveying Inc. will survey the position of all visible utilities, culvert
crossings and inverts, and Underground Service Alert("USA")marks for underground
utilities along the 14 pipeline alignments as listed in anticipated scope of work under
taskl. The District shall be responsible to contact the local utility agencies to mark their
facilities. Sage Land Surveying Inc. will provide adequate notice to coordinate with the
other utility agencies before performing the field work.
DELIVERABLES:
Sage Land Surveying Inc. will provide an AutoCAD drawing file with plotted
utility positions and descriptions for the field work described above, to be overlaid onto
base map data supplied by the District.
TASK 2- Tree Survey and Utility Survey at Corporation Yard Site
FIELD WORK:
Sage Land Surveying Inc. will survey all rock outcroppings, large boulders and
trees greater than six inches (6") in diameter at a distance of four feet from the ground,
visible utilities, culvert crossings and inverts, Underground Service Alert ("USA")marks
for underground utilities,road improvements & any other significant onsite features. The
District shall be responsible to contact the local utility agencies to mark their facilities.
Sage Land Surveying Inc. will provide adequate notice to coordinate with the other utility
agencies before performing the field work. The survey work will be performed in the
area designated by T.D.P.U.D. as the Corporation Yard Site including approximately 12
Acres. The district shall provide base map data and relevant local control points for the
site.
DELIVERABLES:
Sage Land Surveying Inc, will provide an AutoCAD drawing file with plotted
trees, utility positions and descriptions suitable for overlaying onto the horizontal base
map data provided by the District.

FIRM HISTORY
"We take your position... precisely." It's more than a catchy tagline for ANDREGG GEOMATICS. Our
firm is a single discipline surveying, mapping and geomatics firm headquartered in Auburn, California.
For 60 years, ANDREGG GEOMATICS has distinguished itself in an industry leader founded on
pinpoint accuracy by consistently delivering on its promise of high-quality measurements and
innovative problem solving via the latest technology, including GPS (Global Positioning System), GIS
(Geographic Information Systems) and HDS (High Definition Surveying). ANDREGG's pioneering
approach to meeting its customers' needs has won the firm high-profile projects as far away as Puerto
Rico and right here in Placer County.
ANDREGG GEOMATICS, founded in 1946, is a certified small business with extensive experience
providing surveying, mapping, and geomatics services to clients for public works and private sector
projects. We are headquartered in Auburn, California with branch offices in Truckee, California,
Vacaville, California and Reno, Nevada.
Over the past 60 years ANDREGG has grown from a 3-person firm to a current team of almost 70
employees. Our staff includes eleven licensed Professional Land Surveyors licensed to practice in
seven western states. In addition, through ANDREGG's internal career development program we
employee eight Land Surveyors In Training (LSIT). ANDREGG is currently fielding 16 field survey
crews. All office and field activities will be performed out of our Auburn Office and specialty
technical support will be drawn from the appropriate personnel within Andregg Geomatics.
Specialty support could include Geographical Information Systems (GIS), High Definition
Surveying (HDS) or possible complex use of Global Positioning Satellite (GPS) systems.
Named after J.N. "Norm Andregg, who purchased the company in
1946 from his former employer, Placer County surveyor and
engineer Jerome E. Barieau. Mr. Barieau attended and graduated 4
from California School of Mechanical Arts, San Francisco in 1914.
In 1913, while attending the University of California Jerome wrote � A
a college paper titled, "A report upon the location of canals in
Placer County'. Jerome Barieau was more than just an engineer
he was a product of the times. He was an engineer, surveyor,
developer and inventor. During Jerome's thirty eight years in ``•'
Placer County, he held the positions of Auburn City Engineer,
Placer County Surveyor and Placer County Road Commissioner
and owned is own engineering and surveying firm.
Jerome Barieau in the 1930's
4PAr In 1944, Norm Andregg had returned from the war as a naval pilot and started
" working for Jerome Barieau as a surveyor assistant. For two years, Norm
; *4_t� became experienced with surveying in Placer County. Mr. Andregg became
v: known for his ability to get the job done and solve the most challenging
` problems. Norm's first high profile project was to finish the old Forrest Hill
r' J Road that connected to the Federal bridge project in 1946. Additional hi

profile project for Mr. Andregg included Auburn Faith Hospital, Auburn Country
Club (1960's) and rehabilitation of Auburn Airport (1970's). Norm Andregg
also did an extensive amount of work on the West shore of Tahoe. Some of
these projects included the Tavern Development (1960's) and Talmont Estates
s in the 1970's. The Tahoe Tavern project was very unique in that it was the first
project to require measurement of trees to preservation purposes.

