HomeMy WebLinkAbout18 Citizen Committee workshop Agenda Item # 18 DONNER Public Utility District Workshop To: Board of Directors From: Peter Holzmeister Date: June 6, 2007 Subject: Citizen committee workshop Why this matter is before the Board: This is a workshop, so no formal decision is anticipated. This matter involves a discussion of appointing citizen committees. History: During the lengthy discussion of power supply contracts, there was a discussion of soliciting citizen input regarding conservation and power options to meet Truckee's needs. The Board adopted two resolutions, copies attached, creating a conservation committee and a power supply committee. Advertisements were placed in newspapers and in bill stuffers to inform members of the public that the District is accepting applications for the committees. The deadline for submission of applications was June 1, 2007. New information: Attached is a list of the applicants. Also attached is the detailed application form submitted by each applicant. The Board needs to discuss how appointments are going to be made. One important matter needs to be discussed. I remind the Board that the District does not have a power supply program in place to meet the needs of our customers beginning on January 1, 2008. We have only six months to put a complete power supply program in place. During the past few months, Steve Hollabaugh has been working diligently to line up multiple contracts that would, in the aggregate, meet the community's power supply needdso It individual items appear elsewhere on this agenda to deal with that power supply program is imperative that the Board approve the proposals being presented by Steve. Failing to do so will put the District in extreme operational and financial danger. This has implications for formation of a power supply committee. For the next four years power supply is determined. It is my suggestion that the Board appoint the conservation committee, but hold off on appointing the power supply committee. With the passage of time, say a year or two, the power supply world will develop new opportunities and that will be the time to take a new look at power supply options.
