Why this matter is before the board: Board authorization is required for expenditures in excess of$15,000. 2. History: The District is currently undertaking a multi-year program of replacing leaking pipelines throughout the water service area. As discussed in previous staff reports, the following streets have been identified for construction in 2008. • Regency Circle - Glenshire • Lancaster Place - Glenshire • Somerset Drive - Glenshire • Windsor Way- Glenshire • St. James Place - Glenshire • Shore Pine Road - Sierra Meadows • Frond Road - Sierra Meadows • Laurel Court - Sierra Meadows • Redbud Court- Sierra Meadows • Whitetail Lane - Prosser Lakeview • Copenhagen Drive -Tahoe Donner • Hillside Drive -Tahoe Donner A number of pipeline replacement projects have been undertaken in the Tahoe Donner area. However, relative few projects have been undertaken in other parts of Truckee. There have not been any replacement projects in Prosser Lakeview and only one in Glenshire. Consequently, it is prudent to have these areas surveyed for the first few replacement projects in order to establish whether the as-built drawings are accurate or not. The Water Department then prepared a Request for Proposals for Surveying. At the June 6 meeting, the Board of Directors approved the RFP. Also included in the RFP is performance of a tree survey and utility survey at the site of the District's planned corporation yard. This information is necessary in order for the District to proceed with the next phase of design work and to prepare the environmental documents. 3. New Information: Two proposals were received by the District 1) Sage Land Surveying of Truckee, California 2) Andregg Geomatics of Auburn, California. Andregg Geomatics also has an office in Truckee. Both firms have worked for the District in the past, performing work similar to that included in the proposal. I believe that both firms can do work defined in the Scope of Work. The fee proposal submitted by Sage Land Surveying was $27,000. The fee proposal submitted by Andregg Geomatics was$39,800. 4. Recommendations: Authorize the District to enter into an agreement with Sage Land Surveying to perform the surveying work in an amount of $27,000. The funding source for Task 1 ($21,500) would be the pipeline replacement funds available from issuance of the 2007 COP. The funding source for Task 2 ($5,500)would be the Land Sales Trust Fund. The District shall be responsible to contact the local utility agencies to mark their facilities. Sage Land Surveying Inc. will provide adequate notice to coordinate with the other utility agencies before performing the field work. DELIVERABLES: Sage Land Surveying Inc. will provide an AutoCAD drawing file with plotted utility positions and descriptions for the field work described above, to be overlaid onto base map data supplied by the District. TASK 2- Tree Survey and Utility Survey at Corporation Yard Site FIELD WORK: Sage Land Surveying Inc. will survey all rock outcroppings, large boulders and trees greater than six inches (6") in diameter at a distance of four feet from the ground, visible utilities, culvert crossings and inverts, Underground Service Alert ("USA")marks for underground utilities,road improvements & any other significant onsite features. The District shall be responsible to contact the local utility agencies to mark their facilities. Sage Land Surveying Inc. will provide adequate notice to coordinate with the other utility agencies before performing the field work. The survey work will be performed in the area designated by T.D.P.U.D. as the Corporation Yard Site including approximately 12 Acres. The district shall provide base map data and relevant local control points for the site. Norm's first high profile project was to finish the old Forrest Hill r' J Road that connected to the Federal bridge project in 1946. Norm Andregg in the 1960's Page 4 " ► STATEMENT OF QUALIFICAITONS Land Surveying Services-2007 Truckee Donner Public Utility District Dennis Meyer was employed as a Cadastral Surveyor, from 1974 to 1976, by the United States Bureau of Land Management and performing sectionalized land surveys on government lands located in Lake County, California. Between 1976 and 1979 Mr. Meyer managed surveys for a private engineering and surveying ` consulting firm located in Roseville, California. In 1979, Dennis Meyer came to work for Norm Andregg. In 1981, Dennis Meyer became the President and CEO of the firm. Since 1979, Mr. Meyer has grown the firm from 3 staff members to a current staff . of almost 70 individuals in four offices. Dennis was a pioneer in bringing Global Position System (GPS) surveying to the Placer County area. This early investment in cutting edge technology = was first implemented on the 5,500-acre master planned community of Twelve Bridge here in Placer County. Dennis Meyer&Dana Remington(1980's) In 1990, Mr. Meyer applied the GPS technology to a Placer County Water Agency (PCWA) tunnel project that was 320 feet below the surface of a proposed pumping site.