Land Surveying Services-2007
Truckee Donner Public Utility District
Dennis Meyer was employed as a Cadastral Surveyor, from 1974
to 1976, by the United States Bureau of Land Management and
performing sectionalized land surveys on government lands
located in Lake County, California. Between 1976 and 1979 Mr.
Meyer managed surveys for a private engineering and surveying `
consulting firm located in Roseville, California. In 1979, Dennis
Meyer came to work for Norm Andregg. In 1981, Dennis Meyer
became the President and CEO of the firm. Since 1979, Mr.
Meyer has grown the firm from 3 staff members to a current staff .
of almost 70 individuals in four offices. Dennis was a pioneer in
bringing Global Position System (GPS) surveying to the Placer
County area. This early investment in cutting edge technology =
was first implemented on the 5,500-acre master planned
community of Twelve Bridge here in Placer County.
Dennis Meyer&Dana Remington(1980's)
In 1990, Mr. Meyer applied the GPS technology to a Placer County Water Agency (PCWA) tunnel
project that was 320 feet below the surface of a proposed pumping site. The technology was used to
calculate the tunnel alignment and locate eight drilling sites within 10 days. PCWA engineer, Einar
Maisch, reported, "All eight of the shafts were absolutely dead center down the middle of that 12-foot
wide tunnel." Over the past 26 years, Dennis Meyer has built a reputation for getting the job done and
always working as a proactive part of project teams.

Our staff includes six Professional Land Surveyors (PLS), seven Land Surveyors-In-Training (LSITs),
a certified Photogrammetrist, and a Global Positioning System (GPS) Manager that was previously a
certified trainer for Trimble GPS equipment. We have sixteen two-person survey crews and staff totals

ANDREGG GEOMATICS has reviewed the Request for Proposals (dated May 30, 2007)and research
the needs of this contract. Our firm realizes the purpose of the services is to augment work previously
done under a LIDAR service contract. In addition, we understand the work will be performed in the
Glenshire, Sierra Meadows, Prosser Lakeview and Tahoe Donner areas. With pipelines selected for
construction work in the Summer of 2008, the survey work performed under this contract will be used

Due to the unique geographic area, a survey firm needs to be centrally located, have the technical
resources and experience of working with in Tahoe Truckee region and with Truckee Donner
Public Utility District. Our firm has three offices that serve the Placer and Nevada County region
on a daily basis. We can respond to an emergency request immediately and have staff at
Truckee Donner Public Utility District's Offices within 10 minutes, mobilize field staff within
minutes and have staff on-site faster then any firm due to our coverage area and technical
- resources. In addition, we understand the technical needs and expectation of Truckee Donner
Public Utility District due to our experience with the agency.
t Our assigned team members have extensive experience working on projects throughout Placer
and Nevada Counties, with a variety of local and regional agencies and on specific Truckee
Donner Public Utility District projects. We will assign the right person for each individual task,
provide proactive solutions to each unique challenge that arises and execute each work order in a

