Historic load growth has averaged 4.7% over the last three years • Forecast assumes that load increases by only 1% over the next three years - Conservation may account for 1-3% of load - Offsets growth that would otherwise require additional resources • Conservation is estimated to shave approximately 1 MW from TDPUD's monthly average energy requirements - Actual load requires market purchases to shape around average requirements - Greater conservation will reduce shaping purchases After conservation, the District still has a need for resource. Positives of the Resources for the District: These resources are priced at cost and shaped by season. This is a short term contract that doesn't tie the District to any long term ownership of the generation. Working together with other public power utilities makes us all stronger. The Positives outweigh the Negatives: This product fits great with the District resource need and is priced at cost. Recommendation: The Board of Directors adopts and authorizes the Board President to sign the Transaction Schedule for the Shaped Capacity and Energy along with the Addendum and also sign the Pooling Appendix as the Buyer from Spring City, Logan City and Murray City respectively. Seasonal Entitlement Share: Each Participant will receive each month the monthly capacity amounts,as listed on Addendum attached hereto. Energy associated with the monthly capacity amounts shall be the sum of its HLH block schedule and LLH block schedule as listed on Addendum attached hereto. Term: March 25,2009 to March 24,2012. Rate: Capacity and rates will be as the IPP actual cost as incurred plus administrative and general costs,scheduling and wheeling fees and transmission losses as approved by the Board of Directors in the budget for the UAMPS Master Firm Project. Buyer will be responsible for 0.5%losses from the IGS Bus to Mona or 5.8%losses from the IGS Bus to Gonder. Buyer will pay the UAMPS transmission,administration and scheduling fees as adopted by the Board of Directors from time to time and any other costs,if any,that UAMPS may incur in the performance of this Pooling Appendix.
