Subject: Request for Proposals for Surveying
1. Why this matter is before the board:
The Water Department has identified the need to survey existing utilities along the planned pipeline
replacement projects for 2008. This cost is expected to be above $15,000. Board authorization is
required for expenditures in excess of$15,000.
2. History:
The District is currently undertaking a multi-year program of replacing leaking pipelines throughout
the water service area. As discussed in previous staff reports, the following streets have been
identified for construction in 2008.
• Regency Circle - Glenshire
• Lancaster Place - Glenshire
• Somerset Drive - Glenshire
• Windsor Way - Glenshire
• St. James Place - Glenshire
• Shore Pine Road - Sierra Meadows
• Frond Road - Sierra Meadows
• Laurel Court - Sierra Meadows
• Redbud Court- Sierra Meadows
• Whitetail Lane - Prosser Lakeview
• Copenhagen Drive -Tahoe Donner
• Hillside Drive -Tahoe Donner
3. New Information:
Most of the streets noted above are outside of the Tahoe Donner subdivision. The District has
undertaken a number of pipeline replacement projects within the Tahoe Donner subdivision and the
Water Department has a level of confidence in the as-built drawings for that area. The Water
Department has been able to avoid the expense of surveying in the Tahoe Donner because of the
reasonably accurate as-built drawings.
However, relative few projects have been undertaken in other parts of Truckee. In fact, there have
not been any replacement projects in Prosser Lakeview of Glenshire. Consequently, it is prudent to
have these areas surveyed for the first few replacement projects in order to establish whether the as-
built drawings are accurate or not. The Water Department has prepared a Request for Proposals
for Surveying. A copy of that document is attached. These utility surveys are described in the RFP
as Task 1.
The District is pursuing construction of a new corporation yard on the property north of Interstate 80
and east of Bridge Street. The corporation yard project will be permitted through the Town of
Truckee Building Department. One requirement for the improvement plans is that all trees larger
than 6-inches in diameter must be shown on the drawings. The LIDAR and aerial photography work
recently completed by the District does not have a level of accuracy sufficient to identify individual
trees. Therefore, an on-site survey is required. This tree survey is included in the RFP as Task 2.
In addition, two utility pipelines (potable water and sanitary sewer) have been constructed on the
corporation yard property since the last utility survey work was performed in 2003. Considering that a
surveyor will be on-site to perform the tree survey, it is prudent to locate the existing utilities as well.
This is also included as Task 2.
4. Recommendations:
1) Authorize the Water Department to issue the Request for Proposals for Surveying.
2) Authorize the Water Department to review the proposals and develop a recommendation for
consideration by the Board.

Dear Sirs:
The Truckee Donner Public Utility District (District) anticipates constructing a number of water
pipelines in the Truckee area during the Summer of 2008. In the Fall of 2006, the District
completed a LIDAR survey of the District's entire service territory. The LIDAR work did not
include location of existing utility infrastructure.
Consequently, the District has identified the need to for a licensed professional to perform
surveying work during the Summer of 2007. The District is hereby requesting proposals - both
cost and schedule - for surveying as described in the attached Anticipated Scope of Work.
The work encompassed by Task 1 shall be delivered to the District no later than September 1,
2007. The work covered by Task 2 shall be delivered to District the no later than December 1,
2007. The final mapping shall be delivered to the District on CD-ROM in AutoCad 2004 format.
Proposals shall include the following information:
• Firm name, address, telephone number and contact person
• Description of firm
• Description of the services to be provided.
• Description of the firm's quality assurance/quality control procedures
• Description of the firm's insurance coverages, including general liability, professional
liability, automobile, and worker's compensation. The attached sheet entitled Insurance
and Indemnification Requirements indicates the insurance and indemnification that the
District will require of the selected firm.
• Listing of any subcontractors to be used
• Fee proposal for the work to be performed
• Any other information deemed relevant by the consulting firm

ANTICIPATED SCOPE OF WORK
Task 1 —Perform Utility Surveys
There are 14 pipeline alignments that require utility location. These alignments are summarized
in Table 1 and shown on Figure 1. The attached CD-ROM contains the available base mapping
and topographic information currently possessed by the District regarding the alignment on
Shore Pine Road. Similar data is available for all of the other alignments listed in Table 1 and
will be provided to the selected consultant.

The consultant shall survey the position of all visible utilities, culvert crossings and inverts, and
Underground Service Alert ("USA") marks for underground utilities along the pipeline routes.
The District shall be responsible to contact the local utility agencies to mark their facilities. The
Consultant shall provide the District adequate notice to coordinate with the other utility agencies
before performing the field work.
The consultant shall then plot utility positions and descriptions in an AutoCAD drawing file
suitable for overlaying onto the base map data provided by the District.
Task 2—Perform Tree Survey and Utility Survey at Corporation Yard Site
The District has identified and acquired a site for a planned corporation yard. The location of
this site is shown on Figure 1. The District will provide base map data and relevant local control
points for the site.
The consultant shall field survey all rock outcroppings, large boulders and trees greater than six
inches (6") in diameter at a distance of four feet from the ground. The consultant shall also
survey the position of all visible utilities, culvert crossings and inverts, and Underground Service
Alert ("USA") marks for underground utilities along the pipeline routes. The District shall be
responsible to contact the local utility agencies to mark their facilities. The Consultant shall
provide the District adequate notice to coordinate with the other utility agencies before
performing the field work.
The area to be covered by the tree survey is approximately 12 acres. The consultant shall plot
the tree and utility positions and descriptions in an AutoCAD drawing file suitable for overlaying
onto the horizontal base map data provided by the District.
INSURANCE AND INDEMNIFICATION REQUIREMENTS
INSURANCE
A. The Testing Firm shall maintain in effect, at its own expense, employer's liability
insurance, one million dollars ($1,000,000) aggregate of comprehensive general liability
insurance (bodily injury and property damage), and five-hundred thousand dollars
($500,000) aggregate of comprehensive automobile liability insurance (bodily injury and
property damage) with respect to Testing Firm employees and vehicles assigned to the
prosecution of work. The Testing Firm shall also maintain statutory worker's
compensation insurance.
B. The Testing Firm shall maintain in effect, at its own expense, professional liability
insurance in the amount of one million dollars $1,000,000 which will insure against losses
suffered by the DISTRICT as a result of Testing Firm's performance of services.
LIABILITY
A. The Testing Firm indemnify and hold harmless the DISTRICT, its directors, officers,
partners, agents, and employees from and against any and all liability, claims, demands,
damages, losses, and expenses, including but not limited to attorney's fees, for which the
Testing Firm is determined to be legally liable resulting from negligent acts, errors, or
omissions by the Testing Firm, its directors, officers, agents, and employees in
performance of services required by this Agreement. Liability, claims, demands, damages,
losses, or expenses resulting from the negligent acts, errors or omissions, whether active or
passive, by the DISTRICT, its directors, officers, partners, agents, employees, or by others
are excluded from the Testing Firm's obligations pursuant to this paragraph.