PROJECT APPROACH
Our project organization has been developed to ensure clear communication with the Truckee Donner
Public Utility District on each of the task orders for surveying services. Mr. Bill Carey, PLS, has
provided surveying services on numerous projects throughout the Sierra and Tahoe Basin and will be
the primary point of contact. ANDREGG GEOMATICS' local presence, history and knowledge will be
valuable to Truckee Donner Public Utility District on this project due to the numerous locations.
ANDREGG GEOMATICS' survey team has based our approach and understanding of this Truckee
Donner Public Utility District RFP, in part on the following:
• Request for Proposal issued by Truckee Donner Public Utility District
• Working collaboratively with Truckee Donner Public Utility District prior to mobilization of each
task order, ANDREGG GEOMATIcs has evaluated each of the task orders to develop a scope of work
and schedule. The proposal includes detail and clear information of survey tasks, budget,
schedule and deliverables. Our experience will allow us to choose the right tool (field survey
equipment) for the right job. Being proactive on the front end of the task orders has consistently
resulted in saving time and reducing costs for our clients.
• Upon receipt of a task order contract, ANDREGG GEOMATICS will assign a permanent task team of
project surveyors and support staff as their experience best fits each portion of the project. In this
manner, we can ensure the best technical resources are available for each project and will be
completed in the most cost effective and timely manner. All contact information will be provided to
Truckee Donner Public Utility District project management team. A key component to our ability
to meet the requirements of any task is our commitment to respond immediately to requests for
personnel or technical support. Our Truckee office is located within Truckee and within minutes of
each road segment. In addition, our Reno office is located within 45-minutes allowing ANDREGG
to respond with additional support in an effective manner. We realize the critical nature of work
order tasks in the Truckee Donner Public Utility District region due to project size, project
locations and field survey work seasonality due to inclement weather.

Task 1 — Utility Surveys
Field surveys and office support to provide utility surveys for the proposed pipeline alignments as
summarized in Table 1 and shown on Figure 1 of the request for proposal. Locate all existing visible
utilities, culvert crossings with invert elevations and size, and "USA" markings for underground utilities
along said routes. ANDREGG will utilize
Static Global Positioning System (GPS) methods to densify survey control network for the proposed
six sites to perform the utility surveys. It is our understanding that the
District will provide a minimum of two survey control points within the vicinity of each area and the
densification of the survey control network will be based on this control. The horizontal and vertical
datums will be provided by the district.

Task 2—Tree Survey and Utility Survey at Corporation Site
Field surveys and office support to provide utility surveys and tree survey of the proposed corporation
yard site, approximately 12 acres. Locate trees 6" (DBH) or larger, locate all visible utilities, culvert
crossings to include size and invert elevations and "USA" markings. ANDREGG has been involved in
providing survey network control, aerial mapping, boundary surveys to submit and approve a lot line
adjustment application through the Town of Truckee and prepare Record of Survey map of the Euer
Valley project for the District. The proposed site is located within Resultant Parcel 2 of the lot line
adjustment.

Deliverables:
Deliverables shall be in hardcopy and digital format in AutoCAD standards drawing files. Unless
otherwise provided for in tabular and digital format(as an AutoCAD template file), layering blocks,
point codes, line types, text fonts and other drawing standards shall follow the ANDREGG
GEOMATICS standard AutoCAD format which includes separate layers for points, contours,
boundaries, text, sewer, storm drain, and other utilities and improvements.
Our current schedule would enable us to begin work at your direction and proceed in a diligent
manner.

Over the past 60 years ANDREGG has grown from a 3-person firm to a current team of almost 70
employees. Our staff includes eleven licensed Professional Land Surveyors licensed to practice in
seven western states. In addition, through ANDREGG's internal career development program we
employee eight Land Surveyors In Training (LSIT). ANDREGG is currently fielding 14 field survey
crews. All office and field activities will be performed out of our Auburn Office and specialty
technical support will be drawn from the appropriate personnel within Andregg Geomatics.
Specialty support could include Geographical Information Systems (GIS), High Definition
Surveying (HDS) or possible complex use of Global Positioning Satellite (GPS) systems.
Our project team has been developed to ensure clear communication with Tahoe Donner Public
Utilities District on potential task orders for surveying services. Mr. Bill Carey, PLS will be the
Project Manger and will be the primary point of contact for scope of services, task orders,
budgeting and monitoring of quality control standards. In addition, he will be responsible for all
contractual, cost and schedule procedures related to the contract. Mr. Carey will work
collaboratively with Tahoe Donner Public Utilities District Project Managers, design consultants
and related agencies. In addition, Mr. Carey will insure Antonio Alverado and Alison Deign will be
the Project Surveyors and support staff as their experience best fits the individual tasks. In this

