2. Roll call
3. Public input— This is time set aside for the public to address the Board on any matter not on the
agenda. Testimony related to any agendized matter should be addressed at the time that item is
considered.
4. PUBLIC HEARING - At 7:00 PM or as soon thereafter as possible a public hearing will be held
for the purpose of receiving written and or oral comments from members of the public regarding
adoption of resolutions setting standby charges on vacant parcels for the 2007-2008 fiscal year.
CONSENT ITEMS
5. Consideration of approving the Environmental Study and Negative Declaration for the proposed
installation of an underground power line on Pioneer Drive Power at Donner Lake.
a. This item relates to possible adoption of the Final Negative Declaration; approval of the project
for purposes of CEQA; authorize the filing of the Notice of Determination with the Nevada
County Clerk, and the Governor's Office of Planning and Research; adoption of the De
Minimis Impact Finding and authorize the filing of the Certificate of Fee Exemption with the
Nevada County Clerk; and adoption of a finding that the draft documents as circulated and
the Negative Declaration reflect the District's independent judgment.
6. Consideration of resolutions setting water and electric standby charges and requesting that
Nevada and Placer Counties collect standby fees on the County tax rolls.
a. This item relates to continuation of the District's long-standing water and electric standby
charges applicable to vacant parcels of land (with the exception of vacant parcels in
Glenshire and Donner Lake service areas)
7. Consideration of resolutions setting the assessment amount under the terms of the Donner Lake
Assessment District Number 00-1 and authorizing Nevada and Placer Counties to collect the
assessments on the County tax rolls.
a. This item relates to continuation of the District's long-standing water and electric standby
charges applicable to vacant parcels of land (with the exception of vacant parcels in
Glenshire and Donner Lake service areas)
8. Consideration of resolutions setting the special tax amount under the terms of the Community
Facilities Districts Old Greenwood 03-1 and Grays Crossing 04-1 and authorizing Nevada
County to collect the special taxes on the County tax rolls.
a. This item relates to continuation of the Mello Roos tax applicable to parcels in Old Greenwood
and Grays Crossing subdivisions
9. Consideration of a report on bids received and possible award of a contract for sandblasting and
painting two water system storage tanks.
a. This item involves possible performance of maintenance on the Sierra Meadows and/or
Donner Trails Number One water storage tanks.

10.Consideration of a report on bids received and possible award of a contract for purchase of
materials use for construction of the Alder Drive and Sierra Meadows Pump Stations.
a. This item relates to purchase piping, valves and other water system materials needed to
construct the pump stations.

11.Consideration of approving a Request for Proposals for survey services.
a. This item involves seeking proposals from qualified firms to perform survey work related to
water lines proposed to be constructed in 2008.
12.Consideration of a resolution dispensing with bidding and Purchasing Oracle Fusion Middleware
for Information System Integration.
a. This item relates to building an integration method between our call center, CRC and the PUD
Outage Management Software.
13.Consideration of entering into a power supply contract for the purchase of geothermal power
from the proposed Rye Patch project.
a. This item relates to the purchase of capacity and energy from the proposed Rye Patch
Geothermal Power Plant to be shared with Plumas Sierra Rural Electric Cooperative
14.Consideration of approving a letter agreement between the District and City of Fallon regarding
sharing the power output of Stampede Dam.
a. This item relates to defining the method of sharing the energy output from the Stampede
hydroelectric project
15.Consideration of contracting for the purchase of additional quantities of Shaped Capacity &
Energy from various UAMPS member agencies.
a. This item relates to securing additional capacity and energy to meet the demands of District
customers.
16.Consideration of joining an all in pool cost program within the pooling project of UAMPS
a. This item relates to surplus resources and agreement to sell surplus resources to the UAMPS
pool and to purchase deficit electric energy from the UAMPS pool.
WORKSHOP ITEMS
17.Report on District compliance with various regulatory laws; AB 2021 Energy Efficiency and
Demand Reduction
a. This is an information item clarifying for the Board and staff the energy efficiency and demand
reduction requirements imposed on the District by AB 2021.
18.Review and discussion of applications for Citizens Advisory Committee on Conservation and
Citizens Advisory Committee on Power Supply
a. This item relates to the formation of two committees to provide input to the Board on energy
and water conservation and on power supply options

19.Discussion of proposals received from executive search firms.
a. This item relates to retaining the services of an executive search firm to assist the Board in
recruiting a new General Manager.
ROUTINE BUSINESS
20.Treasurer's report: April 2007
a. Approval of the Treasurer's report for April 30, 2007
b. Approval of April 2007 disbursements.

21.Conference with real property negotiator. Property: 14630 Glenshire Drive; Agency Negotiator:
Coldwell Banker (Kappy Mann & Jennifer Boehm); Negotiating Parties: Ryan John Kautz, Marvin
Bohart, David & Lisa Ward (Valerie Green representing) and Craig & Darlene Wilson (Anne
Brooks representing); Under negotiation: Price and terms of payment
a. This relates to sale of District-owned land acquired from the Glenshire Mutual Water Company
and formally used as that agency's office and corporation yard.