EXPERIENCE
Mr. Guillermo (Bill) Carey, PLS is a Sr. Project Manager and Branch Manager for both of ANDREGG
GEOMATICS' Reno and Truckee offices. He has more than 16 years of experience supporting private
and public clients with Global Positioning System (GPS) control, boundary, construction, topographic,
right of way and photogrammetric surveys for projects involving land development, water resources,
and transportation projects. Mr. Carey specializes in performing boundary and cadastral surveys, as
well as surveys, maps and plats for subdivisions. He is a second-generation land surveyor, whose
father started his career with Norm Andregg.
Tahoe Vista Recreation Area, North Tahoe Public Utilities District, Tahoe City, CA ANDREGG
GEOMATICS was selected to provide surveying and mapping services for phases 1 and 2 of the Tahoe
Vista Recreation Area project. Mr. Carey was Project Manager responsible for overseeing field
surveys and office support to include control surveys, topographic/design survey, boundary survey,
and construction staking services and provide legal descriptions. The topographic survey located
existing roadways, sidewalks, utilities, drainage swales, manholes, fences, and trees 8" DBH or larger.
The topographic map was at a scale of 1"=20' with 1 foot contour interval. Provided construction
staking for sidewalks, storm drains, pathways, patios and walls.
Donner Pass Road Bike Lane & Drainage, Acumen Engineering Company, Truckee, CA
ANDREGG GEOMATICS was selected for the Donner Pass Road Bike Lane and Drainage Project to
perform surveying and mapping services for a two-mile section of Donner Pass Road. The contracted
services included photo control and base map preparation, surveying and mapping control,
monumentation, right of way engineering, supplemental topographic surveys of drainage structures,
and areas that were unable to be mapped photog ram metrically. Mr. Carey was one of multiple Project
Surveyors responsible for supervision of field staff and coordination with office staff to complete
deliverable commitments as they related to the technical requirements and time line constraints.
Kings Beach Commercial Core Improvement Project, Placer County DPW, Kings Beach, CA Mr.
Carey was the Project Manger responsible for providing surveying and mapping for this public
infrastructure and rehabilitation project. Services included vertical and horizontal control survey and
topographic photogrammetric mapping at a scale of 1"=40 ft with 1-ft contours with digital and
hardcopy deliverables. Placer County later hired ANDREGG to provide utility surveys and a locate
property corner monuments along State Route 28 in Kings Beach.

Tahoe City Residential Erosion Control Project, Placer County DPW, Tahoe City, CA Project
Manager responsible for field surveys, office services and aerial mapping services for this erosion
control project located southeast of the Truckee River Watershed and Tahoe State Park Watershed.
ANDREGG provided digital color aerial orthophotography with 2-foot contours overlay including the
Placer County Land Net overlay depicting parcel boundaries and street names. Other deliverables
included digital copies of aerial photographs used for preparation of base map; and digital and
hardcopy files of all survey data, information and notes developed for this project. All deliverables
were created in accordance with Placer County standards.
North Tahoe Middle/High School Reconstruction, Tahoe-Truckee Joint Unified School District,
Tahoe City, CA - Project Manager selected for the North Tahoe High/Middle School project.
Surveying services include performing control surveys for the construction of the new high school
expansion. Provided construction surveys for roadway/driveway, parking lots, underground utilities
and the new building expansion.
Tahoe Estates Erosion Control Project, Placer County Dept. of Public Works, Tahoe Vista, CA
(on-going) - Project Manager selected to provide field and office support to set a horizontal and
vertical control network to obtain aerial photography and photogrammetric mapping for design
purposes of the urban project area of 235 acres and surrounding upgradient watershed area of 490
acres at a scale of 1"=100' with 1 foot contour interval and scale of 1"=200' with 5 foot contour interval.
Field surveys and office support to survey section corners, right of way monuments and property
corners to establish County and State right of ways and adjoining property lines of project area to
prepare a land network. Mr. Carey is currently managing additional work includes topographic design
surveys to identify problem areas of drainage easements; site design surveys of property lines, utilities
and trees, and legal descriptions and plats.
Lake Tahoe Forest Erosion Control Project Area A, Placer County, Dollar Point, CA (on-going)
Project Manager responsible for topographic design surveys, legal descriptions & exhibit plats for
acquisition for the storm water project and drainage easements. Services include site design surveys
to locate utilities, trees 6"DBH and larger, spot elevations and other features and structures which may
impact the design or proposed improvements along Highlands Drive and a portion of Edgewater Drive
near Dardanelles. ANDREGG will review, edit and correct current legal descriptions and exhibit plats
to finalize for recording acquisitions, as well as, survey and prepare two new legal descriptions and
exhibit plats.
Willow Creek Drive, Placer County Department of Public Works, Placer County, CA Project
Surveyor responsible for surveying and mapping for the Willow Creek Drive extension in Placer
County. This project consists of topographic mapping and control surveys, boundary and right of way
surveys and aerial photography.

EXPERIENCE
Mr. Alvarado is a Project Surveyor and Project Manager at ANDREGG GEOMATICs' Reno office. He has
more than 6 years of surveying experience in both field and office operations. Mr. Alvarado is
experienced in performing boundary, GPS control, topographic and construction surveys. Mr.
Alvarado's experience extends to research and evaluation of boundaries for the preparation of hard
copy mapping, right of way maps, Section 83 exhibits, legal descriptions, easements and plats. He is
familiar with field equipment including GPS, Total Station and Digital Level and office software
including Land Development, AutoCAD, Microstation, CAiCE Visual 2000 and Star*Net.

phases 1 and 2 of the Tahoe Vista Recreation Area project. Mr. Alvarado was the Project Surveyor

survey and topographic photogrammetric mapping at a scale of 1"=40 ft with 1-ft contours with digital
and hardcopy deliverables. Placer County later hired ANDREGG to provide utility surveys and a
locate property corner monuments along State Route 28 in Kings Beach.
On-Call Surveying Services Truckee Meadows Water Authority(TMWA) For the past few years,
ANDREGG has been under a professional services agreement with TMWA to provide surveying
services for variety of projects throughout the TMWA region in Reno and Sparks, NV. Mr. Alvarado
has been Project Surveyor for multiple projects including the Sparks Feeder Main Extension, North

Donner Pass Road Bike Lane & Drainage, Acumen Engineering Company, Truckee, CA
ANDREGG GEOMATICS was selected for the Donner Pass Road Bike Lane and Drainage Project to
perform surveying and mapping services for a two-mile section of Donner Pass Road. The contracted
services included photo control and base map preparation, surveying and mapping control,
monumentation, right of way engineering, supplemental topographic surveys of drainage structures,
and areas that were unable to be mapped photog ram metrically. Mr. Alvarado was the CAD Technician
who worked on the boundary network
Lake Tahoe Forest Erosion Control Project Area A, Placer County, Dollar Point, CA (on-going)
One of multiple Project Surveyors responsible for topographic design surveys, legal descriptions &
exhibit plats for acquisition for the storm water project and drainage easements. Services include site
design surveys to locate utilities, trees 6"DBH and larger, spot elevations and other features and
structures which may impact the design or proposed improvements along Highlands Drive and a
portion of Edgewater Drive near Dardanelles. ANDREGG will review, edit and correct current legal
descriptions and exhibit plats to finalize for recording acquisitions, as well as, survey and prepare two
new legal descriptions and exhibit plats.
State Route 89, South Lake Tahoe "Y", City of South Lake Tahoe Dept. of Public Works, El
Dorado County, CA — One of multiple Project Surveyors who set and surveyed aerial targets,
obtained aerial photography and provided conventional photogrammetric mapping for design purposes
at a metric scale of 1:200 with .25-meter contours. Supplemental topographic design surveys and
utility locations were performed within the mapping corridor. Land net and rights of way were
incorporated into mapping and legal descriptions and plats were prepared.
Sierra Tract Erosion Control, City of South Lake Tahoe, El Dorado County, CA ANDREGG
GEOMATICS was selected to provide field surveys and office support to survey section corners, right of
way monuments and property corners to establish City, County and State right of way and adjoining
property lines of project area to prepare a land network. Project area consisted of approximate 90
parcels. Field surveys supplemented the existing aerial mapping to identify driveways, utilities,
manholes, trees 6" DBH or larger and other features and structures for design purposes. Provided
seven legal descriptions and exhibit plats for drainage easement purposes. Mr. Alvarado was the
Project Surveyor responsible for supervision of field staff and coordination with office staff to complete
